The mission of Chester County Department of Drug and Alcohol Services is to ensure that quality alcohol and other drug intervention and treatment, as well as alcohol, tobacco and other drug prevention programs are provided for citizens in an efficient and cost-effective manner.

Although we continue to face issues presented by COVID-19, the summer brings a sense of adventure and excitement for many. However, it is recognized that feelings of anxiety and stress may also be present. It is important to give yourself grace, but also recognize help and resources are available. PA Start Campaign


In 2015, the Commonwealth Prevention Alliance (CPA), created the PA Stop campaign to educate on the risks of prescription painkiller and heroin use, the relationship between painkiller and heroin use, and what to do when you need help. In addition to these efforts, CPA recognizes the need for primary prevention as well which is why they also created PA Start.


The PA Start campaign is focused on building healthy, capable children. This is done by providing free, thought-provoking materials that pose a question about an important lesson or milestone. Then a positive action is suggested.

PA Start is paid for by Pennsylvania taxpayer dollars and made possible by a grant from the PA Commission on Crime and Delinquency (PCCD).

Free Prevention Services in Chester County

Compass Mark, a Chester County Prevention Provider, strives to prevent substance use disorder through education, skill building, and community mobilization. In Chester County, the organization coordinates school-based prevention programs adhere to best practices to build students’ knowledge and skills for making healthy choices.

Human Services Block Grant Plan

Public Hearing Notice


Chester County is one of the counties in Pennsylvania to implement the Human Services Block Grant. Chester County has drafted the Fiscal Year 2022-23 plan for the eleventh year of implementation of the Block Grant. The final plan must be submitted to the Department of Public Welfare by July 2022. Two Public Hearings will be held to solicit public comment on the Draft FY 2022-23 Human Services Block Grant Plan.

Need Drug and Alcohol Resources?

Compass Mark provides a “one-stop shop” for personalized assistance and information about alcohol, tobacco, other drugs (ATOD), and gambling. All services are no charge. Services include:

  • Access to a resource library filled with literature and brochures on alcohol, tobacco, other drugs, gambling, mental health, etc.
  • Information & referral phone line (-866-286-3767) staffed by a team to connect community members with resources to meet their need as well as help them navigate accessing the service.
  • ATOD presentations tailored to your organization
  • ATOD Resource table at Health Fairs, Events, etc.
