We are a non-profit fraternal organization of former members of the Montgomery County (MD) Police Department and other departments serving the citizens of, and visitors to, Montgomery County, Maryland. We are not the former Police Association or politically involved as an association.

Our 900+ members receive bi-weekly newsletters, and occasional bulletins. We participate in annual reunions, monthly breakfasts and luncheons and other activities.

In memory of
Private David W. Bisset
Montgomery County Police Department
October 1, 1952

A fire call on Dallas Avenue in Silver Spring on Tuesday, September 30, 1952, brought Officer David Bisset south on Piney Branch Road with the siren and red light operating on his cruiser. An accident happened at Old Bladensburg Road just before 2 p.m. when a Hyattsville woman drove her car into the intersection, striking the police car. The impact spun the police car around, throwing Bisset to the pavement.

The 55-year-old patrolman was taken to Washington Sanitarium in Takoma Park where he died of his injuries at 2 a.m. the following morning. The woman was charged with failing to yield the right-of-way to an emergency vehicle.

The EOW Vigil for Private David W. Bisset will be held on SATURDAY, October 1 at the Public Safety Memorial located at Montgomery County Police Headquarters from 10am to 11 am.

Overtime for active MCP personnel is not authorized to attend this event, proper schedule adjustments must be made. Uniform of the day or attire respectable for the event should be worn.

The MCPAA regrets to advise you of that Honorary Member Edward Joseph Roach Jr., retired Special Agent. FBI, died peacefully on September 9, 2022, in Emerald Isle, North Carolina at the age of 78.

He is survived by his loving wife, Connie Dugan, his two daughters, Kelley Freeman (Mark) and Katy Cowan (Matt), and stepdaughter Katherine Jones (Lenny), and stepson Mike Thomas (Suzanne), his younger sister Cathy Williams, nephew Jay Williams (Laura) and niece Beth Kirby (Kevin) and 8 grandchildren, Madelyn and Molly Cowan, Hudson Freeman, Madison Ridgley, McCrae and Teddy Thomas, Meghan Simme, and Taylor Bell.

Ed Roach Jr. was born on August 10, 1944, in Norwood, Massachusetts to Marion and Ed Roach. His family moved to Baltimore, Maryland when Ed was eight years old and growing up, their home was the popular hang-out house for friends and neighbors alike. Ed learned from his parents at an early age how to conduct himself in the presence of others, and how to appreciate family, good friends, and neighbors. He also learned the importance of being a good employee and understood the value of a day's work for a day's pay. Ed graduated from City College High School and then went on to the University of Baltimore and received his bachelor's degree in Business Administration. He had two years of law school under his belt when his application to the FBI was accepted by J. Edgar Hoover and he entered the Bureau service on August 11, 1969.

Ed served in the Louisville, Detroit, New York, and Baltimore FBI Offices. He spent nearly 21 years in the old Silver Spring Resident Agency before receiving his PRL transfer to the Charlotte Office in November of 1998 where he was assigned to the offsite at Camp Lejeune. Ed worked in the Violent Crime Major Offender Program during his 30 years, 18 of those years were spent in the SWAT Program in New York (four years) and Baltimore (14 years). This experience, along with his 21-year partnership with the Montgomery County Police Department, were highlights of his exalted career.

Ed was proud to have been featured on an episode of the FBI Files on the Discovery Channel, titled "Hired Gun" for his lead work in a triple-homicide investigation. Following his retirement from the FBI, Ed became an investigator for the North Carolina Department of Insurance. He often recounted the rigorous training regimen and obstacle course he had to complete under two minutes at the ripe age of 57 with two knee replacements!

Ed's gift of gab, quick wit, big smile, blue eyes, and compassion for others captured the hearts of all who were lucky to cross paths with him. During Ed's 24 years on Emerald Isle, Ed was a beloved and cherished member of the community. In some ways, he was considered the unofficial mayor Ed was larger than life and always celebrated life to the fullest.

Ed also leaves behind the Dugan Family. Ed's great love affair with Connie brought such joy to Connie s children and their families, Tim (Kathi), Tom (Marsha), Erin (Todd), and Molly (Francis), and eight grandchildren, Kati, Michael, Alex, Ginny, Sophia, Ellie, Bella, and Ryan. He was wildly adored by all of them, and he returned their love in fierce abundance.

The events surrounding the 100 year anniversary are coming to a close. Our capstone event is our Centennial Black Tie Gala to be held on October 21, 2022, at the Bethesda North Marriott. We have a fully stacked program featuring an audio/visual production showing the history of the department, as well as dignitary and Chief remarks. Our keynote speaker, Gary Williams, currently serves on the HEROES board and is the former head coach of the Maryland Terrapins Basketball Team. The evening promises to offer plenty of opportunities for fellowship, dinner and drinks, dancing, and a live band! On behalf of the 100 Year Anniversary Committee would like to extend an invitation to all of our sworn, professional, retired and volunteer staff to celebrate!

Dear Fellow members,

In this week’s message I want to bring something to your attention that I suspect could severely impact your medical benefits for those of you who are in the CareFirst network.

I was advised by one of our members that Johns Hopkins Medicine is in negotiations with the CareFirst network over the compensation for
services received. According to the letter, Johns Hopkins patients could lose insurance coverage for their care beginning December 05, 2022, if a fair agreement with CareFirst and Johns Hopkins cannot be reached by that date.

1935 was not an easy year for the police department. It started out with the infamous car barn murders at Chevy Chase Lake, the terrible tragedy at Rockville when an express train struck a school bus and killed fourteen students, a high society murder for hire scheme which attracted much publicity, and the ongoing investigation of the murder of storekeeper Horace Waters at Germantown.

After all of that it was revealed that in November a reporter for the Washington Star had solved a murder by himself. Jack Allen, the reporter, was on his way back to Washington from Frederick and was driving on what was then called the Dawsonville to Barnesville Pike (apparently the future Route 28) when he saw a car and a dead body lying in a field.

 Allen was able to trace the car to the home of Manuel Valera at Doubs in Frederick County. Allen turned around and drove to Doubs where he informed the family of his findings. Allen became suspicious of Alfred Brown, a step- son, and offered to drive him to Washington. Instead of going to DC Allen stopped at the courthouse and went inside and told States Attorney James Pugh about what he had learned. Brown was taken inside and in no time had confessed to the murder of his stepfather.

In the meantime, someone else had contacted the Montgomery County Police and they were hard at work looking for clues. Pugh notified the confused group of officers that they need not bother. The defendant was already in custody!

 Visa, Mastercard, and American Express plan to separately categorize sales at gun stores
Visa, Mastercard and American Express will separately categorize sales at gun shops. The decision is a win for gun control advocates who say it will help track gun sales. Until Friday, gun store sales were considered general merchandise.
According to The Associated Press, the payment processors announced the change on Saturday, after the International Organization for Standardization, a Geneva-based nonprofit, approved the creation of a merchant code for gun retailers. Until Friday, gun store sales did not have a unique code and were considered "general merchandise," according to a spokeswoman for the ISO.
"Following ISO's decision to establish a new merchant category code, Visa will proceed with next steps, while ensuring we protect all legal commerce on the Visa network in accordance with our long-standing rules," the company said in a statement to Insider. American Express said it will work with its third-party processors and partners to implement the new merchant category codes.
"It is important to note that MCC codes are one of many data points that help us understand the industries in which our merchants operate," the company said in a statement. Reuters reported the ISO was influenced by gun control advocates, including US Senator Elizabeth Warren, who urged the CEOs of Mastercard, American Express, and Visa to make the change. Mass shooters have repeatedly financed deadly massacres using credit cards, and bank CEOs need to step up to save lives," Warren said.
In a statement to Insider, Mastercard said: "We understand and appreciate the significant policy imperative in reducing gun violence and see the recent bipartisan action in Congress as a positive step. We believe it is that type of effort that will meaningfully address the tragic gun violence facing the country."
The AP reported gun rights advocates argue that tracking gun sales unfairly targets legal gun purchases. Lars Dalseide a spokesman for the National Rifle Association told Insider that the ISO's decision to create a firearm specific code is "nothing more than a capitulation to anti-gun politicians and activists bent on eroding the rights of law-abiding Americans one transaction at a time. This is not about tracking or prevention or any virtuous motivation – it's about creating a national registry of gun owners."
Sen. Warren did not respond to Insider's request for comment.

MCPAA Editors Report:

The MCPAA publishes 26 regular bi-weekly editions of our newsletter, “The Roll Call”. As editor I collect all relevant emails sent to us along with the regular writers who submit stories and organize them into the newsletters.  

In addition, we do a “death notice” special mailing for MCPAA members who die, along with announcing special events that arise between the two-week span of the Roll Call.  

Our email list currently has 951 email addresses in the system. Besides paid and life members we have the widow/survivor(s)of deceased members, honorary members, friends of the MCPAA and active police department employees who have requested a copy of our mailings.

The MCPAA welcomes submission of interesting and relevant stories from both our membership and outside. Photos that are emailed to us usually appear, and it is requested they be sent in jpeg format. 

It is our desire to provide a newsworthy and interesting product for our readers. All suggestions and submissions to us are welcomed.
