It is election time soon. Jefferson Park is one of the very few neighborhood associations that has term limits! The by-laws specify 3 year terms. Why? So all can participate, so all can make the neighborhood better. The nomination committee is working hard to find folks to help. January elections are coming up, and the neighborhood will elect a new president and vice president.

If you are new to Jefferson Park or you have been thinking about participating, now is the time to take the leap. Offer to join as member-at-large or indicate your interest in helping on a committee. Grant Road Coalition: Jefferson Park is working closely with the DTM (Department of Transportation and Mobility) and other neighborhoods to help with planning for our northern border as the Grant Road widening project continues. Fundraising Committee: Got the talent? This is a hard one. We have an annual outdoor plant sale, and until Covid hit, an annual T-shirt sale. Our future projects include monument signs for Grant, traffic circle upgrades, along with the continuing cost of welcome packets, printing and copying, web-site annual costs, and e-news subscription etc. It would be great to offer coupons from local businesses at meetings and even offer businesses, for a fee, advertising at the end of this e-news. Helicopters headed for Banner Hospital should not be overhead in Jefferson Park UNLESS they have a seriously ill patient or the weather is dangerous in the "fly friendly" zone.

The "Fly Friendly Zone" is an approach from the south to the pad. Banner needs to know when the flights are not "in the zone" so please call the security at Banner when you experience an overhead flight. Don't worry about identifying the chopper-security will know if it lands on their tower.
Bench Commemorates a Wonderful Neighbor
The lovely memorial bench sits under a Palo Verde tree just west of Sant Rita in the Linear Park.

It commemorates the life of Minnette Burges, a neighbor who was influential in many of the Jefferson Park improvements. We miss her!
Parks and Recreation reports that they are arranging for the contractor to install the last of the irrigation emitters on the Santa Rita parcel of the Linear Park. The history sign bases are due to have the powder coating done. Trees for Tucson have confirmed that the 24 new trees will be free to the neighborhood!
Misuse/Overuse of Free Roll-Off
This was the view Tuesday 10/5 on the Campbell Access Road by Lester. On Monday, it was impossible for the Environmental Services driver to close the door, and remove the dumpster. Too much landscaping material took up the space, either from contractors or private- unknown.
Wildcat Dumping - meeting with Ward III

On 10/8 Ward III staff, Sara Launius and Matt Kopec, met with JP residents, a Mtn/First resident, two landlords, Code Enforcement and UA staff, Julie Katsel and Nick Hilton. The issue addressed was how to prevent wildcat dumping in the neighborhoods? Here are a few of the take-aways from the meeting:
1) CASA BONITA staff was present and described their program for tenants which included education, periodic dumpsters, and a roving truck to pick up discards. Casa Bonita furnished its office number 520-398-5738. JP residents can call about a concern regarding any of their properties and their staff will take care of the problem.
2) MORE ROLL OFFS: JP made the case that neighborhoods near the UA should be allowed more than 2 roll offs at a time. Prior to Covid, JP was allowed 4 roll offs, four times a year. Two of those times were scheduled to coincide with UA semester schedules.
3) DUMPSTER DIVING & CONTRACTOR DUMPING IN THE SHARED BINS IN THE ALLEY: The shared bins in the alleys can be converted to separate bins which the homeowners can pull into their yards to prevent messes caused by others. An entire block needs to agree to that service and a small added cost. Neighbors can contact Sarah at Ward III to begin the process and obtain the forms.
4) CODE ENFORCEMENT: Laurie Pumphrey of Code Enforcement listed the responsibilities of landlords. The same rules apply to them as to home owners. Report any violations to Code Enforcement.
There is still more discussion needed and Ward III and the resident committee will be working on the problem. Any creative ideas, please share at the JP meeting in October.

A New Mural in the Neighborhood
At Martin and Grant Road, be sure to visit the new mural dedicated to Dia De Los Muertos, the "Day of the Dead"- when we celebrate lives lived. There is a saying in the Hispanic culture: "A person dies three times. Once when you die, second when your soul leaves your body, and a third time when all have forgotten you." Monty Ses Esposito and friends are the artists for this colorful art work. 
Grant Road Project Phases 3/4 - Swan to Palo Verde
Plans for the Art...
Watch for a leaping red coyote at the southeast corner of Dodge and Grant Road. Each of the Phases incorporates an art piece as part of the project.

Phases 3/4 will feature the colorful animal in the center of a basin area. It was designed and created by by Joe O'Connell of Creative Machines.

All acquisitions of property from Swan to Palo Verde will be complete by 2022. Constructions will begin summer 2022 and continue for 18-24 months. (T.U. R.Kotwica, Palo Verde NA)

A Six Neighborhood Coalition begins Discussions with DTM

Representatives from each neighborhood adjacent to Grant Road from 1st Ave to Palo Verde are in conversation with the Department of Transportation and Mobility (DTM). Yes, the plans are at only 30%, but soon 60%, at which time the plans are set! See 30% plans at http://www.grantroadcoalition.com/

Our concerns are to maintain the greenspace from Hampton to Campbell Ave, obtain monument sign locations for each neighborhood, acquire safety/privacy mitigation for Catalina Vista homes that face Grant, and focus on auto, bike and pedestrian safety at Mountain Avenue. It will be an ongoing conversation and you can submit your concerns to the Jeff Park reps Joan Daniels, jdchama@msn.com, Colleen Nichols, and Joanne Osuna.
The Coalition has raised concerns about the safety of cars, bikes and pedestrians on and near the Mountain Avenue intersection with Grant Road. DTM has contracted with a company in Phoenix, Burges and Niple, to conduct an RSA - Road Safety Audit. In November we will be presented with the results of that study.
Halloween Car/Bike Parade
Our neighborhood school, The International School of Tucson, will once again be holding their Halloween Parade from 5-6pm on Friday, October 29th.The parade will travel around the school in a clockwise direction and participants can choose to travel by either car or bike.

General Info:
October 29th from 5-6pm The bikes will open the parade promptly at 5. Once all the bikes have started they will begin to allow cars through.

You can bring bags of candy to the school and leave them at the front desk.
We would also love any party favor type prizes you might have laying around the house from birthdays gone by. You can also skip the store and donate money to our Candy Fund and we will do all the shopping!

LOOK CAREFULLY AT THE MAP - Only one route for overhead lines does not bisect the neighborhood - Route 1D. However, it could take part of the Banner basin and other property along the north side of the Ring Road, our southern border!

NEWS ALERT - TEP has just filed an intent to appeal the Zoning Administrator's decision and request a Board of Adjustment hearing. TEP maintains that "undergrounding restrictions applicable to a Gateway Corridor Zone does not apply to TEP’s Project." More info soon!
ACCESSORY DWELLING UNITS
Neighborhoods says this is not a good idea!
Several neighborhoods have been trying to convey to the Planning and Zoning commission that Accessory Dwelling Units, as proposed, are not a good idea. The city is proposing that allowing 1000 square foot buildings on properties of 7000 sq.ft. lots will assist with low-income housing and also allow "granny quarters." That would be nice, but the city is not requiring that the main house be owner occupied--just one of several inconsistencies. Oct 19 the City Council will vote. See the researched concerns for ADU's at http://www.jeffersonpark.info/adus.html. and make up your own mind. Please use only one or two bullet points per email. You may use the talking points in your letters to council. Jefferson Park is concerned that developers will latch onto the ADU allowance to add more rentals in already crowded neighborhoods.

The City Council will vote on ADUs (Accessory Dwelling Units, guest houses, casitas) on October 19. If you have concerns about this issue, now is the time to write Mayor and Council.  That is more effective than sending a long message. If you want your message to be read, make the subject line generic (e.g. ADU Opinion) rather than a clear yes or no (e.g. Vote No on ADUs, Vote Yes on ADUs). You can send more than one email.

The Prius is a popular vehicle for CC theft due to the high amount of rhodium, palladium and platinum in its unit. Trucks are prime targets because their higher elevation makes it easier for thieves to slip under.

The repair can range from $300 to $1200 depending on the vehicle and damage. TPD says if you are worried about your car, try to park it in a well-lit and well-traveled area.

Many thanks to the JP neighbors who include trash pick up with their dog walks along the Campbell Ave Access Road!!!
3rd Saturday of the month, 8:00 am, in the parklet at the end of Edison at Campbell Avenue some gather to perform our "Adopt a Park" work. The work also extends south and north on the roadway. Garbage bags and tools supplied. "Many hands make light work". If you do pick up trash during the week, or just prefer to pick it up at your time of choice, please contact Joanne Osuna at cricket16@cox.net and your time will count. We report our hours to Tucson Clean and Beautiful as part of the Adopt-a-Park Program.
