We have seen horrors this week as the violence against civilians in Ukraine continues to escalate. In the almost two months since Russia invaded Ukraine, over four million people have been forced to flee their homes and countless others have experienced attacks in violation of international humanitarian law--some of which may amount to war crimes.
Also, just yesterday, CNN broke news that the Biden administration plans to announce a new humanitarian parole program for Ukrainians – as a primary pathway the US government would use to honor Biden’s commitment to welcome up to 100,000 Ukrainians. This path would require sponsorship by someone in the US in order to come to the country.
Humanitarian parole alone is not sufficient to address Ukrainian displacement, nor does it support the needed rebuilding of resettlement or asylum. It also bypasses the US Refugee Assistance Program, and provides a pathway only to individuals who have the resources or US ties to avail themselves of it.
