Electronic health records (EHRs) have been the centerpiece of modernizing the US health care delivery system, promising everything from greater efficiency to better patient engagement. The latest ambition is better safety and quality through the use of electronic clinical quality measures (eCQMs). These measures, which are being implemented for accountable care organizations (ACOs) beginning in 2023 as part of the 2021 Medicare Physician Fee Schedule final rule, draw on EHR data elements for diagnoses, services, and laboratory values and should be a simple extension of current EHR functionality, reducing the burden of manual abstraction and reporting. CMS is proposing a nearly 8% revenue increase for Medicare Advantage plans next year, according to a proposed payment plan released Wednesday. The overall rate increase for 2023 includes a 4.75% effective growth rate and a 3.5% average increase in risk scores. The risk-adjusted benchmark trend, which analysts peg as the key number, comes out to 4.48% for 2023.
