Chesterfield Dedicates Future Enon Library Building in Honor of Dr. Wyatt Tee Walker
A voracious reader and prodigious author even in his later years, Dr. Wyatt Tee Walker’s name will be connected to Chesterfield’s future Enon Library building in perpetuity following a ceremony last Friday formally dedicating the new facility in honor of the civil rights icon.

Dr. Walker, who relocated to Chester with his wife, Theresa Ann, in 2004 following his retirement from the ministry and lived there until his death at age 89 in January 2018, made a profound, enduring impact as one of the leaders of America’s civil rights movement.

Chesterfield Breaks Ground on Ettrick Landing Project, New Matoaca Fire Station
It was a busy time in Chesterfield last week, as we broke ground on two projects in the southern part of the county.

Last Wednesday, Chesterfield and the nonprofit Maggie Walker Community Land Trust (MWCLT) cohosted a groundbreaking ceremony at the future site of Ettrick Landing, a 10-unit single-family subdivision that is being developed to create affordable home ownership opportunities in the village of Ettrick.

Then last Thursday, Chesterfield Fire and EMS broke ground on the new Matoaca Fire Station No. 8. The facility, which will be located at 6612 Hickory Road across from Shiloh Baptist Church, replaces an aging facility on Pickett Avenue and be built on land that was previously owned by the Children’s Home of Virginia Baptists.

HUD Grant Funding Will Help Greater Richmond Address Issue of Youth Homelessness
Jemine Bryon, acting general deputy assistant secretary of the U.S. Department of Housing and Urban Development (HUD), announced at an event Monday that the Greater Richmond Continuum of Care has been awarded a $4.47 million grant as part of HUD’s Youth Homeless Demonstration Program (YHDP).

Rescheduled Community Cup Takes Place
Saturday at River City Sportsplex
Hurricane Ian can't stop us! Postponed from the original Oct. 1 date because of inclement weather, first responders and members of multicultural communities from across the Richmond region will come together at River City Sportsplex this Saturday for the second annual Community Cup soccer tournament.
The free event also will feature music, food trucks, a kids zone, first responders’ vehicles on-site and information booths staffed by public safety agencies and local organizations. Gates open at 9 a.m. and activities are scheduled to begin at 10 a.m.

Attendees are encouraged to bring a donation to benefit the Waymakers Foundation, a local nonprofit that aims to provide immigrant Latino families the foundation for a healthy lifestyle by developing culturally sensitive programs that address their needs in the areas of food, health, education, finances, art and culture. Among the items requested are rice (jasmine preferred), cooking oil, sugar, soap bars and shampoo.

Chesterfield's Five Satellite Early Voting
Locations Are Open Through Nov. 5
Chesterfield’s five satellite early voting locations for the 2022 general election opened Monday. These sites are available Monday through Friday from 10 a.m. until 7 p.m., as well as Saturday, Oct. 29 and Saturday, Nov. 5 from 8:30 a.m. to 5 p.m.
 
The five facilities are as follows:
 
Ettrick-Matoaca Library (4501 River Road)
Clover Hill Library (6701 Deer Run Drive)
LaPrade Library (9000 Hull Street Road)
Meadowdale Library (4301 Meadowdale Blvd.)
North Courthouse Road Library (325 Courthouse Road)
 
Chesterfield voters have been able to submit their early voting ballots in person since Sept. 23 at the Registrar’s Office (9848 Lori Road). Early voting at the Registrar’s Office will continue weekdays from 8:30 a.m. until 5 p.m. Residents may also vote in person on Saturday, Oct. 29 and Saturday, Nov. 5 from 8:30 a.m. until 5 p.m. as well as on Sunday, Oct. 30 from noon until 4 p.m.
Community Facilities Bond Plan Includes
$540 Million for County, Schools Projects
As part of the Nov. 8 general election, Chesterfield residents are being asked to vote on the Community Facilities Bond Plan to authorize the issuance of $540 million in General Obligation bonds.

If approved by voters, the bond proceeds will fund 26 capital improvement projects in four categories -- schools, public safety, libraries and parks – over the next eight to 10 years.

Bermuda District Supervisor Jim Ingle's Community Conversations Conclude Thursday
Bermuda District Supervisor Jim Ingle is holding a series of community conversations with Bermuda District residents this month. Citizens have the opportunity to ask questions, share thoughts about topics or issues in the community, and discuss solutions. 

The last of three scheduled meetings will be held this Thursday from 6:30 to 8 p.m. at Thomas Dale High School.
 
The meeting will be limited to 30 participants each, to have more personal, in-depth conversations. To allow as many residents as possible the opportunity to attend, citizens will be limited to one meeting.

Chesterfield Planning Will Host Virtual Community Meeting on Recreational Substances on Nov. 1
Chesterfield's Planning Department is holding a virtual community meeting next Tuesday, Nov. 1, from 6 p.m. to 7:30 p.m. to discuss the amendment and reenactment of sections 19.1-570 and

The proposed amendment would define recreational substances and on-site use of recreational substances. Additionally, it would allow on-site use of recreational substances solely as a conditional use in the C-3, C-4, C-5, I-1, I-2 and I-3 zoning districts.

The Planning Commission will hold a public hearing on the proposed amendments at their meeting on Tuesday, Nov. 15, 2022, at 6 p.m. in the Public Meeting Room, 10001 Iron Bridge Road. For more information, contact Brett Meadows by email or by calling 804-717-6397.
Turn in Expired or Unused Medications During
Take-Back Event This Saturday
The Chesterfield County Police Department, in partnership with the Drug Enforcement Administration, Chesterfield County Sheriff's Office, Substance Abuse Free Environment (SAFE), Chesterfield Emergency Response Team (CERT), and HCA Healthcare, will host a Medication Take-Back this Saturday at 14701 Hancock Village Street, behind the Swift Creek ER in the Hancock Village Shopping Center.

The event will run from 10 a.m. to 2 p.m. Police officers, Sheriff's deputies and volunteers will be on hand to collect unused or expired prescription, over the counter and veterinary medications. Residents should leave medications in their original containers if possible. Needles, syringes, and other "sharps" will not be accepted.

Turning in expired and unused medications helps prevent medication abuse and protects the environment. For more information, please call Corporal Matthew Rogers at (804) 318-8549.

Chesterfield Board of Supervisors'
Monthly Meeting is Tomorrow
The Chesterfield County Board of Supervisors will meet tomorrow in the Public Meeting Room at 10001 Iron Bridge Road starting with a work session at 2 p.m. and then an evening session that will begin at 6 p.m. 
 
The online comment form is available for citizens to submit comments ahead of time.
 
Meeting agenda highlights include the annual update from Fire and EMS as well as an update from Economic Development in the afternoon and a bond referendum update in the evening. 
 
The entire meeting, excluding the closed session, will be available for viewing on Comcast Channel 98 and Verizon Channel 28, and live streamed on chesterfield.gov and the county’s YouTube channel
FOLAR Will Hold Next River Champions
Workshop Tomorrow
The nonprofit Friends of the Lower Appomattox River (FOLAR) has launched a new education & awareness program called River Champions and is hosting three workshops this fall around the region.

Join FOLAR and Capital Region Land Conservancy (CRLC) tomorrow to learn how to protect the land you love. Join us for a discussion on conservation easements and the process to protect your land for future generations. The event will take place at Appomattox River Regional Park's Learning Pavilion, 800 Folar Trail, Prince George.

Community Enhancement Hosting Information Session for Grant Applicants on Nov. 1
Chesterfield's Department of Community Enhancement has begun the FY24 Community Development Block Grant (CBDG)/Home Investment Partnerships (HOME) grant programs application process. Organizations can submit their application for funding online via ZoomGrants beginning next Wednesday, Nov. 2. All applications are due by Dec. 16.

An information session with Community Enhancement staff will be held next Tuesday, Nov. 1 at 11 a.m. at the Chesterfield County Community Development building (9800 Government Center Parkway). If your organization is interested in applying for FY24 CDBG/HOME grant funding, it is recommended that you attend the information session to learn more.

She's an 8-month-old Pitbull mix. When fully grown, she should weigh around 40 lbs. She's ready to have adventures with you! She'll be by your side the whole time! She loves to be cuddled and give hugs. She'll even worm her way into your lap!

She is still a puppy and will need basic obedience training. However, her sweet disposition and eagerness to learn will make it a little easier!

Donate New or Like-New Toys Through Nov. 5
for Library's Holiday Toy Bonanza!
The Chesterfield County Public Library Holiday Toy Bonanza is back and bigger than ever! Donate new or like-new toys through Saturday, Nov. 5 to any CCPL location during regular business hours. Toys will be distributed among participating library locations for community Toy Freeshop Events next month.

The following library locations will host freeshop events, where you can "shop" for new-to-you toys. These events are open to the public, and toys are free of charge:

Ettrick-Matoaca Library, Saturday, Nov. 12 from 9 a.m. to 1 p.m.
Bon Air Library, Tuesday, Nov. 15 from 5:30 p.m. to 7:30 p.m.

Concerned About Lead Paint in Your Home? Apply for Free Assessment and Abatement Program
Did you know that a child’s brain grows rapidly during the first five years of life and research shows lead exposure can harm a child’s health and brain development?!
Children can be directly exposed to this hazard if they live in an older home that contains old lead-based paint, typically built before 1978. Lead-based paint can peel and crack into tiny pieces creating dust that children breath in or swallow.

Fortunately, lead exposure is preventable. Chesterfield County’s Lead-Based Paint Hazard Control Program was created to protect children five years and younger and expectant mothers from lead exposure. In partnership with our non-profit partner, project:HOMES, families may qualify for a free lead hazard assessment and household repairs to remove hazardous lead exposure from their homes. This program has serviced several homes throughout the county and is currently repairing others that have lead-based paint.

If you’re a caregiver of younger children in an older home, you may also qualify for this program.

Chesterfield Offers Tax Exemption
for Rehabilitating Older Homes
Are you aware that Chesterfield County allows a partial real estate tax exemption for the rehabilitation, renovation, or replacement of older residential structures?

The goal of this program is to help protect and preserve our aging neighborhoods. Upon approval, the partial tax exemption will be in effect for 15 years and transfers with the real estate. The amount of the exemption is based solely on increased assessment value, not the amount spent on the improvement project. There is no application fee.

The Chesterfield Education Foundation, in partnership with Chesterfield County Public Schools, is sponsoring Pink Flamingo Week through tomorrow, Oct. 26, to make sure every Chesterfield student who needs a coat can get one.   • Do you need to take a COVID-19 test? All CCPL locations distribute FREE COVID-19 antigen rapid tests. Test kits are distributed through curbside service only. Drive to any library during operating hours and call the phone number posted out front to request your test kit. Visit the library’s website or call 804-751-CCPL (2275) for more information. Test kit are limited to two kits per visitor and are made available through the Virginia Department of Health.
