Chesterfield's Police Chief, Sheriff Elected President of State Associations
Chesterfield's public safety leadership is well-represented statewide for 2022-23. Col. Jeffrey S. Katz, chief of the Chesterfield Police Department, and Sheriff Karl S. Leonard have been elected president of the executive boards for the Virginia Association of Chiefs of Police and the Virginia Sheriffs' Institute, respectively.

Col. Katz was sworn in as Chesterfield's police chief in January 2018. He started his law enforcement career in 1989 in his native Florida and was appointed as the 32nd chief of the Boynton Beach Police Department in September 2013. After graduating with a bachelor's degree in criminal justice from St. Leo University, he earned a master's degree in business leadership from Nova Southeastern University. He is a graduate of the Southern Police Institute's Command Officer Development Course and the FBI National Academy and has completed executive-level courses in leadership and management through Harvard University and the University of Notre Dame.

Sheriff Leonard was first elected to lead the Chesterfield Sheriff's Office in 2014, then was re-elected in 2015 and 2019. He has had a long, distinguished career in public service and law enforcement, including 30 years in the U.S. Coast Guard. Prior to becoming sheriff, he achieved the rank of Major with the Chesterfield County Police Department. He holds a bachelor's degree in Criminal Justice from Buffalo State College and a master's degree in Criminal Justice from VCU.
Section of Otterdale Road Will Be Closed Starting Tomorrow for Ongoing Drainage Improvements
Otterdale Road will be closed at the Blackman Creek crossing beginning tomorrow for the start of Phase II construction of the Otterdale Road Drainage Improvements project. Please also note that intermittent lane closures and flagging operations will be ongoing at the Horsepen Creek crossing on Thursday and Friday of this week.

Phase I of the project, replacement of the Horsepen Creek crossing, is finished. That section of the roadway has reopened more than a month ahead of schedule. For more information, visit https://otterdaleroaddrainageimprovements.com/
Matoaca District Supervisor Kevin Carroll
Hosting Community Meeting Tomorrow!
Matoaca District Supervisor Kevin Carroll will host a community meeting tomorrow from 6:30 p.m. to 8 p.m. at the new Matoaca Elementary School (20300 Halloway Avenue) to discuss plans for the reuse of the old Matoaca Elementary building.
 
A presentation will be provided highlighting plans for the facility and other investments that have occurred in the area.
 
Attendees will have an opportunity to discuss the project with Mr. Carroll and county staff. The meeting will also be recorded so that residents who are not able to attend may view the presentation and meeting at their convenience on the county’s YouTube channel (the recording will be posted by close of business Friday, Oct. 7).

Community Facilities Bond Plan Would Fund
$540 Million in County, Schools Capital Projects
As part of the 2022 general election, Chesterfield residents are being asked to vote on the Community Facilities Bond Plan to authorize the issuance of $540 million in General Obligation bonds.

If approved by voters, the bond proceeds will fund 26 capital improvement projects in four categories -- schools, public safety, libraries and parks – over the next eight to 10 years.

Gov't Mule Performing Thursday
at River City Sportsplex!
Rescheduled from Aug. 5 because of inclement weather, Gov't Mule will perform as part of the Chesterfield After Hours concert series Thursday at River City Sportsplex.

Light Up the Night Against Crime 5K
is Saturday at Pocahontas State Park!
Chesterfield/Colonial Heights Crime Solvers is hosting a "Light Up the Night Against Crime" 5K Run/Walk on Saturday, Oct. 8 at Pocahontas State Park.

Registration begins at 5 p.m. and the race is scheduled to start at 6:30. There also will be music, food and trophies.

The cost is $35 and $20 for students (age 18 and under).

Register for 'Healthy Land for
Healthy Horses' Course by Oct. 10
The 2022 Healthy Land for Healthy Horses Short Course is scheduled for Saturday, Oct. 15, from 8:30 a.m. to 4 p.m. at the Chesterfield Extension Office, 9501 Lori Rd.
 
When horse pastures are managed properly it can lead to good nutrition for your horses, reduced feed cost, and stewardship of the land. Specialists from Virginia Tech, University of Kentucky and local Extension Agents will speak on Forage Management, Weed Control, Soils and Nutrient Management, Composting, Soil Erosion, and Partner Resources. There will be time for consultation with agents to build your own pasture management plan. As part of the course, there will be a visit to a local farm. This event will allow for networking and building relationships with horse owners throughout the area. It enables us to learn more about equine pasture management together.

VSU Hosting Bowie State for 2022 Homecoming Football Game on Saturday!
Virginia State University's weeklong 2022 Homecoming celebration, which is themed "Something Greater on the Hill," kicked off Sunday with the ceremonial lighting of Rogers Stadium.

Events are continuing this week on and around the Ettrick campus, culminating with the Trojans' home football game Saturday, Oct. 8 at 4 p.m. against Bowie State University.

Bermuda District Supervisor Jim Ingle's Community Conversations Begin Oct. 11
Bermuda District Supervisor Jim Ingle will be hosting a series of community conversations with Bermuda District residents this month. Citizens will have the opportunity to ask questions, share thoughts about topics or issues in the community, and discuss solutions. 
 
The meetings will be limited to 30 participants each, to have more personal, in-depth conversations. To allow as many residents as possible the opportunity to attend, citizens will be limited to one meeting. 
 
The meetings will be held on the following dates and sites:
 
  • Tuesday, Oct. 11-Chester Library, 2-3:30 p.m.
  • Wednesday, Oct. 19-Thomas Dale High School, 6:30-8 p.m. 
  • Thursday, Oct. 27-Thomas Dale High School, 6:30-8 p.m.

'The Violence That Binds Us' Performance
Coming to the Perkinson Center on Oct. 12
The Chesterfield County Commonwealth’s Attorney’s Office will present “The Violence That Binds Us,” a theatrical performance based on true accounts of eight domestic violence survivors, next Wednesday, Oct. 12 at 6 p.m. at the Perkinson Center

Over the course of two years, Washington & Lee Theater Professor Dr. Stephanie Sandberg interviewed eight domestic violence survivors. This theatrical performance features the voices of those survivors as portrayed by Project Horizon staff. The words spoken by the cast are all direct quotes from the interviews. The questions spoken between each act are from the Danger Risk Assessment developed by Jacqueline Campbell, PhD, MSN, RN at Johns Hopkins University School of Nursing.

This cute lady is Edie!

She is observant and so sweet! Edie would do best starting out in a more calming environment; she is timid and will need time to warm up and adjust. We have noticed that she seems to open up faster when around other dogs; she'll give them kisses.

Like most puppies, Edie likes to chew on things and will need basic obedience training as well potty training. She is 5 months old and she weighs 37 pounds.

Chesterfield Moving to Subscription-Based Curbside Recycling Model Beginning in 2023
With the current Central Virginia Waste Management Authority (CVWMA) curbside recycling contract ending next year, and recognizing that much has evolved in the recycling and waste management industries in the 30 years since the program’s inception, Chesterfield saw the value of a thorough examination of all available options prior to issuance of a request for proposals by CVWMA for a new contract set to begin July 1, 2023. Based on this research, the county requested CVWMA procure a subscription service model program. This service model best aligns with Chesterfield’s longstanding approach to curbside recycling and minimizes the need for local government to play a “middleman” role.

After participating in the CVWMA-led procurement process, which included a request for a subscription service model, and careful consideration of the vendor response, Chesterfield has concluded that citizens can most cost-effectively access curbside recycling through a direct relationship with private haulers. To facilitate this transition, the county has established a website dedicated to assisting citizens with the change to private-sector services.

Further, Chesterfield will continue providing free drop-off recycling at its two convenience centersNorthern Area Convenience Center, 3200 Warbro Road, and Southern Area Convenience Center, 6700 Landfill Drive.

Parts of McEnnally Road and Ashbrook Parkway Will Be Closed to Traffic Until Oct. 24
As a reminder, a 28-day detour for McEnnally Road and Ashbrook Parkway, near their respective intersections with Winterpock Road, began Sept. 26 and is scheduled to end at 5 p.m. Monday, Oct. 24. Hull Street Road (Rt. 360), Ashlake Parkway and Spring Run Road will serve as alternate routes during the duration of the detour period.

Winterpock will remain open. Only the impacted sections of McEnnally and Ashbrook, close to Winterpock, will be closed to traffic.
Early Voting for 2022 General Election
Continues Through Nov. 5!
Early voting in Virginia began last Friday, Sept. 23. Chesterfield residents can cast their ballots at the Registrar’s Office, 9848 Lori Road.

Dates and Times: Friday, Sept. 23 to Saturday, Nov. 5
Monday through Friday, 8:30 a.m. to 5 p.m.
Saturday, Oct. 29 and Saturday, Nov. 5, from 8:30 a.m.
to 5 p.m.

Additional locations for early voting will open Monday, Oct. 24.
Concerned About Lead Paint in Your Home? Apply for Free Assessment and Abatement Program
Did you know that a child’s brain grows rapidly during the first five years of life and research shows lead exposure can harm a child’s health and brain development?!
Children can be directly exposed to this hazard if they live in an older home that contains old lead-based paint, typically built before 1978. Lead-based paint can peel and crack into tiny pieces creating dust that children breath in or swallow.

Fortunately, lead exposure is preventable. Chesterfield County’s Lead-Based Paint Hazard Control Program was created to protect children five years and younger and expectant mothers from lead exposure. In partnership with our non-profit partner, project:HOMES, families may qualify for a free lead hazard assessment and household repairs to remove hazardous lead exposure from their homes. This program has serviced several homes throughout the county and is currently repairing others that have lead-based paint.

If you’re a caregiver of younger children in an older home, you may also qualify for this program.

Chesterfield Offers Tax Exemption
for Rehabilitating Older Homes
Are you aware that Chesterfield County allows a partial real estate tax exemption for the rehabilitation, renovation, or replacement of older residential structures?

The goal of this program is to help protect and preserve our aging neighborhoods. Upon approval, the partial tax exemption will be in effect for 15 years and transfers with the real estate. The amount of the exemption is based solely on increased assessment value, not the amount spent on the improvement project. There is no application fee.

Updates from Chesterfield County Public Schools
Free event on Oct. 10 will feature every Chesterfield high school marching band
Don’t miss this fall’s marching band exhibition featuring every high school in Chesterfield County Public Schools! On Monday, Oct. 10 at the Monacan High football field (11501 Smoketree Drive), everyone is invited to experience the bold sounds and precision moves of drumlines, brass and woodwinds alongside the beautiful choreography of color guards as 10 halftime shows march across the field. Admission is free. Rain date is Oct. 18.
 
The event will begin at 6:25 p.m. with a combined performance of the national anthem by the bands of Robious Middle, Midlothian Middle and Providence Middle. The high school marching bands will then perform in this order:

100% of Chesterfield County schools are accredited
The Virginia Department of Education announced Sept. 22 that every Chesterfield
County school is accredited for the 2022-23 school year. This is the first time since the start of the COVID-19 pandemic that Virginia has used Standards of Learning pass rates to assess school accreditation. In 2018-19, which was the last school year accreditation was
assessed in Virginia, 100% of Chesterfield County schools also were accredited.
Turn jeans into jobs while helping local schools
Each year in the Denim Drive, people donate used denim clothing of all kinds. Goodwill tracks the denim donated on behalf of each Chesterfield County school, then awards nine cash prizes ($1,000, $750 and $500) to the top three elementary, middle and high schools. The denim is sold in Goodwill stores or recycled. Clean out your closet and support the school of your choice on these denim collection dates:
  • 10 a.m.-2 p.m. Oct. 8-9 at Bird High School (10301 Courthouse Road)
  • 10 a.m.-2 p.m. Oct. 15-16 at CTC@Hull (13900 Hull Street Road)

  • Do you need to take a COVID-19 test? All CCPL locations distribute FREE COVID-19 antigen rapid tests. Test kits are distributed through curbside service only. Drive to any library during operating hours and call the phone number posted out front to request your test kit. Visit the library’s website or call 804-751-CCPL (2275) for more information. Test kit are limited to two kits per visitor and are made available through the Virginia Department of Health.
