RECOVERY INFORMATION AVAILABLE FOR SLO CITY RESIDENTS AFFECTED BY MARCH STORMS

The County of San Luis Obispo Office of Emergency Services has posted recovery information for the public on their RecoverSLO.org website for those in need of assistance following the recent storms.


This includes how to re-enter your home if you experienced damage, cleanup and recovery resources, and information regarding financial assistance. As a reminder for those who experienced water intrusion in their home:

  • Wearing protective clothing, check your home for any hazards or structural damage.
  • Look above for any tree or electrical hazards.
  • Check for any gas leaks.
  • Document damages and contact your insurance company.
  • Dry out your home as quickly as possible to reduce mold.
  • Remove debris.
  • Remove damaged drywall and flooring.
  • Assess submerged appliances.

There is a location on RecoverSLO.org for the public to report any damages sustained to homes which will help determine the amount of damage to the county. This information will be used to pursue recovery funding from the Federal Emergency Management Agency (FEMA) known as Individual Assistance.


“It’s unfortunate that we once again find ourselves in the situation where we are asking residents to report their storm damages,” said Emergency Services Manager Scott Jalbert, “reporting your damages on RecoverSLO.org will help us to assess the overall impact this storm had on our community.”

NEW CALIFORNIA LAW REQUIRES WORKERS' COMP, EVEN WITH NO EMPLOYEES

A new California law now requires certain contractors to carry workers’ compensation insurance coverage beginning 2023, even if they don’t have any employees. SB 216, signed into law by California Governor Gavin Newsom September 30th, requires contractors, whether they have employees or not, to have workers’ compensation insurance. The law will be expanded in 2026 to include additional types of contractors.

The first group of contractors that will need workers’ compensation coverage beginning July 2023 includes:

  • Concrete contractors with a C-8 license
  • HVAC contractors with a C-20 license
  • Asbestos abatement contractors with a C-22 license, and
  • Tree service contractors with a D-49 license

SLO's ACCESS AND PARKING MANAGEMENT PLAN APPROVED

A new plan was approved to guide the City’s future access and parking priorities with the goal of fostering a vibrant, accessible and sustainable downtown for everyone.



The City has updated plans that will help create a socially and economically vibrant downtown.  

Last week, City Council approved an updated Access and Parking Management Plan establishing 35 new strategies that align with the City’s Downtown Concept Plan, Active Transportation Plan, and Mobility Specific Plan, and support the City’s climate action goal of achieving communitywide carbon neutrality by 2035. Another point of focus is supporting downtown businesses and employee transportation needs. 


The City’s Access and Parking Management Plan serves as a guiding document for parking services provided by the City’s Public Works Department. The new strategies range from improved wayfinding signage to direct drivers to downtown structures, as well as a variety of strategies to incentivize off-street parking in structures – making the search for parking more streamlined to reduce drive times, greenhouse gas emissions and inconvenience. By promoting off-street parking, the plan also aims to keep on-street parking available for accessibility needs and more sustainable modes of transportation, especially bicycles.

Strategies in support of resident access and parking needs: 

  • Amend City wayfinding and signage plan to include parking
  • Continue transition to virtual parking permits
  • Continue to expand off-street electric vehicle (EV) charging for vehicles and e-bikes
  • Implement an ordinance to promote safe and secure parking facilities
  • Expand downtown parking permit options to include daily parking bundles
  • Switch downtown parking permits to daily parking permits
  • Continue to develop a strategy to install new bike parking
  • Continue to promote bicycle valet parking
  • Continue to modify downtown streets consistent with the Downtown Concept Plan

Strategies in support of downtown businesses and employees: 

  • Offer a “transportation wallet” benefit to downtown employees
  • Implement a bike share program
  • Offer commuter permits based on block-by-block availability

Strategies in support of visitor access and parking needs: 

  • Implement tier-based pricing
  • Implement demand-based pricing


The plan was created using public input received via online surveys and community meetings. A summary of this feedback is included in the plan.  


The City will follow up with a study to evaluate current and planned parking rates, as the adoption of the APMP did not assess parking rate adjustments. Parking funds collected by the City are only used for parking services, the development or maintenance of parking facilities, and other parking projects, as no taxes support the City’s Parking Services Division.
