Remembering Adlai Stevenson III
Dear Neighbors,

In the past two weeks, the City Council has had two separate meetings and passed some important pieces of legislation.

Budget Address

Mayor Lightfoot delivered her annual Budget Address in which she laid out her potential budget for the City Council. This serves as the starting point for the budget season; department heads will appear in front of the council to testify and answer questions.

As we have in the past, we will critically analyze the budget and provide updates in this newsletter throughout the process.

Police Contract

The collective bargaining agreement between the City and the Fraternal Order of the Police was approved on September 14. This contract has been in negotiations for seven years and won 79% approval from the rank and file. The contract achieves many reforms that were won in an earlier landmark arbitration with police supervisors. These reforms include: allowing anonymous complaints about police misconduct; no longer allowing officers to change their stories after reviewing bodycam video of an incident, and eliminating a requirement that disciplinary records older than five years be destroyed. As I argued in 2020, these are the "single most important changes for police reform." 

The police have operated without a contract for four years and thus have received no raises. Officers will receive lump-sum checks for a 10.5% retroactive raise, and then 2.5% increases for the next four years. According to WBEZ, "the deal came as a relief to officers who have gone years without a raise and who say they are experiencing historically low morale." 

A further arbitration is expected over other accountability measures, which the Mayor won in the arbitration with the supervisors.

Cannabis Sales

The area in central business district where cannabis sales are prohibited has been significantly narrowed to only include a strip between Michigan Avenue and State Street from Division Street on the north to Van Buren Street on the south, as well as from Michigan Avenue between Ohio and Illinois streets east to Navy Pier. Requirements to establish cannabis stores are unchanged as they apply to the 43rd Ward.
Committee on Ethics and Government Oversight
Inspector General Selection Committee Member Nominations

Joe Ferguson will be stepping down as Chicago Inspector General in October. He has has done a tremendous job and has served steadfastly under three Mayors. We wish him well and thank him for his years of service and dedication to ethical and transparent government.

A five-members committee is tasked with determining the best candidates. As Chair of the Committee on Ethics and Government Oversight, I chose two experienced nominees to represent City Council, and the Mayor selects the other three members.

Walter Katz, former Chicago Deputy Chief of Staff for Public Safety, led the City's negotiations with the Illinois Attorney General for the consent decree governing the Chicago Police. Mr. Katz also has direct experience in the role of Inspector General as he served in the Los Angeles County Inspector General's office and as the Independent Auditor for the San Jose Police Department.

Cara Hendrickson, Executive Director of Business and Professional People for the Public Interest (BPI), has spent years advocating for ethics in public service. Ms. Hendrickson served as the Chief of the Civil Division in the Attorneys General offices of both Lisa Madigan and Kwame Raoul. As Chief, she led the office that argued cases on civil rights, disability rights, antitrust, among other necessary policy issues.

Mr. Katz and Ms. Hendrickson were unanimously approved by the Chicago City Council to serve on this committee on a volunteer basis. We are grateful for their service.

Department of Family and Support Services

The Department of Family and Support Services is seeking to hire a Managing Deputy Commissioner for Programs who will work with community partners and residents to accrue resources and build stability and support throughout the department.

The Department of Family and Support Services is the largest source of funds for human and social services in Chicago. The department serves approximately 400,000 vulnerable Chicagoans every year through seven service areas: children and youth services, human services, workforce, seniors, domestic violence, and homelessness. The department provides critical services through its network of 350 not-for-profit agencies with an operating budget of $481 million in federal, state, and local funding.

The Managing Deputy Commissioner for Programs is a new role within DFSS.

Public Safety Updates
DePaul University Public Safety Advisory

DePaul University has issued this public safety advisory to students.

DePaul has several reported incidents of an individual approaching females on or near the Lincoln Park campus. He makes vulgar and derogatory remarks to the victims, then spits on them. Most of the incidents have taken place on the public sidewalks around campus. If you see the offender on campus, please contact Public Safety at 773-325-7777. If you are the victim, please be sure and make a Chicago Police report and call 911 if the act is in progress.

The description of the offender is a male white with a stocky build. He has long dark hair with some grey. He sometimes wears his hair in a bun. The offender has tattoos that cover his arms and hands. He also has facial tattoos and a large multi-colored tattoo on his neck with the letters BEAUTE.

State of Illinois Back to Business Grant Program
Apply Now

The Back to Business Grant Program (B2B) will award one-time grants of between $5,000 and $150,000 to cover operations, staff payroll, and other overhead costs for Illinois small businesses. This program is available to businesses that had revenues of $20 million or less in 2019 and a reduction in revenue in 2020 due to COVID-19.

Remembering Adlai Stevenson III (1930-2021)

We honor the memory of Senator Adlai Stevenson III, a Fremont Street neighbor and former Senator from Illinois, among many other distinguished roles public service.

Mr. Stevenson came from a storied political family.

His great-great grandfather, Jesse Fell, supported Abraham Lincoln and proposed the 1858 Lincoln-Douglas debates.

His grandfather, Adlai Stevenson I served as vice-president under President Grover Cleveland in the 1890s, and ran again as vice-president with William Jennings Bryan.

His father, Adlai Stevenson II served as Illinois governor before twice running for President. He then served with great distinction as Ambassador and U.S. Representative to the United Nations until his death in 1965.

Adlai Stevenson III served with distinction in the U.S. Senate from Illinois in the 1970s. He was an astute political leader who kept involved behind the scenes for decades. I was pleased to get to know him, and was so honored when he gave me a copy of his Black Book of political aphorisms and remembrances.

Condolences to his wife, Nancy Andrews, whom he was married in 1955, as well as their four children and nine grandchildren. Illinois and the nation have lost a great American.
