MAYOR'S UPDATE

We are happy to report that the Board had the pleasure of swearing in six new police officers last week. It has been over two years since we did the swearing-in ceremony with friends and family present for one of our favorite Village rituals in person at the Courthouse. We take great pride in bringing on the next cohort of our police officers, all of whom are Ossining residents, some of whom are bilingual, and all have deep ties to our community which we find is at the heart of community policing. Congratulations to all officers and their families:

Last week, Robert DiCioccio and Peter Connolly celebrated fifty years of exceptional volunteer service to the Ossining Fire Department’s Holla Hose Company No. 5. The Village is grateful for their many years of loyal service to our community.
This week, Westchester Magazine will honor the 2022 Best of Westchester winners in person! We are pleased to say that four of the winners are based out of the Village of Ossining.

Please join me for our upcoming fun family events throughout Ossining this week. For the Family Entertainment Series tonight, please join us at Henry Gourdine Park at 7:00 PM for Li Lui Acrobat! Tomorrow night, we continue fun with a summer block party from 4:30 – 6:30 PM on Broad Avenue followed by the Summer Acoustic Music Series at Market Square with Gary Adamson playing from 7-8:30 PM. Then on Friday, Ossining RiverJam is back with KJ Denhert Band - Food trucks at 5, concert at 7. We’ll see you there!
ConEd is preparing for the heatwave in our area this week. Please, limit your energy usage to prevent power outages. If your power goes out, to report an outage, text OUT to 688-243. ConEd will send updates as restorations progress.
Ossining’s Joseph G. Caputo Community Center is available this week as a cooling center during the excessive heat. The community center will be offering a safe place to cool down through Friday from 9 AM to 9 PM, Saturday from 9 AM to 6PM and Sunday from 9AM to 3 PM.

In addition, we will make the pool available for open swim Monday-Friday from 7-8:45 PM, Saturday from noon – 5:45 PM, and Sunday from noon – 2:45 PM. There is a fee of $5 per person for those in the community that are not members.
This week’s Legislative Meeting will take place on Wednesday, 7/20, at 7:30PM over Zoom. Some items of note:
 
  • We will begin with a short Special Presentation from CleanPathNY— this initiative, led by the NY Power Authority (NYPA) and two private sector energy partners, proposes to create infrastructure that delivers 7.5M megawatt hours of emissions-free energy generated in upstate NY, to the New York City area, in large part to offset what was lost in the Indian point closure. While the infrastructure will largely be in NYPA's right of ways, the system will need to make landfall in the Cortland/ Peekskill area and will need to re-enter the Hudson somewhere near Ossining. They have scheduled two local public meetings for next week to hear more about environmentally-sensitive areas and other locations that should be avoided as the team finalizes this course segment.
  • Next will be a budget adjustment for the Unleaded Fuel/ Diesel Fuel/ Heating Oil lines that will soon be overdrawn due to recent price increases. As explained by Treasurer Dale Brennan, the increased funding for these lines will come from offsets in our Sales Tax and Sale of Surplus Equipment revenue lines.
  • The Board has (2) resolutions to authorize the release of bidding documents for (2) DPW projects—the installation of new water meters and the improvements to the 5 Corners Intersection.
  • The Board is being petitioned to honorarily name a street after Dr. George W. Hill—the request from Althema Goodson, on behalf of the Dr. George W. Hill Legacy Center. This resolution is the first step, directing the Village Historian to begin the research process for the BOT’s review.
  • As discussed in last week's Work Session, there will be a resolution agreeing to fund (3) tax certificates.
  • The Board will be asked to call for a Public Hearing on proposed Local Law #9 of 2022, which contains the various revisions to downtown/commuter parking that have been discussed over the past several months. If we plan to offer a 30-day notification period, this law is scheduled to take effect in early October 2022.
  • As a "belts and suspenders" measure, the BOT will be asked to formally declare the Village's intention for the OPD to participate in an inter-municipal records management system orchestrated by the Westchester County Department of Public Safety.
  • The Board will be asked to adopt a formal policy for maintaining and retaining electronic records.
  • There will be a resolution authorizing the release of bidding documents for the Lakeville Water Tank project, discussed in last week’s Work Session.
  • There will be (4) resolutions authorizing the matches for the CFA submissions we will be completed next week— (1) is for a standalone project (updating the LWRP), the other (3) are for complimentary funding on previously identified DRI projects (the Community Center, Market Square, and the Parking Garage), all of which will stand to DECREASE the Village's pre-committed cash match if awarded.
  • Finally, the Board will be asked to approve a resolution to the Westchester County IDA in support of the PILOT agreement for 30 Water Street.
