Don has practiced municipal law since 1980. His focus is in the areas of local government governance, finance, land use and bylaws. He has chaired numerous boards and commissions. Don has published numerous papers and manuals and consulted on the development of the BC Community Charter as well as other municipal statutes in several Provinces and Territories. He was designated Queen’s Counsel in 2008.

CAMA LAUNCHES 2022 AWARDS OF EXCELLENCE PROGRAM

Each year CAMA recognizes the value of excellence and professionalism in municipal administration through the Annual Awards Program in four areas of Program Excellence.


It is time again to share your achievements and successes with your colleagues; to recognize the excellent work of your employees; and to receive the recognition of your profession. Please take a little time to read the enclosed materials and select one or more of your projects or programs for nomination under the four award categories. 


New Award Category: In addition to the Environmental Leadership and Sustainability Award, Willis Award for Innovation, and Professional Development Award, there is a new award category called the “CAMA Collaboration Award of Excellence” to recognize partnerships and collaboration with other municipalities and external organizations.

 

CAMA is pleased to offer a full on-line application package for this year’s nomination process. The deadline for submissions (in electronic format only) is Friday, February 18th, 2022.

DIVERSITY SURVEY : NATIONAL INDIGENOUS FIRE SAFETY COUNCIL

The National Indigenous Fire Safety Council (NIFSC) and the Canadian Association of Municipal Administrators (CAMA) are asking for your support in completing a short survey which was circulated to the membership in December 2021. As a little background, the NIFSC’s mandate is to support Indigenous communities in the development of their internal capacity to improve community safety and resiliency. The NIFSC is Indigenous inspired, designed and led in collaboration with regional and national Indigenous communities, organizations, and leaders. The NIFSC was created by the Aboriginal Firefighters Association of Canada to provide support to the broader fire services community for Indigenous Peoples. The NIFSC is also interested in supporting the inclusion of Indigenous firefighting professionals into the broader profession across Canada.

Willis Award for Innovation Nomination

FrontDesk is a cloud-based queue and appointment management system, designed to minimize wait times, improve service levels and enhance the customer experiences at public service centers. Guided by the Smart City Master Plan, the FrontDesk project included planning, developing, testing and deploying the system at various customer service counters across the City.

The FrontDesk solution enabled staff to conduct business continuity and deliver public services safely in a timely manner, demonstrating that the City remains fiscally responsible and agile towards changing situations, including those arising from the COVID-19 pandemic.

The solution offers citizens the ability to make online reservations, check-in using mobile devices or self-serve kiosks and receive confirmation or reminder notifications via email and SMS text. Its centralized management system offers an added layer of protection by allowing service areas to define thresholds to maintain reduced occupancy, limit queues to maintain social distancing and screen visitors prior to meeting a staff member for in-person transactions.

Willis Award for Innovation Nomination

Minoru Centre for Active Living


Located in the heart of Richmond's city centre, Minoru Centre for Active Living is a unique state of the art building designed to meet LEED Gold standards.


Encompassing many innovative features both inside and outside the facility and is complimented by a collaborative governance model that ensures alignment, commitment and focus on service delivery. The facility replaced three aging buildings that provided vital recreation programs and services in fitness, aquatics, seniors and sport hosting. Extensive community consultation aided in the development of a design that resulted in a program delivery model that would house all programs and services under one roof, culminating in an iconic design of a 110,000 sq. ft., two story facility that meets the many needs and demands of the growing population of Richmond, provides synergies, promotes collaboration and maximizes efficiencies. This facility demonstrates an outstanding example of creativity in shifting the City’s delivery of recreation services to the community and provides innovation throughout the facility design.


The facility is a model for a new collaborative governance structure that ensures alignment, commitment and focus on excellence in service and program delivery.
