Empowering Minds Resource Center (EMRC) provides personalized mental health services for children and families. We offer home and community-based care tailored to individual needs, focusing on building relationships and adapting to change.


Our services help individuals improve their mental health, enhance their quality of life, and engage in meaningful roles. We provide therapy, case management, residential programs, peer groups, supported employment, and psychiatric rehabilitation in a supportive, non-judgmental environment.

EMRC offers Therapy and Medication Management Services. 

Empowering Minds Outpatient Mental Health Center (OMHC) provides community-based care for various mental health needs. We focus on reducing the stigma around mental illness by offering high-quality, personalized services that promote community integration and care coordination. Our team provides a holistic approach, including assessments, treatment, and medication management for children, adolescents, and adults. Services are delivered by licensed professionals to help individuals lead healthier, more productive lives.

Family Therapy (without patient) I Family Therapy (with patient) I Medication Management

In addition to our services for adults, EMRC offers care coordination for both children and youth populations. This program helps individuals of all ages access the mental health services and resources they need. Our team works with each person to create personalized care plans, coordinate treatment, and ensure continuous support to enhance overall well-being and quality of life.

Rodney Lomax, LCSW-C


Rodney Lomax is a Certified Social Worker-Clinical (LCSW-C) therapist with Empowering Minds Resource Center. He is a Morgan State University alumnus and is experienced in a variety of clinical settings. As a youth, at age 12, he was adversely impacted by the murder of his father. This experience, along with other challenges in his life, was the catalyst for him to become a change agent.



Rodney has provided therapeutic services to diverse populations in urban educational systems, community-based outpatient programs, and inpatient behavioral health. He uses Cognitive Behavior Therapy (CBT), Solution-Focused, and Holistic approaches to assist individuals and families with learning and cultivating skills that promote healthier lifestyles. These tenets foster healing within the individual, family, community, and society. His goals parallel the agency’s mission, which is to provide resources and skills to marginalized individuals who typically are reluctant to seek services. Echoed are the sentiments of Ralph Waldo Emerson, “What we fear of doing most is usually what we most need to do.”

Courtney is a Licensed Master of Social Work (LMSW) and has been in the mental health field for over 12 years. Courtney earned her Bachelor’s Degree in Psychology from Syracuse University, Master’s Degree in Psychology from Pace University, Advance Certificate in Counseling Psychology from Loyola University Maryland, and Master of Social Work from Fordham University. Courtney has a passion for helping others and has done so in a variety of capacities. She has extensive experience in the community and has access to a variety of resources.


Courtney employs a person-centered approach meeting the client where they are and works with her clients to create personalized goals that they can achieve. Courtney believes that no problem is too big or too small, at the heart of therapy lies a trusting relationship. Courtney has experience working with adults, teens and adolescents, the homeless, incarcerated, and individuals facing substance use. Courtney uses therapeutic modalities including Cognitive Behavioral Therapy (CBT), Dialectical Behavioral Therapy (DBT), Trauma Therapy, Solution Focused Therapy, mindfulness, and meditation within the practice setting. Courtney’s goal is for you to become your best version of yourself, and together, using a strengths-based approach, she will see that you get there.
