APRIL 2022

Congratulations to the City’s new Mayor, Dan Saracki, Council Member Jarrod Buchman (Seat 2), and Council Member Katie Gannon (Seat 4). They were sworn in on March 22, following the municipal election. Council Member Buchman was appointed as Vice-Mayor, serving a one-year term.

For this month’s update, I will continue to highlight Downtown Redevelopment.   
 
Downtown Redevelopment - Three different efforts are currently taking place. First are the proposed regulatory amendments to the Comprehensive Plan and the Town Center Code. These amendments would incentivize the construction of vertically integrated, mixed-use buildings that promote residential dwelling units instead of commercial space along Tampa Road just in the downtown area. The amendment does not increase the height or size of the development currently allowed. For more information, including a density incentive Fact Sheet, please visit DowntownOldsmar.com.
 
The City’s Comprehensive Plan amendment was approved by the Oldsmar Planning Board, Oldsmar City Council (first reading), the Forward Pinellas Planners Advisory Committee, the Forward Pinellas Board, and the Pinellas County Board of County Commissioners. The next step in the process is for the City Council to hold a second public hearing on April 5 to consider the adoption of the amendment (Ordinance 2021-25). 

The second public hearing for the accompanying amendment to the Town Center Code (Ordinance 2021-26) will also occur on April 5.  This amendment was approved by the Oldsmar Planning Board and Oldsmar City Council at its first reading. To view the upcoming agenda, CLICK HERE.
 
Second, the essential terms of a proposed development agreement between the City and Devon S Rushnell, LLC, the conceptual plan, and public comment will be presented to the City Council on April 5 for consideration. This development agreement would be for the city-owned property next to the Oldsmar Public Library. Last week, the City hosted three open houses (attended by 71 people) to present, answer questions, and obtain public comments.  To view the agenda item and public comments, CLICK HERE.
 
Lastly is the development of the city-owned property located next to City Hall. The City Council unanimously authorized the negotiations with Woodfield Development, LLC. The next step is to present the Essential Terms of a Development Agreement to the City Council.
