Hospital Discounted Care Newsletter

Introduction


This newsletter provides information and updates on the implementation of House Bill (HB) 21-1198, Health Care Billing Requirements for Indigent Patients, otherwise known as Hospital Discounted Care. Low-income patients who aren't enrolled in Health First Colorado or Child Health Plan Plus (CHP+) will be given the opportunity to apply for financial assistance or charity care programs at the health care facility where they receive care.

Hospital Discounted Care Updates

Manual and Application Update


An updated version of the manual and application have been uploaded to the Hospital Discounted Care website. Please begin using the updated versions immediately. Clarifications and additions in the manual include:


  • Definition of third party
  • Guidance for patients in law enforcement custody
  • Clarification that screenings/applications can be completed prior to services being rendered
  • Addition of ability to verbally decline screening prior to services being rendered
  • Clarification on episode of care
  • Clarification on Screening Best Efforts requirements and best practices
  • Guidance for deceased, unknown patients and those with unknown next of kin
  • Best practices for patients who do not respond to contact attempts for application completion
  • Addition of EHRs as an acceptable way to communicate patient screening/application status with Licensed Health Care Professionals
  • Correction to Medi-Share/Health Sharing Ministry patients and billing processes
  • Guidance for missed or partial payments


The application has been updated to correct the HDC monthly amounts calculations for facilities who count deductions.

The Department will hold additional training sessions this spring, dates to be determined. Please send any topic requests to hcpf_HospDiscountCare@state.co.us no later than Feb. 3, 2023.


Questions Sent to Inbox


To reduce the number of questions submitted to the Department, please ensure that only the main contact is submitting questions. All questions should be presented to the main contact to see if they know the answer, and if not, they can be sent in either by the main contact or by the person who had the question as long as the main contact is copied on the email. The Department will begin including the main contact on all replies to emails that do not include the facility's main contact on the email.


Out-of-State Patients and Screening


All uninsured patients must be screened, per the statute. This includes patients who are not Colorado residents. Any screening for a patient who answers the residency question stating they are not a Colorado resident may be ended at that point and the patient may be informed that they are not eligible for Hospital Discounted Care if the facility is not extending to non-residents. 


Hospital Discounted Care Data


The Department has hired a contractor to collect the required data for Hospital Discounted Care. The Department and the contractor are currently working to finalize the templates and other submission requirements, with a plan to release the finalized versions to providers by the end of the month. Additional information will be released in the coming weeks, and the Department sincerely appreciates our providers' patience as the contractor was hired and the templates are being finalized.

Office Hours


The Department is holding office hours every Wednesday at 9 a.m. No registration is required. The Zoom link and call in information are available on the Hospital Discounted Care website. Office hours will continue to be held at least through the end of February, with additional dates added if requested.
