CDFA Meeting on AB 2968 (Engine Oil & Transmission Fluids)

CDFA representatives included Dylan Lomanto, CDFA Legislative Manager and Kevin Schnepp, CDFA Enviromental Program Manager. The big news is that Allan Morrison, a key employee of CDFA who has been pushing for the legislation, retired. 
 
Also in attendance, Gary Conover, California Automotive Wholesalers Association, Joanna Johnson, Automotive Oil Changers Association, Jeff Leiter of the Independent Lubricant Manufacturers Association and Kyle Fowler representing California Automotive Business Coalition.
 
CDFA oversees compliance of fluid labeling. They take samples of automotive fluid products and perform laboratory testing. They focus on the bad actors that have inconsistent specifications and don't meet labeling requirements.
 
The good news was that the CDFA representatives stated that they will not re-introduce AB 2968 next year.  Instead, they will move forward with regulations which would adopt sections of the National Institute of Standards and Technology (NIST) Handbook 130. The sections to be adopted include obsolete fluids, hydraulic Fluids and transmission fluids. They will conduct informal workshops and outreach to the industry. They also plan to have draft language ready by early next year. The adoption of the NIST Handbook 130 sections should be acceptable to the industry and stakeholders.
 
One concern raised was making sure that good aftermarket fluid products not be disadvantaged by OEM proprietary standards. In other words, that fluids should meet objective performance standards rather than OEM proprietary standards. The CDFA is willing to review any industry concerns. A joint letter from stakeholders will be sent to CDFA outlining issues and possible solutions. The joint (NASCAR) letter should be forwarded soon for association review and signatures.

ASCCA is able to advocate for and promote the automotive aftermarket industry due to the team of volunteers that serve on the various committees. Perhaps you would have an interest in serving on one?
 
Bylaws/P&P Committee | Chair: Steve Vanlandingham
Purpose: Review Bylaws and Policy & Procedures to insure consistency.

Revenue & Benefits Committee | Chair: Jim Silverman
Purpose: To identify Corporate Partners and other entities that support the association’s activities as well as identify member benefit programs that enhances the ASCCA Advantage.

Government Affairs | Chair: Dave Kusa
Purpose: Increase credibility and influence in government and regulatory affairs.

Membership Committee | Chair: Angi Roberts
Purpose: To continually evaluate the membership value proposition to support membership growth and retention. Develop and support efforts to foster growth and retention.

Connected Cars Committee | Chair: Darin Dinis and Isaac Rodell
Purpose: To help keep ASCCA members at the forefront of emerging technology and provide them with accurate information, education, and training opportunities to provide exceptional service to your clients.
 
Education Training & Information Committee | Chair: Luke Murray
Purpose: Elevate Professionalism through increased Continuing Education.

ASCEF Vehicle Donations - THANK YOU!

Tell them about the ASCEF Scholarships!

Applications are currently being accepted for the Automotive Service Councils Educational Foundation (ASCEF) 2023 scholarships! Each year, the ASCEF awards scholarships ranging from $500 - $1,000. These scholarships provide assistance to current under-graduates who are in the automotive service field.
Overall Qualifications: You must be planning to seek employment in the California after-market/independent repair industry and be a
  • California high school senior who plans to enroll in post high school technical and academic training or
  • California college under-graduate in the automotive service field.
Applications must be submitted by March 31, 2023.
