TOMORROW! CMS Call on Emergency Preparedness on September 13 

CMS is hosting a virtual listening session with health care providers and suppliers on emergency preparedness on Tuesday, September 13 at 12 PM Central.

CMS is looking to gather information from health care providers and suppliers on their experiences providing support during public health emergencies (PHE) outside of the COVID-19 PHE. The input and lessons-learned from this session will be used to evaluate CMS regulations regarding emergency preparedness for certain health care providers.

Registration for this call is full. KHCA will share the recording as soon as it becomes available.

Question? “What is a KMAP ID number?”

Each facility received a new KMAP ID (KMMS ID) around April that starts with 3000… this is the number we are requesting.
 
Question? “What is the SAM.Gov number?”

From the desk of Sheri Jared:
Quick request, if NFs ask about the SAM.Gov UEI #’s, please request that they go on the site and get their #--this takes a few minutes—and put their UEI # on the agreement. We can then watch for the SAM.gov folks to process their information. 
We’re okay with the # and “pending” on the document, but not okay with just “pending”—we’ll send these back for the NF to add their UEI#. 

Please note, this a change from what KHCA/KCAL was originally told.
Nursing Facilities and Debt Collection Practices

CMS Administrator Chiquita Brooks-LaSure and Rohit Chopra, Director of Consumer Financial Protection Bureau, recently issued a letter to all nursing homes and debt collectors regarding debt collection practices. The focus behind the letter is to draw attention to the prohibited practice outlined in the Nursing Home Reform Act (NHRA) of nursing facilities requesting or requiring that a third party personally guarantee payment to the facility as a condition of a resident’s admission or continued stay in the facility. CMS reminds nursing facilities that violations of such requirements may be subject to enforcement action by state agencies and CMS. 

Inappropriate practices have been identified in facility admission agreements. These agreements may include terms that aim to hold a third party personally liable for the resident’s nursing facility costs or to hold both residents and their caregivers personally liable for payment or unpaid bills if the resident’s Medicaid application is deemed inaccurate, untimely, or incomplete.

Final Rule Update

Click here for the final rule provider status list from Community Connections as of 9/9/22.

The list includes providers that have met compliance or are “only” waiting on their final determination by CMS for heightened scrutiny before compliance can be given.
If a provider is not listed, it means they have not met compliance for final rule.

KDADS continues to work with providers to meet compliance. Please continue to advise providers to engage with us, as there is still time to meet compliance before 3/17/23.
If a provider is actively engaging with KDADS, we are accommodating their additional needs to reach final rule compliance.
However, they must actively communicate with us to disclose provider level barriers in order for accommodations to be taken. 

We are working to have the list posted on the Community Connections website and the final rule page of KDADS website for public viewing.
The list will be updated on the websites when changes occur.
I am also working to get the transition list to the MCOs today for providers that have not engaged this week during KDADS last push of outreach.

We ask for and thank you for your patience as we work toward final rule compliance in the state of Kansas.

KDHE/DHCF Fall 2022 Medicaid Training Opportunities

KDHE Division of Health Care Finance will offer several Medicaid training courses beginning October 4, 2022. KMAP Web Updates

The KMAP website has been updated with the following updates:
  • General Bulletin 22207 regarding a POS 10 allowance update
  • General Bulletin 22220 regarding a Preferred Drug List update
  • General Bulletin 22221 regarding Prior Authorization updates
 
A standard global message has been added to alert providers. A standard RA banner message will appear on the weeks of September 12 and 19. Let me know if you have any questions regarding these updates.
