At this time, we have started to see an uptick in Covid cases throughout our 7 counties.

This is a reminder that if you close your Facility for any reason you are required to notify the Coalition via the Redline (redline@elcnwf.org).

The following information needs to be included in the Redline notification:
  1. The date you closed (Please include the time closed if you were open for a portion of the day)
  2. The potential date you plan to reopen. If you cannot open on your intended reopen date, a notification should be sent to the Redline that you are unable to open.

Once you do reopen, you need to notify us via the Redline that you are back open. 

Finally, you must enter the Temporary Closure information in the Provider Portal/EFS Mod as your request for payment. You will need to upload a document on letterhead outlining the day/dates you were closed and the reopen date information.

School Readiness Providers

Please remember attendance is due the 3rd business day of the month, this includes your sign-in and out sheets. If you submit after the deadline, you risk having that attendance processed in the next open Reimbursement cycle. Please ensure that all excessive absence forms, Court Orders, and doctor’s notes are uploaded to MOD (Attached to the absence) as well as ShareFile. It is important to have all of these documents uploaded to avoid delaying the processing of your attendance. [Reference: Statewide School Readiness Provider Contract - Paragraph 57 Attendance Documentation]

With the new 2021-22 Contract, Private Rate Changes now require a minimum 14-day notification to the Coalition BEFORE the rates go into effect. It is no longer acceptable to notify the Coalition by the close of business on the day of the rate change. If you fail to notify us 14 days prior to the rate change, you will not be able to have the new rates go into effect until 14 days after notification. [Reference: Statewide School Readiness Provider Contract - Paragraph 52 Rate Changes and Limitations]

Please check your registration fees queue. Children you would like to request registration fees for the 2020-2021 contract year need to be submitted no later than July 31, 2021. If you have children in the queue that you do not intend on requesting reimbursement for, please remove them from the queue. Registration fees for the 2020-21 contract year will not be able to be paid out through MOD if not submitted by July 31, 2021.

The option to request 2021-22 Registration Fees will not be available until after August 1, 2021.
VPK Providers

If you have a rejected VPK Application please log in and make the requested changes. If you do not resolve the issues in a timely manner your VPK Program start date could be delayed. VPK Applications have to be certified by July 31, 2021. Failure to meet this deadline will push start dates back and calendars will have to be changed. If you are unsure as to why your VPK Application is rejected, please reach out to a Contract Specialist and they will assist you.

Anytime you are uploading documents to the application, please ensure that you are uploading these documents as PDFs and not as Word documents.

Once the VPK Application is approved and the VPK Contract is fully executed, Providers can enroll the children in the VPK Program through EFS Mod.  As in previous years, ensure that you are completing the middle section of the COE and obtain the required signatures.  The ability to save the completed COEs in ShareFile is always an option as part of the five (5) year record retention requirement. Providers who wish to upload the documents should upload them in the Eligibility section and create a folder for 2021-22 COEs.

Order VPK Assessment Materials –IF NEEDED
After completing the initial registration wizard and setting up the “center staff” and “classrooms” tabs, you may order any needed materials for the VPK Assessment in a timely fashion. DO NOT order materials if your school/center will be closed for the summer and no one is there to receive the materials. Materials will begin shipping within a few days of the coalition’s approval of centers’ orders.
Materials have not changed from last year, and providers who do not need additional materials are not required to order.

SB252 Vehicle Alarm Bill

The Office of Child Care Regulation is currently in the process of promulgating a set of rules for child care facilities to follow when choosing, installing, and maintaining an alarm system pursuant to Senate Bill 252 recently signed by the Governor. By Jan. 1, 2022, child care facilities are required to install an alarm system in each vehicle used by the facility to transport children. The alarm will prompt drivers to check their vehicle for any children left behind before exiting the vehicle.

This bill was written and passed by the Florida Legislature in response to reported deaths of small children left behind in hot vehicles. The bill takes effect on Oct. 1, 2021.
The updated rules will soon be made available in the Licensing Handbooks found on www.myflfamilies.com. A list of alarm manufacturing companies will also be made available.

Child care facilities should note the new requirement for an alarm system does not replace the requirement to maintain a transportation log, pursuant to Section 2.5 of the Child Care Facility Handbook. Drivers must continue to record a log with each child’s name, the date and time of departure, and the initials of child care personnel indicating that each child was accounted for. A second visual sweep of the inside of the vehicle is also still required in lieu of the new alarm requirement.

In addition, those operating large family child care homes are still required to conduct a second physical inspection and visual sweep of the vehicle to ensure no child is left behind and sign, date, and record the transportation log immediately after verifying all children were accounted for, pursuant to Section 2.4.2 of the Family Day Care Home and Large Family Child Care Home handbook. 
Family Portal - How to Complete the School Readiness Enrollment Process

At the last Provider Network meeting, we were asked to share the YouTube video on how to assist families with completing the school readiness enrollment process. This video contains information on:

  • Accepting terms and conditions
  • Establishing consent settings for developmental screening
  • Signing payment certificate

Telehealth for Mental Health Services

The Coalition is excited to announce that each School Readiness child care program will be receiving a tablet for secure, confidential, and convenient telehealth mental health services. Connect with a consultant on the go with virtual therapy appointments for children, families, and staff. ​
A Coalition Mental Health Specialist (MHS) will be delivering a tablet with a protective case and telehealth guiding documents to each center within the next few weeks. The MHS will provide technical assistance on how to use Simple Practice for the Telehealth system. ​

Acknowledgment of Received Goods
 
For items (Goods) purchased by the Coalition and delivered on-site at your program, you will need to complete the "Acknowledgment and Attestation of Received Goods" form and checklist.​

  • Forms will need to be submitted within three business days of receiving the package.​
  • Forms will need to be uploaded to the Quality Folder in the Coalition Document Exchange and labeled "Received Goods.”
REQUIRED Banking Information for Teacher/Director Stipends

Building Better Beginnings Quality Initiative (BBB)
Fostering Quality Infant & Toddler Care; One Teacher at a Time!
The Coalition is sponsoring an Infant and Toddler Quality Initiative with an emphasis on the teacher, Director, and continuity of care within the classroom. The framework for this initiative is the implementation of the FSU 10 Components Quality Care for Infant and Toddlers. Commitment levels for selected teachers and Directors are high, but so are the benefits. Programs will be selected to participate, based on eligibility criteria.
Extended Professional Development to Support High-Quality Language and Vocabulary Instruction in Prekindergarten Classrooms Project 2021-2022 
 
The Florida Center for Reading Research in collaboration with the Florida Division of Early Learning would like your support in this professional learning opportunity for prekindergarten coaches and teachers.
 
There are limited enrollment slots for this project, and we want to give the teachers in our region the first opportunity to participate starting in late August 2021. To receive one of these slots, teachers and coaches must sign on by August 1, 2021.
