In this edition of the Monday Morning Messenger, the first story we touch on is Tier 2. You may be thinking that Tier 2 reports are not due until March 1, but the reason we are reaching out to you is that trainings have been announced, and they are filling up quickly. Learn more in our first story of the morning.

Online Tier 2 Training Announced
Every year by March 1, Tier 2 reports are required to be filed for propane installations over 2,380 gallons.

TCEQ's Tier 2 Chemical Reporting Program is hosting free online training classes to assist filers with preparing for their 2021 Annual Tier 2 reports.
Both refresher and full classes are available. 

Don't wait to sign if you think you or the person in charge of filing needs a refresher or someone new on your team needs the full training. Dates are filling up fast!

The trainings will later be archived on YouTube, but live classes offer a chance for Q & A. Once 2021 archived training classes are posted online, TPGA will share the links.
DOT Roadside Inspections
What You Need to Know
In a recent article by Global Trade magazine, this leading logistics magazine highlights the important things fleet managers should know about roadside inspections citing that "State troopers or other enforcers, working under the authority of the Federal Motor Carrier Safety Administration (FMCSA) carry out surprise roadside inspections to ensure both truck and driver are in good working order."
The article covers:
  • What are the different inspection levels, and what do they entail?
  • Prepping vehicles for roadside inspections
  • Preparing drivers for roadside inspections
Being prepared is key. The more prepared, the quicker the inspection so your drivers can get back on the road.
More Winter Fuels Insights
The National Association of State Energy Officials (NASEO), the Energy Information Administration (EIA), and RBN Energy, an energy market analytics company, hosted a webinar last week on the Winter Fuels Outlook.

RBN's presentation focused solely on propane, giving some very valuable insights. Here are some of our takeaways:
  • Propane production is not a factor in increasing propane prices; production is up 15% unlike natural gas
  • Consumer and petrochemical demand has been flat for years
  • Exports 2X greater than ten years ago are due to the shale gas boom; the U.S. had nowhere to put the propane surplus; the only way was exporting to ensure market balance.
  • Propane inventory is at a 5 year low.
  • Propane is more susceptible than it has been in years, but no crisis if normal winter conditions occur like forecasted by NOAA.
  • Don't get caught with the end-of-season inventories; the value will be going down after the heating season.

TPGA Fall Meeting to Tackle
Important Industry Matters
TPGA members can join the Texas Propane Gas Association (TPGA) on November 9-10, 2021, at The Westin Hotel located in The Domain in Austin, TX, for the Fall 2021 TPGA Board and Committee meetings.

Agenda/Objectives
The TPGA Technical & Standards (T & S) Committee will kick off the meetings by discussing new rules on the way from the Railroad Commission of Texas. These new rules will soon allow DOT cylinder fillers seeking initial certification to use PERC's Dispensing Propane Safely course to meet course and exam requirements.

The T & S committee will also meet to discuss the long-awaited Entry Level Driving Training (ELDT) requirement, in which compliance begins February 7, 2022.

The TPGA Meeting Planning is excited to further discuss the partnership with the Texas Food & Fuel Association for our upcoming conference and expo on June 20-22, 2022, in San Antonio on the Riverwalk.

The TPGA Executive Committee will meet to discuss NPGA affiliation and membership renewals, and the Finance Committee will also meet to review TPGA financials.

TPGA wraps up the meetings with the board meeting with an Executive Directors report and reports from each committee.
