19th Street trail phase II construction to begin in 2023 | |
Phase II of the 19th Street Trail will undergo construction in 2023. The first phase of the project created a trail from Fort Lincoln Elementary school to Macedonia Ave on the south side of 19th Street SW. Phase II will extend the trail west to Highway 6.
An October re-bid of the project brought in a low bid of $1.49 million. A North Dakota Department of Transportation (NDDOT) transportation alternatives grant of $1.21 million and special assessment district will fund the project.
Background. The trail project first came up through the safe routes to school process and at the request of area residents. It’s anticipated to make the area safer for residents. Until phase I of the trail, the street running adjacent to Fort Lincoln Elementary School didn’t have sidewalks for children to ride bikes or walk to school safely.

Slight utility bill increase for 2023 | |
Residential customers are reminded of utility rate increases approved in the City’s 2023 budget. Increases effective Jan. 1 are as follows:

Water usage charge. $0.10 increase per 100 cubic feet (1 unit or 748 gallons);

Garbage collection & hauling base charge. $0.05 increase per month, per family living unit; and
-
Recycling base charge. $0.54 increase per month, per family living unit.
The total monthly increase for a residential customer using 800 cubic feet or 8 units of water per month will be $1.39.

Wigness is new assistant city engineer | |
Jarek Wigness joined the City of Mandan in November as the assistant city engineer. He comes to Mandan from the City of Williston where he was employed in the public works and engineering departments since 2014.
He’ll be helping Mandan with the development of construction plans, specifications and estimates for various infrastructure projects; review and process right-of-way applications; manage inspections; assist Public Works with infrastructure maintenance or replacement projects and assist the city engineer with setting the capital improvement plan and process of budgeting infrastructure projects.
Wigness holds a bachelor’s of science degree in civil engineering from the University of North Dakota. He recently moved to Mandan with his family and is looking forward to serving the City of Mandan.

Youth invited to participate in strategic planning session | |
Youth ages 14-20 interested in becoming more involved in the community are encouraged to participate in a strategic planning and priority-setting session for 2023. Those attending today's session will help determine the goals and action items most important to the Mandan Youth Engagement Initiative in 2023. This session will guide organizers shape volunteer opportunities, community service projects, programs and activities.
When: Tuesday, Jan. 3, 11 a.m. to 1 p.m.
Where: Morton Mandan Public Library, 609 W Main St., in the loft on the second floor
Pizza will be provided by the Morton Mandan Public Library for attendees.

Residents asked to indicate interest in sidewalk project | |
The City of Mandan Engineering Department is preparing the annual municipal concrete contract, which gives residents the option to request repairs to their sidewalk or driveway apron. The work will be done by the lowest bidding contractor and the cost can be assessed to the parcel over a five-year assessment period.
The bid opening will be in March 2023, with the lowest bidder being awarded the project.
If you are interested in having the City of Mandan's sidewalk contractor do your concrete work in the street right-of-way, please fill out the form at cityofmandan.com/sidewalkproject by Feb. 3, 2023. Residents may cancel their request for repairs before the work is started on their property. Projects will be accepted after the contractor begins, but staff would like to receive the majority of requests sooner to obtain better bids for the work load expected.

Cemetery records, service arrangements move to Public Works | |
At the end of December, Mandan Union Cemetery’s records and scheduling services were moved from the Engineering Department at City Hall to the Public Works facility.
Individuals seeking to schedule burials, purchase burial spaces, or check billing and records information should now contact Public Works at 701-667-3240. Payments or burial transit permits can be mailed to 411 6th Ave SW Mandan, ND 58554.
City staff contacted local funeral homes in December to communicate the change.

| Vote for winter decorating award, nominate businesses for golden shovel award this month | |
There are two opportunities for businesses to win awards this winter – one for being best at clearing snow and another for businesses and commercial property owners who decorated their buildings. Winners will receive traveling awards along with $500 cash prizes. Runners-up in each category will receive $250 cash prizes.
Winter Decorating Award. Bringing back and improving upon a popular activity from 2011-2013, businesses and commercial property owners were encouraged to decorate their building exteriors and interior spaces visible from the outside (storefronts, windows, parking lots, etc.) and keep them decorated through the month of January. Decorating could be lit or unlit, festive, fun or elegant. Nominations were made through the month of December and public voting will take place Jan. 3-13. Winners will be announced this month and awards will be presented at the Feb. 7 City Commission meeting.
Golden Shovel Award. The business voted to be keeping adjacent sidewalks clear of snow and ice will win Mandan’s first golden shovel traveling award. Nominees will be welcomed through Feb. 1. Public voting is to occur the following month.
These awards allow the City of Mandan to pay forward, to the business community, a prize from its Main Street Initiative award for overall excellence. The North Dakota Department of Commerce provided $1,500 to the City for a small project to increase community vibrancy during the winter season.

Prizes include the chance to be eligible for up to a $10,000 forgivable loan from the Mandan Growth Fund plus other cash awards, services and merchandise useful to new businesses. Property tax exemption & credit forms due Feb. 1 |
Nonprofit property tax exemptions, paraplegic disabled exemptions, blind exemptions and homestead property credit forms are due Feb. 1. The City Assessing department recently mailed forms to property owners enrolled in these programs last year.
If you received the disabled veterans credit last year, nothing is required unless you moved or your disability compensation rating changed. New applications and rating changes are due Feb. 1.
Qualifications and forms are available for new applicants in the Assessing office or online at cityofmandan.com/assessing.
