Thank you for subscribing and investing your valuable time in reading this newsletter. For this edition, it’s important to continue to update you regarding Downtown Redevelopment.
 
Since the 1990s, the City has desired to create an identifiable downtown. Recent efforts include changing the regulations to allow a density incentive and working with developers to build on city-owned properties next to the Oldsmar Public Library and City Hall.
 
Land Use Regulations - On April 5, the City Council approved density amendments to the City’s Comprehensive Plan and Land Development Code. These will incentivize the construction of vertically integrated, mixed-use buildings that promote residential dwelling units instead of commercial space along Tampa Road just in the downtown area. The amendments did not increase the height, size, or current uses already allowed.
 
Library Site -The City owns about 7 acres adjacent to the Oldsmar Public Library along St. Petersburg Drive, purchased to advance downtown efforts. In March, the City hosted three public open houses to present the Odeon conceptual plan consisting of a mixed-use development with 82 townhomes, including 18 live-work units, and the essential development terms. Of the 71 total participants, 82.46% agreed or strongly agreed the conceptual plan is an asset to Oldsmar. Before approval, the Development Agreement will be presented to the Planning Board and at two City Council public hearings.
 
City Hall Site - The City owns about 7 acres, including City Hall, along the Tampa Road corridor. On May 3, 2022, the City Council suspended negotiations with Woodfield Development, LLC. The City Council also directed the City Manager to engage the public and a professional consultant to create a request for development proposals for the city-owned property adjacent to City Hall.
