Primrose Elementary School Update

Council has received an update that design specifications for the new well at Primrose Elementary School have been completed. The Upper Grand District School Board anticipates contracting a well drilling company in the next two weeks at which point they will schedule a date to complete test holes. In anticipation of colder weather, the School Board will be insulating the water tanker and pipes leading into the building to prevent the water from freezing.

The Upper Grand District School Board has committed to sharing weekly updates during this project. For more information contact: belal.taha@ugdsb.on.ca

Bill 23 - Provincial More Homes Built Faster Act

At the regular Council meeting on November 2nd, Council reviewed the proposed Provincial More Homes Built Faster Act.

Mulmur Council expressed significant concerns over certain aspects of the proposed amendments including:

1. Mulmur Residents to Fund Growth

The proposed legislation would exempt certain housing types from paying development charges, leaving the shortfall to existing residents to support demands related to the increased growth.

2. Less Land and Money for Parks

Bill 23 may impact the location, value and amount of parkland as a result of development.

3. Protecting Rural Character

The new legislation would remove the tool used by Mulmur to control everything outside of a building — from landscaping to parking and building design. Mulmur uses this tool to preserve Rural Character and would be limited in its use and application to multi-residential developments

4. Reduced Resident Voice

Bill 23 would remove the requirement for public meetings for draft plans of subdivision and removes resident’s appeal opportunities.

5. Environmental Impacts

Bill 23 would require conservation authorities to identify which of their lands can be developed, including woodlands, floodplains and wetlands. It would potentially restrict their role in reviewing development applications.

Mulmur Council encourages all residents to make themselves aware of Bill 23 and the implications it may have on Mulmur.
