Welcome, Officer Schmitz
Hallsville’s New SRO

The Hallsville School District is excited to welcome Officer Cody Schmitz to the Indian Family! In a partnership between the City of Hallsville and the district, Officer Schmitz will serve as our new School Resource Officer. Schmitz started his new SRO position this summer and has spent the first few weeks of school getting to know students and staff. 

Officer Schmitz holds a degree from Columbia College in Criminal Justice and has six years of law enforcement experience, working for Sturgeon and the Morgan County Sheriff's Office. In addition, he has been a member of the Missouri Army National Guard since 2008.  

As the SRO, Officer Schmitz will serve as a liaison between the Hallsville Police Department and the Hallsville School District. The School Resource Officer fills three primary roles and objectives for the district, acting as an educator, mentor, and law enforcement officer to students, faculty, and the Hallsville community. “Helping students see law enforcement as someone you can trust and come to when you need help, is something that I feel strongly about. I look forward to creating relationships with students and staff across all school buildings to help reach this goal,” Schmitz says.  

Officer Schmitz and his wife Brittany live in Ashland. Brittany is a Behavior Analyst for the Thompson Center for Autism and Neurodevelopmental Disorders in Columbia. When you see Officer Schmitz around campus or the community, please take a few minutes to welcome him to the district!  
Coach Koeneke 
Field Dedication & Number Retirement

We cordially invite all former coaches, players, students, and baseball fans to the field dedication and number retirement for Coach Koeneke Friday, September 17 beginning at 5:30 p.m. at the baseball field. A reception will be held following the dedication at Hallsville Primary School from 5:45 p.m. - 6:45 p.m., as well as recognition during the Homecoming football game that evening.
Boone County Schools Mental Health Coalition
Suicidality & Prevention

Hallsville School District is fortunate to have a strong partnership with Boone County Schools Mental Health Coalition. Last week, secondary staff received additional training from the district’s regional coordinator on suicidality and the educator’s role in prevention. In addition, HMS counselor Kayla Lewis took this week to speak with all students on risk factors and warning signs, supportive steps students can take when in crisis, as well as community resources available for support.

Free & Reduced Lunch Application
It’s more than a meal application! 

Did you know that completing the free and reduced lunch application does more than qualify you for free meals at school? It provides funding to our schools, provides students and families with discounts and reduced fees within the District, and qualifies students for scholarships and financial aid.

Hallsville PTO would like to invite all families to join them for their first meeting of the year on Thursday, September 16 at 6:30 p.m. in the Hallsville Primary School cafeteria. Hallsville PTO provides scholarships for graduating seniors, funds for field trips, has purchased the new playground equipment for the Hallsville Primary School, and Chromebooks for students at Hallsville Intermediate School. In years past, they have also hosted their annual Trivia Night and other family-friendly events such as Chicken Patty Night and Jump Parties.

We are extremely excited to announce the Hallsville Athletic Boosters are back in action! We're pumped about the momentum already and look forward to serving our community. HAB is going to work hard and diligently to enhance Hallsville Middle and High School athletic programs for years to come. But, we can't do it alone! 

Hallsville Athletics Boosters club is only as good as its members make it! We encourage you to become a member and join us in our mission, for your children, your school, and your community. By becoming a HAB member, you are not only joining a fantastic group of like-minded people, but you are directly investing in our community's youth and athletic programs. HAB works to financially support and help cover expenses of the athletes and the athletic programs at Hallsville Schools. Membership dues and monies earned from fundraisers will be used to assist in covering the expenses of games, supplies for concessions, athletic banquets, and enhance the needs of the athletic programs at Hallsville. YOU can be a part of it all!

August Highlights & Sept. Meeting

Below are highlights of items discussed during the open session of the Wednesday, August 18 Board of Education Meeting. The full agenda with document links is available on the district website

RECOGNITIONS
Billy Roberts & the Maintenance Department were recognized for their hard work and dedication to preparing our schools for the start of the new school year. Over the summer various projects were completed including replacement of tile, addition to carpet, and painting of two gymnasiums as well as summer cleaning of all district buildings. 

APPROVAL OF RFP FOR INTERMEDIATE CHILLER REPLACEMENT
The Board approved the RFP for the replacement of the intermediate school chiller. After more than 25 years of use, the chiller for the HVAC system at the intermediate school must be replaced. Bids were accepted through September 3, 2021.  

FACILITIES MASTER PLAN 
Revisions to the district’s facilities master plan are in progress, and will be presented for Board review at the September meeting. The completed plan should be used by the Board of Education in setting facilities priorities and making decisions on future bond issues and projects. In preparation for an April 2022 bond issue, it was recommended the Board select dates for community forums in late September, October, and November. This timeline will allow the Board to develop ballot language during the regular December meeting, well in advance of the January deadline.

2020-2021 TAX RATE
August is the month when the district holds our annual tax rate hearing and sets the levy for the coming year. This is required for every Missouri district. The tax rate must be established prior to September 1. Per his agreement with the district, Jason Hoffman has computed the tax rate. The proposed rate was submitted to the State Auditor’s Office and reviewed for compliance. 

Last year, the Board of Education restored the voter‐approved tax rate ceiling by eliminating the $0.0589 voluntary rollback of the operating levy in place since 2017. Since that time, a Missouri Court of Appeals ruling in Blankenship v. Franklin County has required the recalculation of the tax rate ceiling for approximately 145 school districts and 600 total taxing entities, including the Hallsville School District. The updated tax rate pro forma provided by the State Auditor’s Office includes this recalculation, resulting in an expected loss of roughly $70,000 in local revenue. Mr. Hoffman will include this adjustment in a future budget amendment.

DISTRICT APR ESSER III PLAN
The Board approved the District's initial American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief (ESSER III) plan as presented. The Missouri Department of Elementary and Secondary Education (DESE) has allocated ARP ESSER III funds totaling $2,092,820 to the Hallsville School District for use in its pandemic response efforts. Funds are provided on a reimbursement basis only. The funds must be expended by September 30, 2024.

RETURN TO SCHOOL PLANS
Updated federal guidance requires each district’s safe return to school plans be updated for the 2021‐22 school year and continue to be revised at least every six months in response to the pandemic’s local impact. The administrative team began revising our plan in late spring, and the draft plan was presented for review by staff and parents. Feedback gathered from the school community has been used to further improve and clarify the initial plan.  

The board did not initially approve the proposed plans. After discussion, Becky Hoskins moved to reconsider the previous vote and the Board approved the Hallsville School District Safe Return to In-Person Instruction and Continuity of Services Plan as originally presented. Protocols will be reviewed by the board as needed.  

The next regular monthly meeting of the Hallsville R-IV Board of Education is scheduled for Wednesday, September 15 at 6:00 p.m. in the Hallsville Primary School cafeteria. During board meetings, individual members of the Board of Education and the Superintendent are regular participants in an open public meeting. Other individuals, most frequently administrators and employees of the District, may be scheduled to make presentations as indicated on the agenda.

Hallsville Girls Scouts (K-8th Grade)
The Hallsville Girl Scouts hosted an open house for students in kindergarten through 8th grade last week. If your student is still interested in learning more about Girl Scouts and how to get involved, please send an email to [email protected]

Hallsville Go-Getters 4-H Club
The Hallsville Go-Getters 4-H Club will host an information meeting on Thursday, September 23 at 6:30 p.m. at the Hallsville Fairgrounds for all new families wanting to join Hallsville 4-H. Students must be between the ages of 8-18 by the first of January.

Join the Hallsville Park Board for Movie in the Park on Saturday, September 25 at 7:30 p.m. at Tribble Park. This event is free for families! 

The Police Foundation of Hallsville is offering two scholarships for Cub Creek Science Camp in Rolla, Missouri during summer 2022. Camp scholarships will go to one boy and one girl, within the Hallsville School District, between the ages of 12 and 17. Applications are due October 15, 2021. 

Join the Driskill’s Friends and Family 10th Anniversary of Kars for Kids Buddy Sack Car Show on Sunday, September 12 at Hallsville Primary School. More information can be found by clicking the flyer link above. 

The Show-Me State Games are hosting their 9th Annual Pumpkin Fun Run on September 25 at Albert Oakland Park. This event is open to Boone County students in grades K-5, families, and teachers.
