The following is provided as an update regarding programs, services and issues within the City.

City Manager's Weekly Update Has a New Look
Beginning this week, the City Manager’s Weekly Update has a new look. The weekly newsletter, which contains the City’s latest news and information, has transitioned to an online email service, Constant Contact. This move will streamline production, save time, improve design and readability, and enable analysis of the reach to subscribers of the City Manager’s Weekly Update. As you can see, it was designed to have a similar look to the City’s website, but it has different packaging. You may already receive email newsletters via this online email tool. The Coronado Cultural Arts Commission has used Constant Contact since 2016 for various newsletters and, more recently, Recreation Services uses it for its Spreckels Center and Aquatics News newsletters. You also may have received the City’s Coronavirus Update, which was produced using Constant Contact. If you currently receive notifications via the City’s eNotification system there will be no interruption in that service. The existing Weekly Update page will be updated to offer links to the new platform so those who receive it by visiting the Weekly Update web page will see no change. The same thing goes for the News Center space on the home page of the City’s website. It will look the same. The only thing that will change is the look of the new product, which will be an online newsletter people receive in email format. You may unsubscribe at any time. There is a link at the very bottom of the newsletter. However, we hope you stay.
Aquatics Center Reopens; Hours Limited, Closed Weekends
The Aquatics Center, which was closed July 23 due to a shortage of chlorine, was reopened on Thursday, Aug. 12. The City has received enough chlorine to reopen the pools but with limited hours of operation to keep as much chlorine in the water as possible. High temperatures and more people in the water tend to exhaust a pool's chlorine. To further preserve chlorine, until supplies are abundant, the Aquatics Center will be closed on weekends. Recreation Services will evaluate pool hours and weekend closures regularly and any changes will be announced via social media and the Aquatics web page. Water exercise patrons may register online starting Tuesday, Aug. 10, at 2 p.m. for residents and 3 p.m. for nonresidents.

Avenida del Sol Traffic Signal Activated, Turn Signs Posted
The new traffic signal at the intersection of Silver Strand Boulevard and Avenida del Sol is scheduled to be energized and made operational this week. Due to the close proximity of the new signal to the existing signal at Pomona Avenue, both signals have been coordinated to operate as a single intersection and drivers on Silver Strand Boulevard will notice that the green and red lights on both signals will be synchronized. The City would like to remind motorists traveling on Strand Way in front of the Bluewater Boathouse Seafood Grill restaurant that the only turning movement available to them will be a right turn onto northbound Silver Strand. Drivers may not turn left or proceed straight to Avenida del Sol. Drivers exiting the Hotel del Coronado/Coronado Shores via Avenida del Sol will have the option to turn left (northbound) or right (southbound) onto state Route 75; however, they will be restricted from proceeding straight onto Strand Way.
WWII Paratrooper, Local Tom Rice to Jump on 100th Birthday
World War II paratrooper and Coronado Hometown Hero Tom Rice will jump from a restored WWII-era aircraft on the beach in front of the Hotel del Coronado on his 100th birthday. While this event will be held on the beach on Hotel del Coronado private property and is not a City-sponsored event, staff wants the community to be aware of the highly visible jump, related flyover and expected crowds. The flyover will occur between 10 and 10:30 a.m. The estimated jump time on Sunday, Aug. 15, is 11 a.m. Rice will be flown in a restored C-53D D-Day Doll, which flew missions on D-Day. Rice was a member of the 501st Parachute Infantry Regiment and parachuted in Normandy on D-Day. He served in the Battle of the Bulge and captured Hitler's Eagle's Nest in Berchtesgaden, Germany. Rice was honored as a Coronado Hometown Hero in the very first group of those local military honorees who have had banners installed along the Avenue of Heroes, Third and Fourth streets from Orange Avenue to Alameda Boulevard. In 2019, Rice parachuted from a C-47 over Normandy to commemorate the 75th anniversary of D-Day. Viewing the jump is free and open to the public. Attendees must comply with current California mandated COVID-19 protocols.

Proposed Annual Street Preventive Maintenance Project
At the August 17 City Council meeting, staff will request authorization to advertise the annual Street Preventive Maintenance project to apply a fresh coat of slurry seal on certain roadways. The authorization request includes the following priority improvement projects recommended by the City’s Active Transportation Plan:
  • Install a combination of bicycle lanes and “sharrows” (shared bike lane markings) on Tenth Street from Alameda Boulevard to Orange Avenue
  • Install a combination of bicycle lanes and “sharrows” on Alameda Boulevard from First Street to Ocean Boulevard
  • Install continental-style crosswalks and a painted curb extension across Olive Avenue at Tenth Street

Dr. Shark’s Shark Shack Team to Return to Coronado
On Tuesday, Aug. 17, at 11 a.m., the California State University Long Beach Shark Lab will return to Central Beach with its Shark Shack team. The Shark Shack is an educational and interactive booth staffed by Shark Lab students that helps educate and inform the public regarding the changing white shark populations along the California coast. There is a lot of misunderstanding and fear surrounding the white sharks off the Coronado coast but a lot of great research is going on. This will help lead to a better understanding of white shark population growth and behaviors. The Shark Shack was last in Coronado on July 22. The public is welcome to ask questions, participate in interactive activities and learn more about white sharks. Take Sea Level Rise Survey, View Community Workshop
The City held a community workshop earlier this week, following a similar virtual workshop last week on the City’s draft Vulnerability Assessment. The draft report identifies areas of Coronado that might be vulnerable to sea level rise. The workshops explored more about Coronado’s sea level rise planning process. It begins with the preparation of a Vulnerability Assessment, which will be followed by the preparation of an Adaptation Plan. To further participate in the process, fill out a related survey or watch a recording of the virtual workshop on CommentCoronado.org. See links below. The Vulnerability Assessment includes sea level rise projections, an inventory of public and private resources, and analysis of the City's exposure. The Adaptation Plan will include development of potential adaptation measures with a focus on addressing at-risk critical infrastructure, estimated costs for implementation, and a qualitative cost-benefit analysis of identified adaptation measures. 
Historic Context and Survey Underway; Get Involved
Follow the progress and provide input on the Citywide Historic Survey and Context Statement project, now underway, by visiting the Comment Coronado public engagement site. Tell the City about the places, people and events that have shaped Coronado’s history and built environment. Historic Context Statements and Surveys are planning tools for understanding, identifying, evaluating and protecting the City’s historical resources. Context Statements provide the foundation for successful survey work. Historic Surveys are intended to identify potentially significant properties, provide information needed to make informed planning decisions, prioritize preservation goals and objectives, and increase the public’s understanding of and appreciation for the built environment. The goal of the project is to develop these tools for use in the City’s Historic Preservation Program. Currently, any structure 75 or older must be reviewed for historic significance prior to demolition. Upon adoption of the completed Historic Context Statement and Survey, the number of properties in the City required to go through this review in association with a project or demolition would be narrowed down to only those properties identified as potentially historic in the Survey.
Recreation Services Announces New Skatepark Hours
Recreation Services wants the community to know that Skatepark hours have been adjusted now that school is nearly back in session. Open hours are now Monday - Friday from 2:30 to 7:30 p.m. and Saturday and Sunday 12:30 to 7:30 p.m. We hope to see at the Skatepark.
Public Services & Engineering Project Updates
Glorietta Boulevard Water Main Project: Repairs to the asphalt roadway on a project to replace a water main along the 700 to 800 block of Glorietta Boulevard are delayed due to the contractor experiencing intrusion on the newly installed water lines. Work is currently underway to eradicate the intrusion and repairs to the roadway will resume once lab results indicate the new pipes are clean and connected to the existing water mains, which the contractor estimates to be within the next 2-3 weeks. The community may see no-parking signs when repairs resume. 

Kettner Boulevard Sewer Point Repair: This project includes trenchless spot repairs to the City’s 24-inch sewer main located in Kettner Boulevard in San Diego. Construction will take place at night and will begin on Sunday, Aug. 15. Work is expected to be completed by Friday, Aug. 20.

Country Club Infiltration Reduction: This project will seal areas of infiltration in the City’s storm drain system by trenchless repair methods. Construction will begin on Monday, Aug. 16. Residents adjacent to the work received door hangers this week from the contractor and can expect to see no-parking signs and traffic control during working hours.

Trinidad Pump Station Upgrade:  The contractor performing upgrades to the Trinidad Pump Station received the dewatering equipment last week and the system will be functional by Friday, Aug. 13. The dewatering system will allow the contractor to draw down local groundwater to make the tie-in to the station’s discharge line and begin bypass operations. Once the station is bypassed, work to remove the top portion of the dry well and setting of the valve vault can begin. 
SDG&E Gas Main Replacement Project
San Diego Gas & Electric has contracted with a construction firm to replace the existing steel gas main and service laterals with new polyethylene pipe material in the alley between E and F avenues from First to Third streets. The replacement will continue across Third and conclude on the north end of the alley in the 300 block. Permitted working hours are 7 a.m. to 7 p.m., so the alley is expected to be closed to through traffic during working hours. The contractor is coordinating alley access with the residents and trash collection with EDCO. The completion date is Nov. 2. The scope of work has been revised to include an extension of the new gas main on Second Street toward F Avenue and southward onto the 200 block of F to service properties that could not be provided gas service from the alley without encroaching onto neighboring properties. Further updates to the scope of work, if any, will be communicated here.
New Adult Fitness Classes this Fall, Winter
Fall is a great time to join a fitness class. The Coronado Community Center is offering Mat Pilates, Vinyasa Flow Yoga and Cardio Hip-Hop beginning Sept. 7 through the fall and winter. Try them out by attending free trial class for Cardio Hip-Hop and Mat Pilates. The dates and details to attend for free are as follows:
  • Free Classes Thursday, Aug. 26 and Sept. 2.
  • Cardio Hip-Hop begins at 10 a.m.
  • Mat Pilates begins at 11 a.m.
  • Located at the Community Center, 1845 Strand Way
This is a great way to meet our new adult instructors and find out what you like. 
Banner Program Open to Local Nonprofits
The Orange Avenue Banner Program, initiated by the City in 2016 and funded through a Discover Coronado grant, displays banners on the Orange Avenue corridor from First Street to Avenida de las Arenas. The program has two series -- September 15 through Thanksgiving and January through March -- open to local nonprofit organizations. Visit CoronadoARTS.com to download everything needed to apply for the open banner series. Find the documents under the Opportunities Menu on the website. The Discover Coronado grant funds the costs of production and installation of 30 sets of banners. The purpose of the program is to accentuate the city’s main thoroughfare, welcome citizens and visitors to Coronado’s main street, and to celebrate Coronado traditions including holidays, events and activities. The program is administered by the Coronado Cultural Arts Commission. The deadline for the January-March series is 5 p.m. on Sept. 15. Miso, Nigiri, Sashimi, and Ramen – the Sushi Kittens – are this week’s Pets of the Week. The kittens are fun, social and ready for their new homes. They can be adopted individually but would also be great in pairs. The 3-month-old Domestic Shorthair females can be adopted for $50 each or $75 as a pair. Gubernatorial Recall Election - Sept. 16
The Registrar of Voters is alerting all active registered voters in San Diego County that they will receive a ballot in the mail for the Sept. 14 California Gubernatorial Recall Election. Ballots will be mailed the week of Aug. 16, giving voters nearly a month to mark their ballot and return it before Election Day. Voters can return their ballot in the mail, no postage necessary, or at one of many mail ballot drop-off locations around the county. In-person voting locations will be open across the County for four days, from 8 a.m. to 5 p.m. Saturday, Sept. 11, through Monday, Sept. 13. Voters can also take advantage of early voting starting Aug. 16 at the Registrar’s office. Hours will run from 8 a.m. to 5 p.m. Monday-Friday. On Election Day, the hours will change to 7 a.m. to 8 p.m. at both the in-person voting locations and the Registrar’s Office.
