SAN FERNANDO SPOTLIGHT PROGRAMS
LAS PALMAS PARK REVITALIZATION PROJECT
The Recreation and Community Services Department cordially invites you to participate in the design of the various improvements being planned for Las Palmas Parks. SAN FERNANDO POLICE DEPARTMENT OPEN HOUSE
The SFPD will host an Open House at the San Fernando Police Facility (910 First Street, San Fernando) on Memorial Day (May 30, 2022), from 10:00 am to 1:30 pm. This is another opportunity for the community to get familiar with SFPD Officers and the services that is provided to the community. During the event, there will be a canine demonstration, equipment demonstrations, and opportunities for picture taking and a tour of the facility and its various divisions.

THE SENIOR EXPO IS BACK!
Let’s celebrate Older Americans Month together! Join the Recreation and Community Services Department for the annual Senior Expo at Las Palmas Park on Friday, May 20th from 9am-1pm. The event will kick off with a pre-activity, the Walkable Wednesday – 5K Challenge at 8:30 am. Light continental breakfast will be offered by Hamer Toyota. Partners will join to offer senior resources and health information. Regal Medical Group will offer a Doc Talk presentation at 11 am on “gut health, hormones, sleep, and lifestyle habits”. Don't miss out on this great presentation by calling in to RSVP for Doc Talk at (818) 898-7340. The event will conclude with a live performance by FullClip. Be sure to mark your calandar!
3 WINS FITNESS
The 3 Wins Fitness Program continues to operate outdoors with limited use of equipment for the safety of its participants. Participant outreach is on-going and community member are encouraged to take advantage of the free fitness program. CSUN interns and 3 Wins instructors are on-site at Recreation Park Monday, Wednesday and Fridays, from 8 am to 9:30 am to answer any questions or assist with registration.

LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank distribution was held on May 2, 2022, at Las Palmas Park. This monthly drive-through Food Bank distribution continues to serve seniors age 60+ on the first Monday of every month at Las Palmas Park. The program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains and serves an average of 150 seniors each month.

MISSION CITY BASEBALL
The spring season of Mission City Baseball is coming to an end with just a couple of weeks left in the regular season. Teams participated in a league Picture Day on April 2, 2022, and families received their packets at the end of April 2022. The league is planning a Closing Day program in June 2022, which will include trophy distribution and team gatherings.

Mission City Baseball will offer a four-week clinic in Summer 2022. More information to come: SFCITY.ORG/SFRecreation/#Youth-Sports.
YOUTH BASKETBALL SUMMER 2022
Registration for the Summer Youth Basketball league began in April 2022, and will continue through the end of May 2022. The season will serve ages 7-16 and run from June 2022 to August 2022, with weekday practices and all games played on Saturdays. Staff worked with volunteer coaches to create a series of pre-season clinics to focus on new player development. Participants that registered early were invited to attend free of charge.

UPCOMING SPORTS CLINICS
Youth Evolution Basketball and Soccer clinics are on-going and offered in four-week sessions at various parks. Johnny Allen Tennis classes are also on-going and offered in three-week sessions at the Pioneer Park Tennis Court.

FITNESS & COMMUNITY CLASSES
Fitness and Community Classes have resumed. All programs will continue to adhere to the current Los Angeles County Department of Public Health Protocols until further notice.

LOPEZ ADOBE HAPPENINGS
Tours of the Lopez Adobe will resume this month with self-guided tours on the fourth Sunday of the month from 1 pm to 4 pm. Guided tours can be requested by calling the Recreation and Community Services Office at (818) 898-1290, but vary depending on the availability of the volunteer docents.

TEENS FOR A BETTER COMMUNITY (TBC)
  • Tree Planting: Over 20 teens participated in a TreePeople Tree Planting events on March 26, 2022 and April 23, 2022.

  • Resume Workshop: TBC held their annual resume workshop on March 23, 2022. Over 15 teens participate in the workshop and for most teens it was the first time making a resume. The majority of teens are current high school students and are preparing to enter the work force after graduation.

  • Spring Jamboree: Approximately 40 tees volunteered at the City’s Spring Jamboree event on April 16, 2022. The teens assisted with arts & craft activities, games, the rock-climbing wall, photos with the bunny, and fundraising.

  • Summer Camp Counselor-in-Training Program: TBC is preparing to transition into the CIty's Summer Camp Counselor-in-Training Program. Current 9th through 11th grade students may pick-up an application at Las Palmas Park beginning May 1, 2022.

TUTČINT YOUTH EMPOWERMENT PROGRAM
Tutčint Youth Empowerment continues to meet regularly to provide Academic Support/Tutoring to youth. The program is open to youth ages 12-17 years in the northern San Fernando Valley, and all services are FREE.

SENIOR ACTIVITIES
A variety of programs and activities are offered at Las Palmas Park for older adults. Programs include educational, social, creative, musical, and physical activities in group settings that encourage personal interactions, regular attendance, and community involvement. Activity programs are a potential means to reduce social isolation among older adults. There is strong evidence that participating in these types of programs improve mental and physical health, reduce loneliness and social isolation, and improve overall well being and quality of life.

THE SUCCESSFUL RETURN OF THE SPRING JAMBOREE!
Families enjoyed an opportunity to get outdoors and enjoy games, food, a rock climbing wall, an exciting egg hunt, and of course a photo with the bunny! Everyone enjoyed the festivities.

BICYCLE PATROL
Police Chief Fabian Valdez has reinstated the Bicycle Patrol program for the Police Department. Bike Patrol Officers patrol the City in teams and are currently focusing on the Downtown Mall District, Mission City Bike Trail, and City parks. During these operations, Officers are engaging with the community, issuing citations when appropriate, and stopping any crimes they may witness. 

To date, two operations have been conducted thus far: April 13, 2022 and April 16, 2022 (San Fernando Outdoor Market). Additionally, San Fernando Reserve Officers conducted Foot Patrol during the Outdoor Market event for added presence and security for this ever-growing event in the mall district.
TRAFFIC ENFORCEMENT
Areas within the City were identified as needing focused traffic enforcement. Chief Valdez authorized traffic enforcement operations on April 15, 2022, and April 19, 2022. During these operations, several citations were issued and individuals were educated on driver safety and traffic law. These operations will continue in order to address the growing need of the community and to ensure safe streets for everyone.
SEX REGISTRANT, PAROLE, AND PROBATION COMPLIANCE CHECKS
San Fernando Detectives and Patrol Officers conducted a sex registrant compliance check on April 15, 2022. Several registrants were identified as having left the City of San Fernando and Department records have been updated to reflect them leaving. On a date in the upcoming future, Officers will also conduct AB109, Parole, and Probation compliance checks on individuals that reside within the City to ensure that they are abiding by the terms and conditions of their supervised release from custody.
CHAT WITH THE CHIEF
Police Chief Valdez is continuing his new community outreach program called Chat with the Chief. This new program provides an opportunity for members of the community to have a casual conversation with Chief Valdez and San Fernando Officers and will help to strengthen trust and increase transparency with the community and the Police Department. Chief Valdez will continue to hold these meetings bi-monthly in English and in Spanish to engage with San Fernando's Spanish speaking community.

SAN FERNANDO REGIONAL PARK INFILTRATION PROJECT
The City’s contractor, Ortiz Enterprise, Inc., began construction this month for the installation of the infiltration system at Recreation Park. This project will be collecting up to 130 million gallons of stormwater runoff each year and diverting it underneath the park. This water will restore regional groundwater tables and be part of a larger solution to manage the water supply. A diversion structure has been installed within the utility easement in the adjacent property occupied by Bernard Brothers. Additional work performed in April 2022 included clearing and grubbing of the baseball field at Recreation Park and the laying of pipe along Jessie St. between Fifth St. and Glenoaks Blvd. The project is expected to take 14 months to complete.

TREE MAINTENANCE
The Public Works Department has been working diligently to address numerous tree issues such as trimming, stump removal, and cutting down trees that have caused sidewalk, water supply, and sewer damage. The Department has completed numerous work orders including: 1,372 trees pruned, 82 tree stump grindings, and removal of 21 hazardous/decaying trees.

The City makes every effort to save every tree, but when it becomes a safety or infrastructure concern, the tree is removed.  City staff, with the help of Tree People, an organization that has consistently helped the City with tree planting, have planted 616 new trees. Staff will continue to plant more in the near future, as well as to continue to address all tree related issues.

TREE PLANTING IN SAN FERNANDO
On Saturday, May 14, 2022, the City will plant 30 native trees on Fourth Street, between Orange Grove Avenue and Hubbard Avenue. These plantings are part of the City's continuing project, “Calles Verdes.” This event will conclude the tree plantings for the season and will resume again in Fall 2022. URBAN FOREST MANAGEMENT PLAN PROJECT
On April 18, 2022, the City Council approved a contract with the California Department of Forestry and Fire Protection (CalFire) securing $288,773 in grant funds for the development of the City’s first Urban Forest Management Plan (UFMP). The goal of the UFMP is to create a plan which outlines specific steps and tasks necessary to expand the City’s overall tree canopy, in turn, reducing air pollution and increasing property values; just a few of the benefits.

The UFMP project will kick off in May 2022 and will include numerous public education and outreach events to make sure the community plays a substantial role throughout the project.

HOUSING ELEMENT AND SAFETY ELEMENT UPDATE
The City is wrapping up its 2021-2029 Housing Element and Safety Element update. A revised version that addresses comments from the California Department of Housing and Community Development (HCD) will be presented to the Planning and Preservation Commission at as special meeting on May 25, 2022 at 6:30 pm for recommendation to City Council. After receiving a recommendation from the Planning and Preservation Commission, the City Council will consider adoption of the Housing Element, Safety Element, and Mitigated Negative Declaration prepared for the updated elements. Once adopted, the Housing Element will be forwarded to HCD for certification.

CITY'S NEW ONLINE ZONING PORTAL

SENATE BILL 9 (SB 9)
The City is studying whether there are other standards that better balance the limitations of Senate Bill 9 (SB 9) with the City’s objectives for ensuring that residential development in the City is properly managed in the best interests of the public health, safety, and welfare.  SB 9 allows a single-family lot to be subdivided into two lots and development of two-residential units per lot. 

An Interim Urgency Ordinance was adopted on January 18, 2022 that includes a set of restrictive temporary regulations to minimize the initial impact of SB 9 and to help preserve the character of single-family residential neighborhoods, while allowing the City to establish permanent regulations. 

On February 14, 2022, the interim regulations were presented to the Planning and Preservation Commission. The Planning and Preservation Commission expressed an interest in revising the interim regulations to include additional standards for a proposed permanent ordinance.

CLIMATE ACTION AND RESILIENCE PLAN
The City received four proposals from consultants interested in preparing the City’s first Climate Action and Resilience Plan (CARP) and associated environmental document. Staff is reviewing all four proposals and will provide a recommendation to City Council on June 6, 2022 for the most qualified team to prepare Phase 1 of the CARP. The CARP will provide a roadmap that outline specific activities that the City will undertake to reduce greenhouse gas emissions and to adapt to climate change. The CARP will be completed in two phases. Phase 1 involves data collection and analysis of Greenhouse Gas (GHG) Emission Inventory and a Vulnerability Assessment. Phase 2 will be completion of the CARP that will build upon the information gathered in Phase I. Phase 2 will focus on identifying specific activities that the City can achieve with the greatest GHG emission reductions in the most cost effective manner, and include strategies for climate adaptation and resilience.
SPRING WEED ABATEMENT
In an effort to keep San Fernando neighborhoods neat and clean, the City will implement the Spring Weed Abatement Program. Throughout May and June 2022, City staff will conduct property inspections, focusing on public nuisances of overgrown vegetation and storage in the front and side yard. Please help keep San Fernando clean by removing overgrown vegetation, weeds, and rubbish.
ECONOMIC DEVELOPMENT VISIONING PLAN
The City will soon release a Request for Proposals (RFP) seeking qualified consultants to prepare the City’s Economic Development Visioning Plan. The Economic Development Visioning Plan is a process that gives residents, business owners, local organizations, and other stakeholders the opportunity to help set goals and priorities for economic development and describe how the community should look and feel in years to come. The Economic Development Visioning Plan will outline the City’s economic vision, mission, and goals.

SMOKE FREE MULTI-UNIT HOSING ORDINANCE
To protect and promote public health, the City Council continued consideration of a Smoke-Free Multi-Unit Housing Ordinance to May 16, 2022.  This is a proactive step to prevent or eliminate secondhand smoke from infiltrating living spaces. The proposed ordinance will balance public health needs with the needs of individuals who smoke due to recreational uses and addiction by creating a phasing plan for current smokers to transition to no smoking inside their units. The proposed ordinance would be applicable to two or more units and would ban smoking in all new construction and new leases of multi-family units, and a phasing plan for all existing multi-family units to transition to no smoking.

WATER BILLS
If you are behind in your account, the City encourages you to set-up a payment plan, if possible. If your water bill is due, currently, there are three payment options:

  1. By Mail: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
  2. Night Dropbox: Located outside City Hall’s main entrance on the right-hand side. Place your payment in an envelope and put it in the drop box. NO CASH PLEASE. Payments received in the drop-box will be processed by 9:00 am the next business day.
  3. AutoPay: Available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

TRANSPORTATION AND SAFETY COMMISSION
The regular Transportation and Safety (T&S) Commission scheduled for May 4, 2022 has been cancelled. The next regular T&S Commission meeting is scheduled for June 1, 2022, at 6 pm.

SAN FERNANDO CITY HALL
Effective January 3, 2022, San Fernando City Hall reopened to the public Monday through Thursday, from 7:30 am to 5:30 pm; and Fridays, from 8 am to 5 pm.

SAN FERNANDO POLICE DEPARTMENT
  1. Records Bureau: Monday through Friday, 8:30 am to 5:30 pm;
  2. Detective Bureau: Monday through Friday, 8:30 am to 5 pm; and
  3. Livescan Services continue have resumed: Monday through Friday, 9 am to 4 pm
  4. Court Commitment Services has resumed: Call the Police Department to schedule.

RECREATION FACILITIES
Outdoor recreation programming and services have resumed at City parks with the condition that the current County of Los Angeles Health Officer Order and Protocols are observed.

  • Providence Community Health Vaccination Clinic at Vaughn International Studies Academy: There will be a mobile vaccination clinic every Monday, Wednesday and Friday. Residents may call (818) 847-3860 to schedule an appointment.

  • San Fernando Community Health Center and Northeast Valley Health Corporation: Both of these federally qualified health centers receive a limited supply of vaccine. Residents may contact the following vaccination hotlines for additional information:
