OCTOBER 2022 NWCA NEWSLETTER

SEPTEMBER MUSIC IN THE PARK

Thank you to everyone that attended the final night of Music in the Park at Westshore...a major debt of gratitude to Lara Stevenson and her crew from the North Westside Fire Department, that came and helped serve food and drink and kept the organizers with a smile all night long...and to the wonderful musicians who entertained, including Susan and Carol, Fritz and Duane...such talent we have here on the westside and to the Hippie Market locals, who generously donated for the Fire Department Draw and all of their participation this season...you guys do make the event special and thank you to Sashah Harrison from Kotan Candles and Emma and Brynnley Gardner who attended all four and participated in a special kind of way with hearts of gold for the westside...and to the best partner a gal could ask for, Greg MacKeen, you are #1 thank you for a season's long support... the kids and future fire fighters were in tow as well, LOL... While it may not have been 'well' attended, those that came out and enjoyed all seemed to really have a good time... even 'Bunny' came to play, LOL. - Wendy Waters - NWCA Director of Events

NORTH WESTSIDE GOVERNANCE UPDATE

Study recommends transferring North Westside area to RDNO

Published by Castanet - Wayne Moore - Sep 24, 2022 / 4:00 am |

A lengthy governance review of the North Westside of Okanagan Lake has made just one recommendation.

The region should be be transferred from the Regional District of Central Okanagan to the Regional District of North Okanagan.

That recommendation is part of a 140 page report to be presented to the RDCO board on Monday.

The governance study was undertaken by Neilson Strategies with a $60,000 grant obtained through the provincial government in response to general dissatisfaction with how the area is governed.

The areas, including Westshore Estates, Killiney Beach, Upper Fintry, Fintry and La Casa, extending south to Caesar’s Landing, while part of the RDCO, have over the years openly lobbied to be self-governed.

The communities north of Fintry in particular are more economically and culturally tied to Vernon rather than Kelowna.

The North Westside Study Committee said it made the single recommendation based on feedback it received after discussions with members of the community.

The recommendation in full, states:

"The Electoral Area West and North Westside Governance and Services Study Committee recommends that the regional board, in collaboration with the province and the Regional District of North Okanagan, pursue a further study to explore in detail the services, governance, and financial implications of removing the North Westside from Central Okanagan Electoral Area West and the Regional District of Central Okanagan’s boundaries and creating a separate electoral area within the Regional District of North Okanagan."

The committee concluded it believed making one single recommendation would best serve the community, and more effectively communicate the top priority.

The RDCO board will be presented with the full 140-page report on Monday.

While some members of the community have pushed for incorporation of the North Westside into a distinct municipality, the report found the region's tax base makes that unfeasible.

"The option (incorporation), however, is typically only suggested for communities that meet a number of criteria considered essential for municipal sustainability. One criterion is a diverse tax base, with a commercial core and non-residential assessment that can be used to spread the local property tax burden beyond residential properties. The tax base in the North Westside today is not diverse."

OCTOBER 2022 MOON CALENDAR

THE HUNTER'S MOON

October’s full moon is commonly called the Hunter’s Moon, harkening back to European and Native American traditions where hunters would use the light of the full moon to track down their prey and stock up for the coming winter. Contrary to popular belief, the Hunter’s Moon isn’t actually bigger or brighter than usual.
