GOV. SIGNS CWA NEST-HABITAT BILL
2 other CWA-supported bills signed, no word yet on 1 bill we opposed
The governor on Tuesday signed AB 614, CWA's bill to fund the Nesting Bird Habitat Incentive Program - key legislation that will pump $2 million a year into creating more nesting habitat for the state's beleaguered mallard and pheasant populations.

The funding will come from a $10 fee added to the state's waterfowl and upland validations. "I am proud that once again, California hunters are stepping up to lead the way on conservation of habitat that will benefit nesting birds in this great state of ours," said CWA President John Carlson Jr.

TWO BILLS SIGNED ON SEPT. 30:

  • Free hunting days: AB 804supported by CWA - requires the state to designate two free hunting days each year, starting no later than July 1, 2023.
  • Natural Heritage Preservation Tax Credit: AB 1219 - supported by CWA - renews the Natural Heritage Preservation Tax Credit for five years.

ONE BILL STILL AWAITING ACTION

  • Firearms/ammunition sales at OC Fair and Event Center:  SB 264 - opposed by CWA - would prohibit allowing the sale of firearms, firearm precursor parts or ammunition at the OC Fair and Event Center.

PROJECTED OPENING-DAY REFUGE QUOTAS
We warned this summer that refuges wouldn't have their normal water supplies. If you'd like to see how that's going to affect reservation quotas on opening weekend at Type A and B wildlife areas and national wildlife refuges, click here (updated 10/6).

The big picture is that reservation quotas will be 86% of normal (average of past five years) for regions that open Oct. 23. Individual refuges range from 55% to 167% of normal, though most mobility-impaired blind draws will all be normal (Gray Lodge will be down from four to three).

Trying to figure out where to try your luck? If you saved the Summer issue of California Waterfowl, check out the detailed harvest and hunter data on page 13. It includes resi odds (where available), averages and top three birds for each property. And don't forget, DFW's Waterfowl Hunting Newsletter is chock-full of information and links.

PRE-SEASON
PINTAIL BANDING

Once again, our biologists are rocking it - or rather, rocket-netting it.

They've been out for the past several weeks trying to band 1,500 birds, and when banding wrapped up on Monday, they had exceeded their goal by more than 75%!

Check out photos, video, and the all-important banded spoonie count here.
BLIND BURRITO
Sick of eating gross gas station Danishes for breakfast on hunt days? Our Hunter Health columnist Dr. Jeffry Metheny has a better idea: Try taking burritos to the duck blind! Burritos are super versatile, and it's possible to pack them with ingredients that keep your energy up without all those fast-food ingredients that drag you down.

NEED HELP CALLING DUCKS?
Whether you're a new hunter trying to master the art of the duck call, or an old hunter who's sick of your friends cringing when you bring the call to your lips, check out this helpful tutorial by CWA Hunting & Education Programs Supervisor Jeff Smith about duck calling.

The video covers basic hen mallard calling, as well as whistling to imitate drake mallards, wigeon, pintail and green-winged teal (whistling starts just after the 13:00 mark). Jeff's got skills - it's worth a watch! Click here to get started.
