Chesterfield Moving to Subscription-Based Curbside Recycling Model Beginning in 2023
With the current Central Virginia Waste Management Authority (CVWMA) curbside recycling contract ending next year, and recognizing that much has evolved in the recycling and waste management industries in the 30 years since the program’s inception, Chesterfield saw the value of a thorough examination of all available options prior to issuance of a request for proposals by CVWMA for a new contract set to begin July 1, 2023. Based on this research, the county requested CVWMA procure a subscription service model program. This service model best aligns with Chesterfield’s longstanding approach to curbside recycling and minimizes the need for local government to play a “middleman” role.

After participating in the CVWMA-led procurement process, which included a request for a subscription service model, and careful consideration of the vendor response, Chesterfield has concluded that citizens can most cost-effectively access curbside recycling through a direct relationship with private haulers. To facilitate this transition, the county has established a website dedicated to assisting citizens with the change to private-sector services.

Further, Chesterfield will continue providing free drop-off recycling at its two convenience centersNorthern Area Convenience Center, 3200 Warbro Road, and Southern Area Convenience Center, 6700 Landfill Drive.

Community Cup Takes Place
Saturday at River City Sportsplex!
Cancelled for the past two years because of the COVID-19 pandemic, a unique regional event will bring Richmond-area first responders back together with members of the multicultural community on the soccer field.

On Saturday, Chesterfield’s River City Sportsplex will host the Community Cup, a fun-filled day of soccer, community building and opportunities to learn more about the positive ways that police officers, sheriff’s deputies and firefighters interact regularly with the residents they serve.

The event also will feature music, food trucks, a kids zone, first responders’ vehicles on-site and information booths staffed by public safety agencies and local organizations. Gates will open at 9 a.m. and activities are scheduled to begin at 10 a.m.

Attendees are encouraged to bring a donation to benefit the Waymakers Foundation, a local nonprofit that aims to provide immigrant Latino families the foundation for a healthy lifestyle by developing culturally sensitive programs that address their needs in the areas of food, health, education, finances, art and culture. Among the items requested are rice (jasmine preferred), cooking oil, sugar, soap bars and shampoo.

Open House and Movie Night Under the Stars
Saturday at Chesterfield County Airport!
The Richmond Executive-Chesterfield County Airport invites the community to attend its first-ever Open House and Movie Night on Saturday, Oct. 1, from 5:30 to 10 p.m. 

Beginning at 7:30 p.m., Walt Disney’s “Planes” (PG) will be shown on a large movie screen with the airport’s runway and taxiway serving as the ultimate backdrop. In case of inclement weather, the movie will be moved inside. 

Prior to the movie, this free, family-friendly event will include aircraft and apparatus displays from Chesterfield Fire and EMS, Police and Sheriff's departments, Virginia Department of Aviation and Virginia State Police MedFlight 1. Local aviation organizations will also have displays and activities for those who attend. 
Community Facilities Bond Plan Would Fund
$540 Million in County, Schools Capital Projects
As part of the 2022 general election, Chesterfield residents are being asked to vote on the Community Facilities Bond Plan to authorize the issuance of $540 million in General Obligation bonds.

If approved by voters, the bond proceeds will fund 26 capital improvement projects in four categories -- schools, public safety, libraries and parks – over the next eight to 10 years.

Chesterfield Breaks Ground on New
Falling Creek Middle School!
Chesterfield school and county leaders broke ground Sept. 22 on a larger, modern replacement for Falling Creek Middle School.

Virginia Public School Authority bonds are being used to finance the new building, which is expected to cost about $100 million and open by the start of the 2024-25 school year. The new building will accommodate up to 1,800 students and is being built adjacent to the current Falling Creek Middle School, which opened in 1966 and has a capacity of 1,080 students. As of Sept. 30, 2021, Falling Creek's enrollment was 1,469.

Collaboration between the Board of Supervisors and School Board positioned Chesterfield County Public Schools to begin construction on the project sooner than expected, while also freeing up funds to pay off the VPSA bonds without adversely impacting the school division's operating budget.

The Department of Communications and Media has launched a new weekly video segment called This Week In Chesterfield, which highlights things to do around the county.

Every Monday, the one- to two-minute video points residents to the fun, exciting and interesting things going on around their community. The segment, which is directed by Matt Neese and features rotating hosts from within the department, shares information on what events are taking place and where residents will want to be.

Virginia State University's 2022 Homecoming Festivities Kick Off Saturday!
Virginia State University's weeklong 2022 Homecoming celebration gets under way Saturday from midnight to 3 a.m. with a pre-dawn party at Daniel Gymnasium, followed by a breakfast from 4 a.m. to 6 a.m. at Jones Dining Hall.

The official kickoff event for this year's Homecoming, which is themed "Something Greater on the Hill," takes place Sunday from 8 p.m. to 10 p.m. with the ceremonial lighting of Rogers Stadium.

Events continue throughout next week on and around the Ettrick campus, culminating with the Trojans' home football game Saturday, Oct. 8 at 4 p.m. against Bowie State University.

Pleasant View School on Saturday!
Join Chesterfield Parks and Recreation for a jam-packed Saturday, including Eppington Heritage Day and tours of the historic Pleasant View School. Both events will take place from 11 a.m. to 4 p.m.

At Eppington Plantation, 14602 Eppes Falls Rd., enjoy a variety of Colonial activities, period music, storytelling, period vendors and crafters, carriage rides and living history. There will be a colonial militia encampment, musket and artillery demonstrations and much more. Take a tour of the house and learn about its history. Concessions also will be available.

Then swing by Pleasant View School, 18430 River Rd., to partake in activities that promote enlightenment, understanding and appreciation for what education was like in segregated African-American schools during the early 20th century.

This big guy is Loaf!

He’s a 5-year-old Hound mix who weighs 82 lbs. Loaf is a very smart boy who already knows sit, speak, paw, other paw, and lay down!

Loaf is a very energetic boy despite his size and since he will need to be put on a diet, an active family would be best for him. He did well with other dogs he met here; however, he was dominant when meeting them. He does pull on a leash, but he is food motivated so that would help with any training. He clearly already has quite a bit of training under his belt ... a brush up on leash skills should do the trick!

Chesterfield’s Fleet Named One of Nation’s
Best For Green Initiatives!
Chesterfield’s Fleet Services Division has been named the 42nd best Green Fleet in the nation by the National Association of Fleet Administrators (NAFA), which is the county’s highest ranking ever and the third time in four years that it has made the Top 50.
 
According to the Green Fleet Awards website, the program “recognizes peak-performing fleet operations and honors fleets who have enhanced practices to make a positive impact on the environment.” Currently in its 15th year, the Green Fleet Awards also “recognizes organizations that execute groundbreaking and inventive programs for their green initiatives.”

Rankings are awarded based on several criteria, including types of alternate-fueled and fuel-efficient vehicles, business practices, use of information and technology, and environmental stewardship.

Parts of McEnnally Road and Ashbrook Parkway Will Be Closed to Traffic Until Oct. 24
As a reminder, a 28-day detour for McEnnally Road and Ashbrook Parkway, near their respective intersections with Winterpock Road, began Sept. 26 and is scheduled to end at 5 p.m. Monday, Oct. 24. Hull Street Road (Rt. 360), Ashlake Parkway and Spring Run Road will serve as alternate routes during the duration of the detour period.

Winterpock will remain open. Only the impacted sections of McEnnally and Ashbrook, close to Winterpock, will be closed to traffic.
'The Violence That Binds Us' Performance
Coming to the Perkinson Center on Oct. 12
The Chesterfield County Commonwealth’s Attorney’s Office will present “The Violence That Binds Us,” a theatrical performance based on true accounts of eight domestic violence survivors, on Oct. 12 at 6 p.m. at the Perkinson Center

Over the course of two years, Washington & Lee Theater Professor Dr. Stephanie Sandberg interviewed eight domestic violence survivors. This theatrical performance features the voices of those survivors as portrayed by Project Horizon staff. The words spoken by the cast are all direct quotes from the interviews. The questions spoken between each act are from the Danger Risk Assessment developed by Jacqueline Campbell, PhD, MSN, RN at Johns Hopkins University School of Nursing.

Early voting in Virginia began last Friday, Sept. 23. Chesterfield residents can cast their ballots at the Registrar’s Office, 9848 Lori Road.

Monday through Friday, 8:30 a.m. to 5 p.m.
Saturday, Oct. 29 and Saturday, Nov. 5, from 8:30 a.m.

Concerned About Lead Paint in Your Home? Apply for Free Assessment and Abatement Program
Did you know that a child’s brain grows rapidly during the first five years of life and research shows lead exposure can harm a child’s health and brain development?!
Children can be directly exposed to this hazard if they live in an older home that contains old lead-based paint, typically built before 1978. Lead-based paint can peel and crack into tiny pieces creating dust that children breath in or swallow.

Fortunately, lead exposure is preventable. Chesterfield County’s Lead-Based Paint Hazard Control Program was created to protect children five years and younger and expectant mothers from lead exposure. In partnership with our non-profit partner, project:HOMES, families may qualify for a free lead hazard assessment and household repairs to remove hazardous lead exposure from their homes. This program has serviced several homes throughout the county and is currently repairing others that have lead-based paint.

If you’re a caregiver of younger children in an older home, you may also qualify for this program.

Chesterfield Offers Tax Exemption
for Rehabilitating Older Homes
Are you aware that Chesterfield County allows a partial real estate tax exemption for the rehabilitation, renovation, or replacement of older residential structures?

The goal of this program is to help protect and preserve our aging neighborhoods. Upon approval, the partial tax exemption will be in effect for 15 years and transfers with the real estate. The amount of the exemption is based solely on increased assessment value, not the amount spent on the improvement project. There is no application fee.

Be a Principal for a Morning on Oct. 10-11!
CCPS is looking for local business owners, community leaders or faith-based leaders to shadow school principals. Through the Principal for a Morning program, community leaders shadow a principal or building leader for about three hours. Participants will experience the logistics of monitoring school buildings and grounds, bus duty, morning announcements, classroom walk-throughs, lunch duty and assemblies. Principal for a Morning will take place Oct. 10-11.

Each time Chesterfield schools offer Principal for a Morning, community leaders and principals always gain from the experience. The program fosters beneficial partnerships between schools and businesses and allows local leaders to spend time in schools and see our innovative classrooms and practices. Advisory committees established by the Chesterfield County School Board are one way community members connect with their local schools. Advisory committee members are appointed from each of the county’s five magisterial districts and include parents, teachers, staff members, students and others interested in helping Chesterfield County Public Schools achieve its vision of creating a better tomorrow. Advisory committee members who are appointed by the School Board must reside in the district they represent; community representatives on the Gifted Education Advisory Committee are appointed by the superintendent and can reside in any magisterial district.
