Laboratory Diagnosticians' News Matters
AAVLD President's Message
| | As we reach the midpoint of the year, I wanted to recap some of what has happened in the veterinary diagnostic space thus far in 2023. In the late winter and early spring, the ongoing HPAI (H5N1) outbreak kept many of our member laboratories busy with testing and rapid response efforts. In February, African Swine Fever (ASF) was reported for the first time in Singapore. In February and March, Rabbit Hemorrhagic Disease was detected in California and Texas. In May, the World Health Organization (WHO) declared an end to the global public health emergency associated with the COVID-19 pandemic. In line with this, the World Organization for Animal Health (WOAH; formerly OIE) held its first fully in-person general session in Paris from May 21 – 25 with more than 1,000 people in attendance representing 183 WOAH members. In late May, the USDA announced a case of atypical bovine spongiform encephalopathy (BSE) in a beef cow through slaughter surveillance in South Carolina. In June, ASF continued its march through Europe with index cases in domestic pigs in Croatia and Bosnia and Herzegovina. These events highlight the global importance of veterinary diagnostic laboratories and surveillance efforts and the impact our members and national and international colleagues make on a daily basis.
During the WOAH General Session, one of the key outcomes was a revised standard on BSE. This new standard recognizes the difference between classical BSE, which occurs after consumption of contaminated feed, and atypical BSE, which occurs spontaneously at a low rate in all cattle populations. Atypical BSE is no longer on the list of diseases that require compulsory notification to WOAH which should provide an incentive for countries that do not currently have an official risk status for BSE to apply for one and to increase surveillance efforts without concern for unwarranted trade restrictions related to atypical BSE. Of the 7 detections thus far in the U.S., only the initial case in 2003 was classical BSE. More information can be found here:
In closing, I would again like to remind our membership that the 66th Annual Meeting of the AAVLD, in conjunction with the USAHA Annual Meeting, will be held October 12 – 18, 2023 in Washington, DC (National Harbor, Maryland). The annual meeting is a great place for veterinary diagnosticians, laboratorians, and researchers to present their work before a multi-disciplinary audience and to network with others in their field. I look forward to seeing you at the annual meeting!

Ensuring the ongoing competence of diagnostic veterinary pathologists
| |
The basic tenets of a quality assurance (QA) program are:
say what you do, do what you say, prove it, and improve upon
it. The bottom line of a QA program is continuous improvement—
if you don’t document an activity, how can you measure
it and track improvement?
The AAVLD Requirements for an Accredited Veterinary
Medical Diagnostic Laboratory (https://www.aavld.org/
accreditation-requirements-page), which are based on the
ISO/IEC 17025:2017 international standard, stated in Article
5.2. “Personnel 5.2.1. The laboratory shall ensure the initial
and ongoing competence of laboratory personnel to do their
assigned work using objective criteria. NOTE: Examples of
objective criteria include proficiency testing, inter-laboratory
comparisons, reference sample panels, replicate testing of
quality control materials and continuing education.”

Bovine respiratory syncytial virus infection in feedlot cattle cases in Argentina, Ferella et al.
Abstract. Although bovine respiratory syncytial virus (BRSV) infection has been reported in cattle in Argentina, it has not been associated with pneumonia in Argentina. We report here 5 cases of bovine pneumonia associated with BRSV. Autopsies were performed on 35 beef cattle with gross and/or microscopic lesions of pneumonia from 3 commercial feedlots. Lung samples in 5 of 35 animals were BRSV-positive by reverse-transcription nested PCR. The lungs of 2 of these 5 animals were coinfected with Mannheimia haemolytica, and 1 with bovine viral diarrhea virus 1... More
