Important Updates

Regional EL FPM Training and Resources 

Please join us at the regional EL FPM Training, facilitated by CDE's Technical Assistance and Monitoring Office (TAMO) staff, held virtually on Tuesday, September 27, from 9am-12pm. There will be a customized presentation on focused aspects of the EL Instrument and time for questions, so please sign up and help us tailor the training to your needs by filling out this form. All LEAs in the region are invited to attend, especially LEAs that have been chosen and notified of their onsite or online FPM reviews this year.


Even if your district has not been selected for an Federal Program Monitoring (FPM) review, it is a good idea to take time to review annually updated program instruments and resources, located in the CDE FPM Box folders to ensure that your LEA is following the most recent guidelines and requirements as a foundation to providing high-quality programs.


Another source of technical assistance and support for LEAs is from the Regional EL Specialists in California's 11 regions. For Bay Area Region 4, please reach out to Lilia Tsui at LTsui@cccoe.k12.ca.us with any questions or support you may need throughout your FPM review, with the EL Instrument, or any questions regarding EL programs.

ELPAC Updates

Initial Alternate ELPAC Eligibility

Please be reminded that if there is no IEP in place documenting the IEP team's determination that alternate assessments are most appropriate for the student, then the Alternate ELPAC cannot be given and the Initial ELPAC should be administered, with appropriate designated supports and universal tools.


Alternate ELPAC for Reclassification

As interim guidance for reclassification purposes, LEAs may use overall performance level 3, fluent English proficient, on the Alternate ELPAC until the recommendation goes to the State Board of Education for approval in the 2022–23 academic year. Please refer to the 2022-23 ELPAC Information Guide, now downloadable from the CDE webpage.


Notification Letters

The CDE updated the annual notification to include the new Alternate ELPAC reclassification guidance with a note that it is pending SBE and local school board approvals. The sample Initial ELPAC and Initial Alternate ELAPC notification letters are to inform parents of their child's identification as an English learner or initially fluent-English proficient student, upon entering a California public school for the first time. The sample annual Summative ELPAC and Summative Alternate ELAPC notification letters are to inform parents of their child's continued identification as an English learner student in a California school. These new notification letters for the Initial Alternate and Summative Alternate ELPAC are located on the CDE webpage and are being translated into various languages.


Upcoming Downtime for ELPAC Systems

The following ELPAC systems will be unavailable for a scheduled downtime, from 5pm Friday, 9/2/22 to 8am Tuesday, 9/6/22: Test Administrator Interface, Completion Status System, Interim Assessment Viewing System, Practice and Training Tests. Interim Assessments for ELPAC

The development of the ELPAC interim assessments will provide educators with a means of monitoring student progress toward English language proficiency prior to administering the ELPAC, which is in alignment with the interim assessments already provided for ELA and Math. Interim assessments for ELPAC may be administered to EL students in TK-12th Grade. There will be one set of interim assessments developed for 2023–24 and another set for 2024–25. Each set will include individual domain tests for each grade or grade span. These interim assessments are tentatively planned to be available in August of both years.

Title III Updates

The annual Title III EL Program Online Report is now open. Federal law requires each Title III English Learner Program subgrantee to report on its implementation of language instruction programs. For a blank copy of the report, download from the link on the bottom left of the login screen. Be sure to fill out the online report before the closing date of 10/15/22.


The 2022–23 Consolidated Application and Reporting System (CARS) Spring Release submission deadline is Monday, 9/12/22. This includes the 2022-23 Title III funding applications due in CARS by 9/12/22. Log in to CARS or refer to the 7/29/22 CARS Newsflash #75 for a list of all other data collection forms that are included in the release. Please be reminded that LEAs that receive Title III funds must consult with appropriate nonprofit private school officials during the design and development of the LEA’s programs. Please note that the 2019-20 Title III subgrant period ends 9/30/22. Ensure that funds are spent before that date to prevent being invoiced for unexpended amounts.

Data and Accountability

2021-22 LTEL and AR-LTEL Data

The 2021-22 LTEL and AR-LTEL data has been released and accessed in DataQuest. Student-level LTEL and AR-LTEL data files will be provided to LEAs in September.


2022 CA Dashboard

AB 130 only allows CDE to use performance data on state and local indicators from the 2021-22 school year. Hence, on the 2022 Dashboard, state indicators will display Status only and cannot report Change and performance level colors. Instead, there will be Status graphic resembling "cell phone bars" on the 2022 Dashboard in one color, purple, for all status levels. The bars will indicate status of Very Low, Low, Medium, High, or Very High status for each indicator, including the English Learner Progress Indicator (ELPI). State Seal of Biliteracy

A brand new State Seal of Biliteracy (SSB) Implementation Guide is now available under the “Resources” tab on the CDE SSB web page. Other resources includes an updates FAQs page that clarifies the requirements for 2023 graduates, a printable poster and bookmark to share SSB requirements with students, and a printable requirements flyer in English and Spanish for families.
