PVCA Social Event Update

Great news. We will be having our Annual Christmas Tree Lighting and Toy Drive Event behind the Gourmet Shop and Conference Center of the Ponte Vedra Inn & Club on December 1st at 5:30PM. Wrist Band pick-up will be on November 30th from 2-5PM on the Patio behind the Gourmet Shop. We also will be having our Annual Valentines Day Dance on February 18th, 2022 in the Grand Ballroom.
Street Safety on San Juan

Based on the survey results from the 300-400 block of San Juan Drive, we requested that a study be conducted on what could be done to improve the safety of San Juan Drive. The MSD indicated they were going to reach out to a county traffic engineer about doing a study. 

We always encourage you to contact your local representatives and county commissioners with any input and/or suggestions regarding our community.

Dedicated Ponte Vedra MSD deputies contract

For the last 40 years, the MSD has had a contract with the Sherriff's office to pay a large portion of deputies salary to focus attention on the MSD area. Our current contract with the St. John’s Sherriff's office expires on September 30. At the last MSD meeting, the Trustees voted 6-1 to renew the contract.  However, due to shortage in staffing and the low crime rate in the MSD, the Sherriff's office has declined to sign the contract approved by the MSD. They state the deputies will still respond the same as they do across the county to calls but feel other areas are in more need of attention. The MSD is looking into private security options to consider.

Gwinn Volen has ordered “We support our St. Johns County MSD Deputies” signs.
She is distributing them at 215 Pablo on Saturday, October 2 from 11-1 pm.

You can also call the non-emergency Sheriff Office to make any comments regarding the contract that expires today.

Commissioner Jeremiah Blocker's Priorities
 
In his comments to the Roundtable, Commissioner Blocker noted the tremendous growth and stated that his priorities for funding were:
 
1.     Fire and Rescue
2.     Law Enforcement
3.     Transportation
 
He also said that growth will continue and that we need to have a good balance between residential and commercial and that currently we are closer to 80residential/20 commercial and a better balance would be 60residential/40commercial.
 
The coming influx of healthcare providers was cited by Commissioner Blocker as very good for the County as we only had one hospital and the County is now attracting top quality health care providers.
 
He told us that there will be a series of growth management workshops starting in October which will be a good opportunity to address many of the issues like school and transportation concurrency as well as a forum to hear from citizens.
 
The issue of continued use of septic tanks was raised and he committed to look into other alternatives. 
 
The issue of our current Commission form of government was raised and Commissioner Blocker acknowledged that with the substantial growth that it is likely time to look at other forms of representation.
 

Roundtable Legislative Priorities
 
At the Monday meeting, the following legislative priorities were adopted. These will be presented at the State delegation meeting on October 1.
 
·      Fund Florida Forever at $300M annually, and fund Florida Wildlife Corridor acquisitions. 
 
·      Protect local governments’ statutes and revenues from state preemption laws.
 
·      Stop septic tank pollution with emphasis on vacuum septic systems over conventional septic systems. 
 
·      Support comprehensive legislation to enhance water quality and to further limit water pollution before it is too late.
 
·       Direct state agencies to examine water supply resources and plans to meet the rapid growth. 
 
·      Allow local governments to regulate short-term vacation rentals. 
 
·      Repeal HB 337 statute which limits local governments’ ability to raise impact fees. 
 
·      Support funding for coastal communities to mitigate sea level rise. 
 
·      Provide funding to assist counties in the purchase of “Development Rights” for agricultural lands. 

Project south of Target

The PVZAB held a meeting on September 13th and voted on the proposed mixed use Hotel and commercial offices. The vote was not in support by the PVZAB due to too many variance requests. Unfortunately the County Commissioners can ignore the preference of the PVZAB like they did with the Public Storage facility. If you have an opinion on this new development, please contact all the county commissioners.
FEMA Dune enhancement project

Trucks loaded with sand will travel from the Keystone Heights mine to the Cornerstone Park where 80 to 100 trucks will be staged. The trucks will come in early each day beginning at 6:00 AM. From Cornerstone Park the trucks will be released one at a time to the access points including empty lots at addresses 725 and 965 Ponte Vedra Blvd., and Mickler Beach (Mickler will only be utilized Monday thru Friday). At these access points the trucks will either bring sand onto the beach or use the access point as a staging/dumping area from which a backhoe will move the sand over the dune. There will be a total of 19,000 Truck Loads of sand or approximately 200 Truck Loads per day. 
 
Lot 725 will be one of the sites used for sand inventory only. Trucks will be routed to Lot 725 when the north Ponte Vedra Beach dunes are being restored. Lot 725 is the northern most lot that was available for use. It currently has a home on it which the CHC has agreed to demolish for the benefit of the new owner who will build a new home. Most likely two access points will be utilized at one time. Articulated trucks (dump trucks) will operate on the beach to move sand from the inventory areas along the beach to the areas requiring restoration.   
 
There will be a police presence at intersections, access points and on the beach. The role is to ensure public safety and maintain adequate traffic flow. The planned route from Cornerstone is A1A to Mickler and onto Ponte Vedra Boulevard. There are no plans to utilize Solano or Corona at this time. 
 
Dune restoration will likely occur simultaneously for both the north and the south ends of Ponte Vedra Beach. Lot 965 can be utilized to provide sand to both the north and south projects. A total of 9 miles will be restored. 85% of the property owners have provided access and will participate in dune restoration. Applications will be accepted up to 2 weeks before work begins in a home-owner’s area. however, this is flexible. 
 
Sand placement for the north end will likely begin November 1. The hard end date set by FEMA has been moved from December 31 to June 30, 2022. The contractor has been asked to be substantially complete by February 28, 2022 with a hard finish by March 31, 2022. 

Florida Fish and Wildlife Department will determine the actual start date. It is desired that the project be completed before the beginning of the turtle nesting season.
