IDEA Virtual Training - Final Michigan Training Opportunity - January 19, 2023
If you were unable to participate in the November in-person trainings, please join ADAC virtually on January 19 as they offer this final training on Individuals with Disabilities Act (IDEA) services in Michigan. IDEA provides federally funded special education services to nonpublic school students with learning differences.

Why you need to attend this virtual training:

  • provides school leaders with full understanding of IDEA, so that they can maximize proportionate share funding to serve students with learning differences; 
  • educates private school leaders about the data and the importance of it; 
  • reviews ways to leverage the state's auxiliary law with IDEA to more effectively serve students with learning differences

National School Choice Week - January 22-28, 2023
Michigan will celebrate National School Choice Week with a fun, positive, awareness-raising rally at the Michigan State Capitol, hosted by Parent Advocates for Choice in Education (PACE) and Michigan Association of Public School Academies.

Students, parents, educators and supporters will gather in the Michigan State Capitol, Heritage Hall, to celebrate the effectiveness and benefits of K–12 school choice. This flagship event, which will shine a spotlight on the state’s K–12 education options, will include remarks by students and guest speakers. This event is designed to raise positive statewide awareness of the diversity of education options available for families across Michigan. 

This event is hosted by Parent Advocates for Choice in Education (PACE) and Michigan Association of Public School Academies. MANS and the Michigan Catholic Conference are also sponsors. Join us on Thursday, January 26, 2023, from 10:00 AM – 1:00 PM at the Michigan State Capitol's new Heritage Hall, located at 100 N. Capitol Avenue, Lansing, MI 48933.

2023 MANS Public Policy Day - March 23, 2023
Join MANS and your nonpublic school colleagues from across the state for the 2023 MANS Public Policy Day. The annual Public Policy Day is your opportunity to connect with your legislators about the issues that impact nonpublic schools. You’ll become a part of the legislative process while demonstrating the collective impact of nonpublic schools.

Participants will begin the day in the brand new Heritage Hall located in the Michigan State Capitol. Prior to visiting with your legislator, you will hear from policy experts who will help you understand the immediate impacts of broad policy decisions. You will also be provided with the tools you need to make your legislative visit productive and comfortable. Each participant will be scheduled for team visits with your legislative delegation.

Please register as soon as possible to ensure ample time for MANS staff to schedule meetings.
State and Federal Updates
Let Michigan Kids Learn Petitions Withdrawn
Many MANS members participated in the Let Michigan Kids Learn (LMKL) signature drive to allow the legislature to enact Education Savings Accounts (ESA’s) and tax credits for donations to scholarship organizations without requiring the Governor’s signature. This effort was a result of Governor Whitmer vetoing similar legislation in 2021 which would have benefitted Michigan students attending public and nonpublic schools.

Since LMKL missed the initial deadline for submission, the Secretary of State would have had until June 2024 to certify the signatures. The Secretary of State appears to have delayed certification to get past the election, where control of the legislature has shifted from the Republican party to the Democrat party. The most likely scenario at this point is that the legislature would not pass the legislation, and the proposal would have been placed on the November 2024 ballot.

Such an election campaign would require tens of millions of dollars. Unfortunately, these issues have not passed when placed before the voters in other states, as it is easy for the opposition to paint these proposals as a threat to funding for traditional districts. Additionally, since there would be no ESA program in place, no family would face the loss of a benefit, which would have encouraged votes to maintain ESA’s. Therefore, though millions of dollars could be spent, history in Michigan and in states across the country made clear the chance for success would be extremely unlikely. Defeat of such an effort at the ballot box would certainly be a setback for educational reform. Accordingly, the LMKL campaign came to the unfortunate but unavoidable conclusion that the wisest path was to withdraw the two petitions. The withdrawal of petitions from the certification process has been done several times in Michigan by other groups.

MANS and the Michigan Catholic Conference staff thank schools, parishes and churches that assisted in the effort to collect signatures. We will focus our immediate efforts on educating policymakers in Lansing on the primary role of parents in the education of their children and how the state can and should play a role in providing financial support for all students.
Nita M. Lowey 21st Century Community Learning Centers Grant Program
The Michigan Department of Education (MDE) is pleased to announce the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) grant program opportunity. The purpose of the 21st CCLC grant program is to create community learning centers for those times when school is not in session. 

To determine if your organization qualifies for the grant program and to better understand all existing, new, and revised aspects of the process, it is strongly suggested that potential applicants participate in the application information webinar on February 2, 2023, from 10:30 a.m.–noon. MI HEARTSafe School Program Advocates for Medical Emergency Preparation
The MI HEARTSafe School Program was developed to prepare school facilities to respond to cardiac emergencies. Fast-acting cardiopulmonary resuscitation (CPR) and access to an automated external defibrillator (AED) prior to emergency medical services (EMS) arrival is critical for best possible outcomes.

A Michigan Department of Health and Human Services virtual workshop on Tuesday, Jan. 24, will be held to teach schools about the program requirements, importance of cardiac emergency preparedness, and the available tools and resources to help them achieve the criteria.
Resources are available on the MI HEARTSafe School website.

Schools meeting these requirements are able to apply for the MI HEARTSafe School Award. The application cycle is open from January through May 15, 2023. Naloxone Safety Kits
The Northern Michigan Opioid Response Consortium (NMORC), a federal grant-funded program under the Michigan Center for Rural Health, coordinates substance use disorder focused projects in 25 counties in Northern Michigan. A key component of NMORC’s mission is to ensure all junior and senior high schools in the region have naloxone kits readily available in case of an overdose. Naloxone is often kept within nurses’ offices or in school first-aid kits. NMORC recommends that in addition, a naloxone safety kit be placed in or near Automated External Defibrillators (AEDs). The safety kit includes two naloxone nasal sprays, gloves, a mask, and instructions to administer the life-saving medication.

Statistics in Schools brings subjects to life using real-world U.S. Census Bureau data to create materials for use year after year at all grade levels. The national Statistics in Schools program has resources for educators to help kick off the new year showing students how U.S. Census data fits into their world.

Catapult Learning Private School Leaders Webinar Series
Catapult Learning invites you to join them for their three-day virtual workshop series, Understanding Equitable Services, designed specifically for building level administrators. These three sessions will cover the essentials of understanding equitable services through federal education programs for students attending private schools. Topics to be covered include Title I, IDEA, professional development, English learners, and academic support services.

Workshop #1 - Program Purpose and Allowable Services on February 7, 2023 from 2:00 - 3:30 p.m.: The full array of allowable program services will be covered for each federal education program, plus ways to use federal education programs to meet students’ needs, and innovative solutions for bringing these services to your students, teachers, and families.
Workshop #2 - The Consultation Process on February 8, 2023 from 2:00 - 3:30 p.m.: Learn about the requirements for consultation, safeguards to protect your students and ensure their needs are met, and techniques for being an effective partner in the consultation process.
Workshop #3 - Funding for Federal Education Program Services on February 9, 2023 from 2:00 - 3:30 p.m.: This session will focus on how federal education programs are funded, including factors that determine the amount of funding, how to count your students for funding purposes, and safeguards to ensure your students receive an equitable share of the funding.
