Our Fall 2021 Review Board Meeting took place in Nashville, TN and virtually on November 17-18, 2021. The Review Board reviewed our strategic plan, attended an FTA listening session and a discussion on transit technology with SUMC and N-CATT, and provided feedback on upcoming National RTAP products and events.

Updated National RTAP Technical Brief on Risk Retention Pools

Our technical brief on Insurance and Risk Management focuses on the risk management solution that is proven to provide cost benefits and stability for rural transit systems over time: risk retention pools. This brief was recently updated with new information about transit pools in Michigan, California, and Ohio, and new recommendations for obtaining startup funding.

National RTAP Team Spotlight: Cindy Frené, Principal-in-Charge

Cindy Frené has been the Principal-in-Charge of National RTAP since 2008. She is also the President of TransAction Associates, which has been providing strategic consulting services focused on transportation solutions to non-profits, municipalities, and companies for 31 years. Her successes include launching the first company in Massachusetts focused on ridesharing and trip reduction programs, developing the first electric bus fleet in New England, and more. National RTAP RFP for Active Shooter Training Course

National RTAP is soliciting proposals for the development of a training course to prepare transit staff to handle active shooter situations on transit vehicles or property. The deadline is December 15, 2021 at 3:00 PM ET.

National RTAP RIBTC Pre-Conference Presentations Posted

Intercity Bus and Interconnectivity Video Posted

Intercity Bus and Interconnectivity: Building Community and Bridging Mobility Gaps was created by Greyhound in collaboration with the intercity bus industry to demonstrate how intercity bus is an integral part of the national transportation network and why intercity bus should be considered in the development of intermodal transportation facilities. Congresswoman Eleanor Holmes Norton, Chair of the House Subcommittee on Highways and Transit; Beverly Swaim-Staley, President and CEO, Union Station Redevelopment Corporation; and Robin Phillips, Executive Director, National RTAP, explain how intercity bus transportation provides equitable and affordable access to housing, employment, healthcare, education, leisure activities, and more.

Nominations Open for RIBTC 2021 Rural Mobility Award Frontline Heroes

At this year’s virtual Rural Public and Intercity Bus Transportation Conference (RIBTC) on October 25-27, 2021, we recognized the commitment of ALL of the transit workers who provided essential transportation during the COVID-19 pandemic. To continue paying tribute to our Frontline Heroes, we are still soliciting photos, videos, stories, and messages. Heroes will be recognized through certificates, buttons, and postings on the Frontline Heroes web page.

Florida RTAP Bulletin Publishes Articles about National RTAP

The Florida RTAP Fall 2021 Bulletin includes 3 articles about National RTAP: an announcement of our recently updated Dispatching & Scheduling Training Module, a spotlight on Resource Center Manager Cara Marcus, and a recap of Rural Transit Day with a special focus on how Florida rural transit agencies recognize their staff.

Updated National RTAP Transit Benefits Statistics

National RTAP recently updated its compilation of Transit Benefits Statistics. This resource can be used for transit marketing and advocacy efforts to show data that quantifies the value of transit. We've updated and added new statistics on transit ridership, impact on the economy, reduction of CO2 emissions, and additional topics.

U.S. DOT and FTA Updates
FTA announced an FY 2021 Competitive Funding Opportunity: Enhancing Mobility Innovation. Funds will be awarded for projects that advance emerging technologies and strategies and innovations in passenger-centric mobility. Proposals must be submitted by January 11, 2022.

FTA published a webpage about the Bipartisan Infrastructure Law that was recently passed on November 15, 2021. The page includes highlights of the funding and U.S. DOT and FTA priorities for spending.

The FTA November 2021 Transit Safety and Oversight Spotlight Newsletter has been published. The issue includes a COVID-19 Response Program Information collection update, upcoming Transportation Safety Institute (TSI) safety training courses, such as SMS Principles for Transit and SMS Safety Assurance, and Calendar Year 2022 Drug and Alcohol Random Testing Rates, which remain at 50%.

U.S. DOT awarded nearly $1 billion through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grants program. The funding has been awarded to 90 projects in 47 states, the District of Columbia and Guam, including many rural and Tribal projects.

U.S. DOT and Department of the Interior signed a Memorandum of Understanding (MOU) Regarding Transportation Innovation in the National Park System. The agencies intend to work together on project agreements that align with U.S. DOT technology initiatives to develop, test, implement, and evaluate transportation innovations on lands within the National Park System. These project agreements may establish interagency project teams to address park transportation challenges.


U.S. DOT and Department of Energy published a Buy America Request for Information in the Federal Register. It is intended to gather information on the availability of EV chargers manufactured and assembled in the U.S., including whether they comply with applicable Buy America requirements. Comments must be received by January 10, 2022.
Webinars and Training
The Transit Workforce Center (TWC) launched the American Transit Training and Apprenticeship Innovators Network (ATTAIN), including committees for bus operators, bus maintenance, and facilities maintenance apprenticeship.

National Aging & Disability Transportation Center (NADTC) is holding a Coordination Connections Webinar: Building Transportation Capacity in Rural Areas with Public & Private Partners on November 30 from 2:30-3:30 PM ET. Participants will learn how the Northwest Colorado Council of Governments reestablished a transportation system, and how CarePool, a private provider, worked with the Regional Transportation Coordinating Committee to provide service in this rural area.

Session recordings are available for those who attended the TRB 24th National Conference on Rural Public & Intercity Bus Transportation (RIBTC). Registered attendees received an email from TRB with instructions on how to login and access the recordings. Recordings will be available until October 2022.
Publications
National Center for Mobility Management's (NCMM) Framework to Develop a Continuum of Mobility Services provides a model to improve integration across mobility options, make public and private transit more attractive and easier to use, identify innovative solutions, and reduce and re-distribute travel demand to help unlock the capacity of transport systems.

In Institutions and Information Technology to Support Multimodal Integration in Employment Transportation, The Center for Transportation, Equity, Decisions and Dollars (CTEDD) of the University of Texas at Arlington presents findings from their action research project. The project recognized a need for a type of organization to address transportation disadvantages through private sector and philanthropic support, information technology, and multimodal transportation.

Florida DOT/Center for Urban Transportation's (CUTR) Florida Transit Safety and Operations Network (FTSON) published COVID-19 – Emergency Management Tips and Practices for Bus Transit Systems, a compilation of tips, strategies, and practices that other public transit agencies across the country have implemented to help reduce the risk of being infected and/or spreading the COVID-19 virus.
Databases and Tools
Mapping of Social Isolation in Older Adults is an interactive mapping tool that allows users to visualize measures of social isolation and loneliness in older adults in the U.S. Data shows relationships between social isolation and other state and county-level characteristics, such as demographics and health behaviors. Examples include income, internet/broadband access, and the percent of adults aged 65 and older who live alone. This tool was developed by NORC at the University of Chicago for AARP Foundation with support from United Health Foundation.

The Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD) was updated with a new Alternative Fuel Corridors dataset containing a national network of alternative fueling and charging infrastructure.

The new Oklahoma State University Libraries Tribal Treaties Database includes agreements between tribal nations and the United States between 1778-1886. The database is planned to be expanded to present-day agreements.
Opportunities
The International Transportation Learning Center (ITLC) has posted a request for proposals (RFP) for the design, development, and hosting of the Transit Workforce Center (TWC) website from highly qualified, experienced website development companies. The TWC is funded by FTA and is supported by the ITLC. The deadline for submission is December 15, 2021 by 8:00 PM ET. Send questions to Amri Joyner.

The National Safety Council (NSC) Road to Zero Coalition Community Traffic Safety Grants (previously the Innovation Grant Program) aims to fund projects, programs and research that help achieve the mission of zero traffic deaths. The application deadline is January 7, 2022.

The National Operations Center of Excellence (NOCoE) Transportation Systems Management and Operations (TSMO) Awards celebrate the TSMO strategies and tools that leverage existing infrastructure to increase safety and reliability. Submissions must be received by December 17, 2021.

Volpe Center is seeking rural or tribal communities to partner with as pilot users for a new user-friendly, free, open source, mobile crash data collection tool. Anyone interested in participating can contact Alexander Epstein or Angie Byrne.
Legislation
H.R.3684, the Infrastructure Investment and Jobs Act, became law on November 15, 2021. The $1.2 trillion package includes $89.9 billion for public transit, $4.4 billion for Section 5311 rural program grants, and $229 million for the Public Transit on Indian Lands over the next 5 years. Funding is also available for a new program on station accessibility and energy infrastructure and electric vehicles, including the first national network of EV chargers. Executive Order 14052: Implementation of the Infrastructure Investment and Jobs Act, was posted in the Federal Register on November 15, 2021.

The Environmental Protection Agency (EPA) proposes to revise the new source performance standards for greenhouse gases and volatile organic compounds for
crude oil and natural gases under the Clean Air Act to reflect the most recent review of the feasibility and cost of reducing emissions from these sources. EPA also proposes emissions guidelines under the Clean Air Act for states to follow in developing, submitting, and implementing state plans to establish performance standards to limit greenhouse gases from existing sources. Comments must be received by January 14, 2022.

The National Transportation Safety Board (NTSB) proposes adding a new system of records to its inventory: Religious Accommodation Request Records. This system became effective on November 15, 2021 and routine uses will be effective on December 15, 2021. Written comments must be received by December 15, 2021.

USDA and the Secretary of the Interior published a Joint Secretarial Order on Fulfilling the Trust Responsibility to Indian Tribes in the Stewardship of Federal Lands and Waters. The order ensures that they are managing federal lands in a manner that seeks to protect the treaty, religious, subsistence, and cultural interests of federally recognized Indian Tribes including the Native Hawaiian Community and that such management is consistent with the nation-to-nation relationship between the U.S. and federally recognized Indian Tribes.
