Both the Senate and the Assembly have begun the process of hearing the governor's proposed budget. The Senate wrapped up their hearing last week. The Assembly is scheduled for this week. Moving forward, all 2022 budget related documents will be hosted on CAPPA's Budget Page.

"As a result of low wages, more than 53% of child care workers received public assistance, including Medicaid, the Children’s Health Insurance Program and Supplemental Nutrition Assistance Program from 2014 to 2016. This compares with the 21% of elementary and middle school teachers who received public assistance in that period. When so many child care workers rely on public assistance, it reveals how many of them don’t make enough money to get by."

Build Back Better Update 

Wednesday night in a press conference President Joe Biden said that he’s confident Congress can pass pieces of the Build Back Better Act separately, rather than the whole package at once. He indicated that negotiations are still ongoing with Congress stating, “I’m confident we can get pieces, big chunks of the Build Back Better law signed into law.” This is the clearest sign we’ve had from the White House that Congress will break up and vote separately on portions of the Build Back Better Act. On Thursday, Brain Deese, White House Economic Council Director, indicated the White House’s support for the child care provisions of the Build Back Better Act. He said, “the childcare provisions in this package will not only reduce child care costs for families, but help people get to work.” All of that is to say that nothing is set in stone until the bill is signed and there is still a lot of uncertainty, but it seems like the child care and universal pre-k provisions of the Build Back Better Act are in a good position, even if the bill passes in a piecemeal fashion. Despite the President’s comments, we must keep in mind that whatever passes Congress will be in a reconciliation package and will be significant and potentially transformative.     

The FY22 Appropriations cycle is under a continuing resolution until February 18, 2022. Top Appropriators have been in discussions to get to an agreement that will allow the FY22 bills to be completed but the situation is fluid as Republicans have made participation in the process conditional to Build Back Better not moving ahead. At the same time, the FY23 Budget is delayed and will not likely be public until after the State of the Union which is scheduled for March 1st, 2022. 

As we mentioned last week, we’re hearing that the Senate will not take up the Build Back Better Act until at least February. As a reminder, the Senate Health, Education, Labor, & Pensions Committee released updated text of the Build Back Better Act. Please see this resource from the First Five Years Fund to see the line-by-line changes from the House version and their updated FAQs.

We must keep up the pressure to pass the Build Back Better Act as quickly as possible and secure child care and early learning investment. Negotiations on the Build Back Better Act are still ongoing, and the investment in child care and early learning won’t be secure until the bill is signed. Kat Mercado, an intern with the Child Care and Early Learning team at NWLC, has a new blog post that talks about people who might miss out on benefits in the Build Back Better Act because they aren’t part of the licensed child care system, immigrants in particular. Kat interviewed Elizabeth Cruz, who has provided care for families in the DC area for 27 years. Kat stresses that “Build Back Better holds great promise to positively impact the lives of so many families and early childhood workers. However, it must be implemented in a way to reach women like Elizabeth who are ignored. Immigrant child care workers are a crucial part of the backbone of our child care system, and it is long past time that they receive the recognition, respect, and compensation they deserve.”      

Home-Based Caregivers Provide More than the Essentials for Parents Who Don’t Work 9-5 

A new blog from Home Grown highlights the importance of home-based care, especially for parents who work non-traditional hours. The article shares the stories of home-based care providers and parents who talk about the benefits of home-based care. The article states, “Caring for and teaching children with compassion and wisdom is the winning combination parents are seeking. For those whose work routines and schedules are especially stressful, ‘having a child care provider who is like family allows you to sleep in the few hours you actually get to spend in your bed,’ adds Keisha [a parent]. ‘Ms. Pam [a home-based care provider] is the blessing of my life. Because of her, I can rest easy and know my son is getting the love he deserves when he’s there and when he’s with me.’” 

The Columbia University Center on Poverty and Social Policy have a new brief out with their December monthly poverty update.

They find that the December Child Tax Credit payment kept 3.7 million children from poverty last month, reducing the monthly child poverty rate by approximately 30 percent compared to what it would have been otherwise. 

Our January 2022 monthly poverty numbers will be available in mid-February, but they also project that the monthly child poverty rate could potentially rise from 12% to over 17% between December 2021 and January 2022, in absence of the Child Tax Credit payment this month. If so, then the January monthly child poverty rate could be the highest monthly child poverty rate since December 2020.

Families Can Receive Bigger State Benefits for Child Care Costs in 2021 

Kathryn Menefee of the NWLC wrote a new blog post talking about states that might provide bigger credits to families for child care costs this tax season. The American Rescue Plan Act (ARPA) expanded the federal Child and Dependent Care Tax Credit for one year to help families cover out-of-pocket child care costs from 2021. (Learn more about the expanded federal credit here and how to claim it here.) Several states have child and dependent care tax provisions that are linked to the federal credit, and so these state credits may also be expanded this year. 

Ashley Burnside of the Center for Law and Social Policy has released a new blog post that details how families can get the rest of their 2021 Child Tax Credit (CTC) credits. She writes, “Families with children can still get the rest of their 2021 credits—but only if they file a 2021 tax return. Families who got monthly CTC payments in 2021 received six months’ worth of payments (from July through December). To get the remaining half of the credit they are eligible for, they must file a tax return this year.” She also states that unless the Build Back Better act is signed into law, there won’t be further CTC payments. She writes, “The Build Back Better (BBB) Act would extend the CTC expansions for an additional year (through 2022) and make the CTC permanently available to families making little or no income. This would disproportionately benefit Black and Latinx children. But Congress still needs to pass the BBB legislation to put these changes into effect.”   

  

In the coming weeks, Senator Elizabeth Warren, Representative Rosa DeLauro, and Representative Jan Schakowsky will be reintroducing the Schedules That Work Act and Part-Time Worker Bill of Rights! These bills will work together to provide working people with more stability, predictability, and opportunity on the job, particularly in the hourly service sector positions that have been battered by the pandemic—improving the quality of jobs across the country and helping to build a better economy for all of us.

Extensive research has shown that unstable and unpredictable work schedules upend working people’s best efforts to provide for their families, including by undermining children’s well-being and families’ access to high-quality, affordable child care.

On January 19th, the California Department of Social Services (CDSS) Child Care and Development Division (CCDD) posted CCB 22-02: Option for Direct Deposit Payments for Child Care and Development Contractors Beginning in Early 2022.

The purpose of this Child Care Bulletin is to notify child care and development contractors of the option to enroll and receive payment via direct deposit beginning in early 2022, pursuant to the Budget Act of 2021, Senate Bill 129 (Chapter 69, Statutes of 2021).

In 2018, Community Action Partnership of San Luis Obispo, opened the 40 Prado Homeless Services Center is a 365 days per year facility that helps individuals and families improve their health and stability and move them towards self-sufficiency.  Services available to all participants include: overnight shelter, meals, showers, laundry, mail/phone services, access to case management, primary medical care and animal kennels.

Specialized services include the SLO-Hub Project for individuals seeking assistance in dealing with mental health and substance use issues and the Recuperative Care Program that provides a safe place to recuperate and convalesce for individuals who would otherwise be discharged to the streets.

Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing.
