Boston Class A Office Buildings Start to Feel Pinch

TPE Solutions Buys Devens Property for Expansion
TPE Solutions plans to break ground in late 2026 on a 31K SF facility including office, distribution and research space as part of a commitment to redeveloping the former U.S. Army Base. The project is scheduled for completion in 2027.

Boston Approves Net Zero Zoning Code Despite Concerns | |
The vote sets new standards for developments submitted to the city beginning July 1, 2025. The net-zero carbon zoning code applies to projects that include at least 15 housing units or 20K SF of construction, and additions to existing buildings of 50K SF.

DOL Announces Inflation Adjusted Civil Penalty Amounts | |
The DOL issued a final rule for annual inflation adjustments to civil monetary penalties for the Employee Benefits Security Administration (EBSA), increasing penalties for failure to furnish various required reports to beneficiaries and government agencies. This also includes inflation adjusted penalties under ERISA and FMLA.

Boston to Allow More Towers Downtown, with a Catch | |
The city’s latest zoning proposal for downtown Boston would allow towers to be built on the side of Washington Street closest to Boston Common — but only if the building is 60% residential. Housing-focused projects in the sky-residential zone, as it is called, could be up to 500 feet tall, though shadow and flight restrictions could cut down that maximum height for a particular property. Other projects would be capped at 155 feet without a special permit.

- Reminder: MA's Pay Transparency Law went into effect on Monday, February 3 for employers with more than 100 employees. The second part of the law will legalize on October 29 and effect employers with 25+ employees.
- Josh Kraft officially announced his mayoral run earlier this week with initial focal points ranging from housing, schools, jobs, immigration and even bike lanes.
- The total assessed value of all single-family homes in the commonwealth has exceeded $1 trillion for the first time in history.
- The CPI-U increased 0.4 percent on a seasonally adjusted basis in December 2024. Over the last 12 months, the “all items index” increased 2.9 percent before seasonal adjustment.
- Boston Lab vacancy surpassed 30% with 2.2M SF of life sciences projects delivered in the 4th quarter of 2024.
- Nonresidential construction planning rebounded in December, driven by a sharp uptick in data center and warehouse projects, according to Dodge Construction Network. Commercial planning led the charge with a 14.2% increase, while institutional planning posted a more modest 2.5% gain.
