Community Updates

Keeping Ellicott City Safe and Sound


Today, I was joined by Maryland Senate President Bill Ferguson, Senator Katie Fry Hester, and Delegate Courtney Watson to cut the ribbon on the H-7 retention Pond. This pond is the first major public works project to be completed through our Ellicott City Safe and Sound plan and is one of the largest and most important projects in the history of Howard County. 


While we can never eliminate the risk of flooding, we can do all we can to reduce the toll of devastating storms. Through our collaborative efforts, we are making Ellicott City a national model of resilience.

Honoring Roger Carter


I was incredibly honored to join the family of Howard County’s very own Roger Carter to unveil his portrait at the Roger Carter Community Center. As a visionary leader, and one of many firsts, Roger Carter has inspired many people in Ellicott City and across our community. With this new portrait, his legacy will be remembered by generations to come.

I’m so thankful for their work to promote fatherhood involvement through sharing advice, hosting family activities, and promoting social engagement through dad gatherings.

50 Years of Our St. John Baptist Family


I was honored to join Reverend Dr. Robert Turner and the St John Baptist Church - Columbia, MD family to congratulate them on the 50th Anniversary of the church. I’m truly grateful for their 50 years of commitment to training, equipping, and empowering transformed people of all faith levels. 


Throughout the pandemic they have been phenomenal county partners on COVID-19 vaccinations, ensuring that our community was counted during the census, and much more. Congratulations to Reverend Dr. Turner, First Lady Dr. Turner and the entire church family. I wish the best for another 50 years and beyond!

Fire Won't Wait


I was happy to join Howard County Department of Fire and Rescue Services Chief Lou Winston, Ellicott City Volunteer Fire Department Chief Robin Zevotek, Senator Katie Fry Hester and Delegate Courtney Watson at the annual Ellicott City Volunteer Fire Department Open House. This year, we were reminded that “Fire Won’t Wait – Plan your Escape.”


The family-fun event was filled with fire safety education, health screenings, and community outreach. Together, we’ll ensure that all our residents can be and feel safe, while also knowing how to respond in times of crisis.

Fighting the "Scamdemic"


Howard County is known for being a safe, thriving, and highly educated community, in large part because we see and work with our most vulnerable neighbors. Our older adults have been increasingly targeted for fraud and abuse scams over the years, particularly in cybersecurity threats and financial fraud. 


I was glad to join Congressman John Sarbanes, State's Attorney Rich Gibson, Sheriff Marcus Harris, and our Howard County Department of Community Resources and Services – Office of Consumer Protection for the Consumer Forum: Hot Topics on Consumer Protection and Advocacy. Together, we’re working to bring greater awareness to consumer issues with dedicated staff and resources to help residents resolve disputes, understand their rights and provide ongoing education regarding a wide variety of consumer issues.

50 years of Owen Brown!


Happy 50th Birthday Owen Brown Community Association! 


I had an amazing time at the Owen Brown Community Center with Senator Guy Guzzone, Councilwoman Christiana Rigby, Columbia Association, and many in our community to congratulate Own Brown on their 50th birthday.


This celebration was even more special with Carol and Tom who are believed to be the residents who have lived in Owen Brown the longest, at over 49 years. As the third largest village in Columbia, Owen Brown is one of the most diverse with over 10,000 residents. Thank you to the entire Village Board for all your efforts to ensure Owen Brown is a premiere place to live, work, play, and grow for all!

Celebrating Fall in North Laurel


I had a great time joining Howard County Recreation and Parks at the first North Laurel Community Center Fall Fest. This was a great afternoon full of music, games, entertainment, food trucks, and more! I was especially pleased to watch an engaging performance from the Kangaroo Kids, who performed at the Macy’s Thanksgiving Day parade last year.

Welcome Oak Tree Primary Care!


We’re always so pleased to welcome new businesses to our community! The pandemic has shown us the importance of ensuring healthcare is both accessible and affordable for all. I was thrilled to join Dr. Sarah Zaheer for the grand opening of Oak Tree Primary Care in Columbia. This new practice follows the direct primary care model, through providing concierge level care at a more affordable rate with a main focus on the patient-doctor relationship.

Forging Strong Partnerships


There is no better example of our work to forge strong partnerships and deliver results than at South Branch Park in Sykesville. Working with dedicated leaders like Katie Fry Hester, Maryland Senate D9 and Sykesville Mayor Link, we have delivered new parking, walkways, ramps, benches, flowers and trees for this beautiful and historically significant park.


With this transformative $2 million State grant, we look forward to the creative vision for the adaptive reuse of the B.F. Shriver Cannery coming to fruition.

50 Years of of Howard County AKA's


I was so pleased to join my Sisters of Iota Lambda Omega Chapter of Alpha Kappa Alpha Sorority, Inc. to celebrate their 50th anniversary. Since its establishment, this chapter has grown from 35 member to over 350 women who embody the vision of its founders. These phenomenal ladies are visionaries, trailblazers, and pioneers who have and continue to open the doors for current and future generations. 


Congratulations on 50 years, and I look forward for another 50 and beyond!

Building Our Budget Reserve


Howard County Government's policy reserve has steadily growth to $33.3 million in FY2021, and successfully achieved its multi-year goal of building 3% of policy reserve on top of the 7% charter-mandated reserve at the end of FY2021.

As the only inpatient hospice center in the county, Gilchrist helps support all our residents at every stage of serious illness live life to the fullest and make informed choices about their care. Celebrate National Disability Employment Awareness Month this October: Attend the 2022 Commission on Disabilities Employer Awards Ceremony

 

Observed each October, National Disability Employment Awareness Month (NDEAM) celebrates the contributions of America’s workers with disabilities past and present and showcases supportive, inclusive employment policies and practices. To mark NDEAM, our Commission on Disabilities who host its annual Commission on Disabilities Employer Awards Ceremony next Wednesday, October 19th at 1:00 p.m. at Belmont Manor & Historic Park in Elkridge. This awards ceremony recognizes employers whose hiring and/or accommodation practices, staff development and advancement possibilities value diversity and provide equal opportunities for employees with disabilities. This year’s ceremony guest speaker is Katie Collins-Ihrke, Executive Director of The Arc of Howard County.

Handmade with Love



If you knit or crochet, DCRS’s Office of Veterans and Military Families (OVMF) initiative, Handmade with Love, needs your support. OVMF is currently collecting homemade scarves and hats to send to currently deployed military members. Scarves should be four to six inches wide by 48 to 50 inches long (no fringe), while hats should fit an adult-size head. Materials can be wool, acrylic or non-flammable fleece in subtle shades of blue, brown, olive, gray, maroon and black. Red/white/blue combinations are also acceptable.

 

Handmade items should be dropped off by no later than Friday, November 4th at one of designated locations listed on the flier. Please be sure to pin a note to each scarf or hat with the yarn fiber contents listed, and feel free to include a personal note for the recipient if you would like. As you can imagine, our soldiers are deeply touched by the care and effort when they receive gifts, especially handmade items from supportive fellow Americans.

Champions of Change Conference

 

On Saturday, November 19th, DCRS’s Office of Children and Families and Office of the Local Children's Board will host its 2022 Champions of Change Conference, "Cultivating Change to Advance Equity for All”. Champions of Change focuses on increasing capacity and collaboration among early educators, human service providers, community members and youth. Champions of Change concentrates on the interconnectedness of racial equity, mental health and trauma, social and emotional well-being, child/youth development and collective impact. We believe that by increasing our knowledge, awareness and attention on the unconscious, we can begin to create change within ourselves, our organizations and in our collective communities.

 

This year’s event will take place at the Turf Valley Conference Center in Ellicott City from 7:30 a.m. to 4:30 p.m. and will feature two engaging keynote speakers, 16 educational break-out sessions and a vendor resource fair. Those interested in attending are encourage to register now to take advantage of the early bird registration discounted price of $75.00, which ends October 15th. After the 15th, the registration cost goes up to $60.

 

In addition to Saturday’s main event, a bonus pre-conference workshop and happy hour will be offered Friday, November 18th from 5:30 to 7:30 p.m. at Turf Valley.

Join the Millions Participating in the Great Shakeout Earthquake Drill

 

Preparedness begins with knowledge. Earthquakes are one of the most frightening and devastating phenomena of nature and are just one of the natural hazards that pose a threat to Howard County and Maryland. In fact, just this past Wednesday the ground gave a shake over in Sykesville. And as the infamous 2011 East Coast earthquake demonstrated, earthquakes are unpredictable and can strike at any time. As the 2011 earthquake showcased, it is important that you and your family know what to do should another one inevitably strike our area.

Halloween Fire Safety Tips

 

According to the National Fire Protection Association (NFPA) decorations are the first thing to ignite in 800 reported home fires each year. More than one-third of these fires were started by a candle.

 

Keep your little ghouls and goblins and home safe this Halloween with these tips from our Department of Fire and Rescue Services (DFRS):

  • Use a battery-operated candle or glow stick inside your jack-o-lantern instead of an open flame;
  • Keep all decorations away from open flames and other heat sources like light bulbs and heaters;
  • Choose costumes that don’t have long trailing fabric;
  • Teach children to stay away from open flames, including jack-o-lanterns with candles in them; and
  • Remember to keep exits clear of decorations so nothing blocks escape routes.

Have You Gotten Your Flu Shot Yet?

 

HCHD is encouraging people of all ages to get a seasonal flu shot from a healthcare provider, local pharmacy, retailer or big box store. The flu vaccine can reduce flu illnesses, doctors’ visits and missed work and school (even virtual school) due to flu, as well as prevent flu-related hospitalizations and deaths, and is particularly important for people with a chronic medical condition who are most vulnerable to developing serious complications from the flu. According to the CDC, nine out of 10 adults hospitalized last flu season with the flu, had at least one reported underlying medical condition.

Applications Now Being Accepted for MIHU October Open Enrollment Period

 

Our Department of Housing and Community Development (DHCD) is now accepting applications for its Moderate Income Housing Unit (MIHU) program October open enrollment period. Held quarterly, DHCD’s MIHU is an inclusionary zoning program that offers quality new homes at reduced sale prices and rents to income eligible families.

 

To purchase an MIHU home, individuals must apply to DHCD during an open enrollment period to be placed in the database. To qualify, an applicant’s household income may not exceed 80 percent of Howard County’s median income (example: maximum $96,928 for a four-person household to as much as $127,945 for an eight-person household). Applicants must meet credit score requirements and household income must be sufficient to qualify for a mortgage based on industry standards. Sale prices for available MIHU homes, currently range from $254,985 for a new condominium to $384,916 for a new townhouse. Actual sale prices may vary depending on the size and amenities of the unit. To rent an MIHU unit, a qualified applicant’s household income may not exceed 60 percent of the Howard County median income (example: maximum $50,887 for a one-person household and $72,696 for a four-person household). MIHUs are rented on a first-come, first-served basis, are interspersed throughout each community and residents enjoy the same amenities of community life as market rate tenants. MIHU homeownership applications are now available online and completed applications can be either submitted online, mailed to 9820 Patuxent Woods Drive, Suite 224, Columbia, MD, 21046, or dropped off at DHCD’s Patuxent Woods Drive office by appointment only. Applications are being accepted through 4:00 p.m., Monday, October 31st.


Members Sought for Housing and Community Development Board

 

I am currently seeking applicants – particularly members of our realtor community, to fill two vacancies on our Housing and Community Development Board. Members serve three-year terms and the Board meetings six times a year (currently virtually). Reading Human Rights: What’s Mine and Yours

 

Reading Human Rights is an award-winning monthly book discussion group hosted by OHRE and the Howard County Library System (HCLS) that encourages literary exploration and community dialogue around a variety of human rights concerns. Maryland’s Move Over Law Expands

 

REMINDER: Maryland’s expanded Move Over Law is now IN EFFECT, requiring all motorists to make a lane change or slow down when approaching ANY stopped, standing or parked vehicle displaying warning signals – including hazard warning lights, road flares, or other caution signals including traffic cones, caution signs, or non-vehicular warning signs. The expanded law is in place to protect law enforcement, emergency responders and any motorist that may encounter a roadside emergency and must stop near travel lanes.

Ellicott City

  • Ashbook Drive Stream Restoration (Capital Project D-1176) – Project to to reduce stream erosion and damage to an Open Space area and private property west of Ashbrook Drive. Survey work for the project is expected to begin mid- to late-October, while construction work will start on or about Tuesday, November 1st. The project is not expected to impact traffic flow and weather permitting, is expected to be completed by late February 2023.

Upcoming Document Shredding Events

 

No need to worry if you missed DPW’s Bureau of Environmental Services document shredding event this past Saturday, as the Bureau will be hosting a second event at the end of the month on Saturday, October 29th from 9:00 a.m. to 1:00 p.m. (OR until the trucks are full) at the Long Gate Park & Ride, located off MD 100 Exit 1A in Ellicott City. The event will take place rain or shine and will allow Howard County residents the opportunity to bring up to three bags or boxes of paper to be shredded onsite. Please note, residents are asked to ONLY bring items that contain personal information. Junk mail, catalogs and office paper can be recycled with your curbside recycling collection.

Know Before You Dispose of Those Leaves

 

With autumn officially underway and the leaves getting ready to change colors, our Department of Public Works is reminding residents to keep the following in mind when dealing with those fallen leaves.

 

Do not blow or rake leaves into the roadway in hope that they will be swept up by County street sweepers. Our sweepers are NOT designed to pick up leaves as large quantities of them will clog the sweeper's filters and result in the leaves being spread over a large area. Sweeper operators will in fact avoid areas of curb containing an excessive number of leaves.

 

Also, while Howard County crews work hard to maintain storm drains along more than 1,000 miles of County owned roadways, there are some simple approaches residents can take to help keep our storm drains free of debris to prevent roadway flooding and harmful nutrients from reaching the Chesapeake Bay:


  • Rake and collect your leaves in paper bags or reusable containers for yard trim curbside collection.
  • Mulch your leaves with your mower; they can help nourish your lawn.
  • Mix your leaves with grass clippings and vegetable refuse to make compost.
  • Participate in the Rake-and-Take program where “rakers” (residents who rake and bag leaves and grass) are matched with “takers” (people who want leaves and grass for composting).
  • When rain is in the forecast, check nearby storm drain grates and clear them of debris.

 

Our Department of Fire and Rescue Services is also reminding residents the burning of leaves, trash, yard waste, refuse and building materials is NOT PERMITTED in Howard County.


Department of Recreation and Parks

Lil' Rascals Recess 

 

From now until June, our Department of Recreation & Parks invites you and your little rascals to join them from some indoor recess fun at our Gary J. Arthur Community Center (Thursdays from 9:30 to 10:45 a.m.) or North Laurel Community Center (Tuesdays from 9:00 to 11:0 a.m.). Participants will have the opportunity to play with a variety of sports equipment, push toys, hula hoops and tunnels, as well as enjoy a plethora of other gross-motor-skill activities. Parent involvement is required.

 

The cost to participate is free for center members and $5 for non-center members aged five and older; children under five are free. Shipley Park Feasibility Study Public Hearing 

 

As we continue to strive towards creating an exceptional park system for our community, Recreation & Parks’ Advisory Board seeks public input from residents and community organizations on the future development of recreational facilities in Shipley Park in Marriottsville. The Board will hold a public hearing during its upcoming monthly board meeting this Wednesday, October 19th from 6:30 to 8:00 p.m. in the cafeteria at Marriotts Ridge High School. Those interested in signing up to speak in person or to provide online testimony prior to the hearing, should click HERE. In-person registration will begin the night of the hearing at 6:00 p.m.

The Haunted Experience and Happy Haunted Hayride 

 

Whether you choose fright or fun, a memorable experience awaits for you at Recreation & Parks’ Rockburn Branch Park West this October. If you’re up for a fright, an ink black night sets the stage for a spooky Haunted Experience hayride through the eerie trails of Rockburn to a ghostly dwelling deep in the woods. Awaiting you there are tales of ghosts and goblins and horror that will tingle your spine. Geared towards ages seven and older, Recreation & Parks’ Haunter Experience is set to run Friday, October 21st and Friday, October 28th from 7:00 to 10:00 p.m. and Saturday, October 22nd and Saturday, October 29th from 6:30 to 10:00 p.m. Cost is $10 (cash only) per person at the game.

 

For our younger ghosts and goblins, age two to six, Recreation & Parks has a happy haunted hayride that’s cute, friendly and not so scary. Set to run Sunday, October 23rd and Sunday, October 30th from 2:00 to 4:00 p.m., the cost to ride $5 (cash only) per person at gate.

 

Attendees are reminded to use the Rockburn Branch Park’s entrance off Montgomery Road to access the hayrides. In case of inclement weather, call 410-313-4451 to check the status of the rides. 


Great Outdoors Initiative

 

I encourage you to challenge yourself to get out and get active for at least 15 minutes each day this October through our Department of Recreation & Parks Great Outdoors initiative. Hike a trail in one of our County parks, take a walk along a local pathway, go kayaking or try something new like fishing, kite flying or geocaching. By signing up to participate in this free month-long initiative, you’ll be eligible to participate in random prize drawings at the end of the month. Public Comment Sought on Shared Electric Scooter Pilot


As the pilot period for our shared electric scooters in Downtown Columbia comes to an end, our Office of Transportation is seeking public feedback on the program. I invite you to join our Multimodal Transportation Board during its meeting next Tuesday, October 25th at 7:00 p.m., to be held virtually via WebEx, to present testimony on the program. Those interested in providing comment during the meeting are asked to email transportation@howardcountymd.gov by 9:00 a.m. on the 25th to sign-up to speak.

 

Following the meeting, a survey will also be available on Transportation’s Shared Electric Scooter Pilot webpage.

Our Office of Transportation has partnered with the Downtown Columbia Partnership to assess walkability in Downtown Columbia, and the two want to hear from you. Ahead of on-site evaluations of existing pedestrian conditions, the project team has created a short survey and interactive map to allow residents the opportunity to share existing issues and concerns in Downtown Columbia. Your feedback will help the project team identify walking routes for their on-site visits and refine a set of short-term and long-term recommendations for improving pedestrian comfort and safety in the area. A final report of recommendations will be developed with the goal of improving safety and access for people walking, biking, scooting and taking transit.
