SFRPC Councilmember Michael Udine is the new Mayor of Broward County. He is the former Mayor of Parkland and served as Vice Mayor of Broward County until Tuesday, November 16, 2021.
Mayor Udine was elected to serve as the Broward County District 3 Commissioner in November 2016. For the past 13 years, he proudly represented the City of Parkland as Mayor and City Commissioner, and successfully led the city as it achieved ratings as the Best City for Families, Safest City in South Florida, and Environmentally Proud City. He oversaw the building of two public safety facilities, numerous parks, and greatly expanded community offerings by starting one of the largest farmers markets in South Florida. Working with the State Legislature, he led the way for the annexation of more than 500 acres from Palm Beach County, one of the largest and most complicated land transfers in the State of Florida's history. All of this was done in a fiscally responsible manner among the lowest tax millage rates in South Florida.

Broward County Mayor Senator Steve Geller brought nearly three decades of political expertise and respected leadership to Broward County and during his tenure as Mayor from November 2020–2021. As Mayor Udine was sworn in on Tuesday, SFRPC Vice Chair and Immediate Past Mayor Steve Geller spoke about how his term as the face of Broward County was “interesting,” saying his main focus was protecting the life and health of Broward residents while balancing the county’s economy during the COVID-19 pandemic. Senator Geller is the Council’s incoming Chair in January 2022 and Chair of the SFRPC CEDS Strategy Committee.

Newly appointed SFRPC Councilmember Kionne McGhee grew up in South Dade public housing and went on to earn a bachelors degree from Howard University and a Juris Doctorate from the Thurgood Marshall School of Law. He was first elected to the Florida House of Representatives in 2012 for Florida House District 117 and served as the Minority Leader from 2018 to 2020, when he was elected as Miami-Dade County Commissioner for District 9.
Commissioner McGhee is an accomplished attorney and the author of the best selling book “Conquering Hope: The Life You Were Destined to Live.” His numerous affiliations include the Florida Trial Lawyers Association, Wilkie D. Ferguson Bar Association, and the Greater Miami Service Corps, where he serves as a board member. He is also President and founder of 2NOIT Media & Publishing, founder of Y.A.L.E. (Young Advocates Leading by Example), and president of Transitions, Inc. He has been named as one of Miami’s Rising Voices by AT&T and the Miami Herald, and earned the Florida Self-Sufficiency Award in 2010. Commissioner McGhee will take the place of Miami-Dade County Commissioner Jean Monestime, who has served on the Council on two separate occasions.

SOUTH FLORIDA AND TREASURE COAST REGIONAL PLANNING COUNCILS MET FOR “ONE REGION, ONE WATER” DISCUSSION & JOINT WORKSHOP

The South Florida and Treasure Coast Regional Planning Council (RPCs) met virtually in Joint Session via GoToMeeting on Friday, November 5th at 10:00 a.m. The Joint Workshop focused on “One Region, One Water” and was co-chaired by Mario J. Bailey, Chair of the South Florida Regional Planning Council (SFRPC), and The Honorable Cathy Townsend, Vice Chair of the Treasure Coast Regional Planning Council (TCRPC).
The Council Members received important updates on the implementation of the “Clean Waterways Act” (Chapter 2020-150, F.S.) from the Florida Department of Environmental Protection (DEP), and an overview of the Office of Economic and Demographic Research’s responsibilities in the area of stormwater, wastewater, land and water assessments, inland and coastal flooding. Timely updates on the Central and Southern Florida Project Resilience Restudy; South Florida Water Management District’s Resiliency Efforts; Septic Systems and Water Quality Protection; Emerging Wastewater Treatment Technology and the Future of Biosolids Reduction and Disposal; Florida’s Coral Reef; and funding for Affordable Housing were also presented.

One of the Council’s responsibilities as the federally designated Economic Development District for South Florida is to create and maintain the South Florida’s Comprehensive Economic Development Strategy (CEDS). Every five years the CEDS undergoes a complete review and update by regional economic development and other subject matter stakeholders. On September 13th, First Vice Chair Senator Steve Geller convened the first CEDS Strategy Committee Meeting. Council staff welcomed the CEDS Strategy Committee, a high-powered group of economic development stakeholders in the region and explained their role in creating the region’s 2022 – 2027 CEDS. The 2022 -2027 CEDS will be developed over the course of the next year and is scheduled to be completed by September 2022. The CEDS reflects the past, present, and future of the regional economy, establishes regional goals and objectives, incorporates an action plan, and identifies priority projects and funding sources. With the CEDS as the foundation document reflecting regional agreement on priorities, the region’s stakeholders will be better prepared to move forward proposals when funding opportunities arise.
The ideas will primarily come from the Strategy Committee and work group participants. The Council requested that each Committee Member join a work group according to their area of expertise and/or designate a member of their staff to participate in the work group meetings. The work groups will be divided by the focus areas designated in the larger CEDS Framework chart. The work group focus areas include economic diversification, business attraction / workforce development, transit-oriented development, and environment and resilient infrastructure. The topics in the CEDS Framework Chart are not intended to be a definitive or exhaustive list of the topics and focus areas of the region. They are a starting point to guide the key themes of economic development in the region and how they are inter-connected.
To date Council staff has hosted several work group meetings including one on October 18th (Business Attraction / Workforce Development), November 1st (Mobility and Access), and on November 15th ( Economic Diversification, and Environment & Resilient Infrastructure). The primary topic discussed at the work group meetings was the CARES Act Economic Disaster Recovery and Economic Resiliency strategic plan.
The final 2022-2027 CEDS document will be submitted to EDA by September 2022.

The Florida Department of Agriculture and Consumer Services asked the Council's Southeast Florida Clean Cities Coordinator Alisha Lopez to moderate the Resiliency panel at the Florida Energy and Climate Summit in Orlando on Tuesday, November 16th. Panelists included Jason Grant, Energy Management Analyst at Miami-Dade County Water & Sewer Department; Dave Robau, Executive Director at Gulf Coast Energy Network; and Laura Ritter, Lead Security Policy Advisor at Duke Energy. The discussion focused on what entities in our state are doing to address resiliency challenges.

The Webinar “Leadership in Times of Crisis – Best Practices and Strategies” was held on October 21st. Public and private sector officials, economic development organizations (EDOs), and other organizations that provide support to businesses need to be prepared for the reality that their community may be vulnerable to some form of natural disaster or other form of crisis. Guests included City of Miami Beach City Manager Alina Hudak, City of Key West City Manager Patti McLauchlin, City of Oakland Park City Manager David Hebert, and Frankie Clogston, Vice President, International Economic Development Council. During the webinar, participants discussed real life case studies, best practices, and strategies that communities around the country have employed in response to the pandemic and other disasters.

The Webinar “The Future of South Florida’s Workforce Post COVID – Observations, Needs, & Strategies” was held on November 19th. COVID-19 has transformed our lives both personally and professionally including the workplace, workforce, and the needed skill sets post pandemic.
