What is Premier Technician?
The NCPMA Premier Technician Program is designed for pest management professionals who are committed to the field and who strive to be experts in the industry. The Premier Technician program offers a continuous series of courses that will elevate your understanding of pest infestations from discovery to treatment. The Premier Technician designation will be awarded to industry professionals who complete eight or more Premier Technician courses.

Guest Column: A Public Policy Update from Public Policy Chair Marie Horner

The mission of the NCPMA Public Policy committee is to seek to develop knowledge in response to both immediate and long-term demands of policymaking at large and small scales. To meet this goal, we are actively and continuously developing relationships with legislators and regulators at the state and national level.
To that end, there are a lot of districts in N.C. which means a lot of legislators, and we could use your help. It is important that we have a strong, grassroots effort to develop relationships and monitor local government. At its core, local government monitoring is a smart way to gather critical business intelligence. In doing so, we can gain insight, anticipate, and mitigate the impact of changes to local regulations and policies that affect our industry. It gives us the opportunity to have a seat at the table to influence those decisions before they are made.
What does this mean to you and why should you care? Municipal governments have authority over many areas that can significantly impact the day-to-day operations of businesses that are based in or simply travel within the city limits. The authority can vary from city to city, but most city councils regulate business activity through licensing, regulations, and public health and safety.
Think Preemption. N.C. is one of only 29 states that has explicit preemption language that prevents localities from adopting stricter legislation to regulate the use of pesticides. That’s good for our business. But, on President Biden's very first day in office he promised to review dozens of Trump-era rollbacks of environmental policies and pledged “to limit exposure to dangerous chemicals and pesticides.” If preemption were to be repealed in N.C. that would definitely not be good for our business.
Developing relationships in your local government community isn’t hard and doesn’t require a lot of time or even require that you be on the public policy committee (though we would love to have you on it). Over the next several months, we will be holding webinars on the In’s and Out’s of Local Government, How to Schedule Meetings with Elected Officials and Tips on Talking with Elected Officials. These webinars will be free for any association member that wants to get involved or who just wants to understand local government better.
The primary purpose of the Public Policy Committee is to advocate for the pest control industry on legislative issues affecting our members. We then educate our members on matters of public policy and legislation that can impact their business. Committee membership is open to any current member of the NCPMA with an interest in public policy and legislative matters. Meet the Board: Marie Horner, NCPMA Vice President
|

|
|
For more than 20 years, Marie Horner has been a dedicated member of NCPMA.
She’s served or chaired the Public Policy Committee, the Membership Committee, the Awards Committee, the PCT Education Committee and the Financial Advisory Committee in addition to serving on the association’s Executive Committee. She now serves as the NCPMA Vice President, and she has been instrumental in the formation of NCPMA’s Premier Technician Program which provides in-depth training for technicians looking to accelerate their pest career and the NCPMA Associated Certified Entomologist (ACE) Mentor Program.
“NCPMA represents the voice of our members, and I believe that when a member is active in the association, they have the opportunity to be at the table and help guide the association to be the best it can be for its members,” she said.
Marie’s pest management career began at Steritech and led to other roles at Terminix Triad. She currently works as the Vice President for Government Affairs & Industry Stewardship for Arrow Exterminating. She is an Associate Certified Entomologist (ACE) and holds a Structural Pest Control License and Pesticide License in the State of North Carolina.
“I never sought out a career in the pest control industry, but fortunately fate opened a door for me in the early 90’s when John Whitley, CEO of Steritech offered me a position as an Account Executive. Within just a couple of weeks I knew that the pest control industry was the right fit for me and that I would never leave it,” she said.
She is a self-proclaimed adventure lover, and you can often find Marie trying any kind of thrill from sky diving to amusement park rides or just relaxing by a lake or ocean. She and her husband are currently attempting to hike in all of the United States’ National Parks.
