DCA has shared the a posting for multiple positions of the Field Representative Housing Trainee, Housing Assistance Program role in DCA Field Offices across the state. These roles are critical to their work to ensure voucher holders obtain access to housing with their vouchers.


Under the close supervision of a Principal Field Representative Housing, Housing Assistance Program or other higher level supervisory official , in the Department of Community Affairs, as a trainee and productive worker, receives on-the-job training in activities necessary for enrolling and determining participant eligibility, preparing Housing Assistance Payments Contracts, recommending subsidy benefit payments, inspecting rental units and recertifying program participants in the Section 8 Housing Choice Voucher (HCV) and State Rental Assistance (SRAP) Programs, and other federal and State housing assistance programs pursuant to the authority of the Public Housing and Development Authority Act, NJSA 55:14H-1 et seq. and the Federal Housing Act of 1937; does other related duties as required.

Special shout out to SHA Board Member and Advocate Barbara Coppens (pictured on left) who joined the Arc of New Jersey to speak with our state's congressional delegation on April 27th.


The Arc of New Jersey advocated to protect Medicaid against cuts or work requirements, pushed for needed reforms to the SSI program, discussed the need for a variety of disability-related funding, and talked about legislative initiatives that would improve outcomes when members of law enforcement interact with people with IDD. This was an important chance to connect with our federal representatives.

HUD Allocates $382 Million To Help States Produce Affordable Housing Through Housing Trust Fund

Housing Trust Fund Allocations will increase and preserve the supply of decent, safe, and sanitary affordable housing for extremely low- and very low-income households


WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) allocated $382 million through the nation's Housing Trust Fund. The Housing Trust Fund (HTF) is an affordable housing production program that complements existing Federal, state and local efforts to increase and preserve the supply of decent, safe, and sanitary affordable housing for extremely low- and very low-income households, including families experiencing homelessness. New Jersey stands to receive $12,237,784 in funds.


HTF is a formula-based program for States and U.S. Territories. By law, each state is allocated a minimum of $3 million. State affordable housing planners will use these funds for the following eligible activities:


  • Real property acquisition
  • Site improvements and development hard costs
  • Related soft costs
  • Demolition
  • Financing costs
  • Relocation assistance
  • Operating cost assistance for rental housing (up to 30% of each grant)
  • Reasonable administrative and planning costs.


The Housing Trust Fund is being capitalized through contributions made by Fannie Mae and Freddie Mac. In December 2014, the Federal Housing Finance Agency (FHFA) directed these Government Sponsored Enterprises (GSEs) to begin setting aside and allocating funds to the Housing Trust Fund. The Housing Trust Fund helps to strengthen and broaden the Federal housing safety net for people in need by increasing production of, and access to, affordable housing for the nation’s most vulnerable populations. One hundred percent of funds must be used for extremely low-income families. This targeting ensures the priority of this program is helping those with the greatest needs.

USDA Rural Housing Service Reforms

Introduced in Congress

Senators Tina Smith (D-MN) and Mike Rounds (R-SD) recently introduced the Rural Housing Service Reform Act of 2023 (S.1389), bipartisan legislation that would enact a package of USDA Rural Housing Service reforms and improvements. One of the bill’s key provisions is decoupling USDA rental assistance from requirements that a property must have an active USDA Section 514 or 515 mortgage to receive assistance. This policy change will fix a longstanding issue for USDA-financed properties with maturing mortgages by enabling property owners who commit to affordability to continue to receive project-based rental assistance.


Additionally, the legislation includes provisions that would make USDA pilots designed to expand home lending on Tribal land and provide technical assistance to nonprofit owners of multifamily housing permanent, update USDA systems for measuring incomes to be in line with HUD, modernize the USDA foreclosure process to ensure affordability, and invest in IT so that USDA can process loans more efficiently.

New Jersey Housing and Mortgage Finance Agency (Agency) is proposing amendments, a repeal and new rule, and a repeal (collectively, the “Rulemaking”) to the Low-Income Housing Tax Credit Qualified Allocation Plan (QAP), which is codified at N.J.A.C. 5:80-33. The proposal notice for the Rulemaking is published in the May 1, 2023, New Jersey Register and is also available on the Agency website.


A public hearing on the Rulemaking will be held at the Agency offices at 637 South Clinton Avenue, Trenton, New Jersey 08611 on Friday, May 19, 2023, at 10:00 AM. Please call the Agency’s Division of Multifamily/Supportive Housing and Lending at (609) 278-7629 if you would like to be included on the list of speakers.

DDD Update:

Reminder for Applicable Self-Directed Employees (SDEs) with PPL to Complete All Mandated Trainings 

This communication was previously released on April 3, 2023. It is being resent as the June 1, 2023 deadline is approaching.

 

This communication is applicable to Employers of Record and Self-Directed Employees (SDEs) who utilize the Vendor Fiscal/Employer Agent (VF/EA) SDE Model with PPL. The Division’s federally approved waivers have embedded requirements that all paid staff (regardless of familial relation) must complete mandated trainings. SDEs have six-months (180 days) from their date of hire to complete these trainings.   

 

Beginning April 3, 2023, all SDEs hired on or before December 1, 2022 who have been employed six-months (180 days) or longer must complete all outstanding mandated trainings by June 1, 2023. This includes CPR/First Aid Recertification, which must be renewed once every two years. If the mandatory trainings and the Training Certification Form and/or CPR/First Aid Recertification Form are not completed and submitted to PPL by June 1, 2023, the SDE will be unable to provide services and receive payment. These forms can be submitted via njddd@pcgus.com or by fax to 1-844-842-5978.

No, all available units at Pine Tree are for-sale only.


3. Can I purchase a home at Pine Tree and then rent it to someone else?

No, all homes in Pine Tree must be Owner-Occupied.


4. Can anyone purchase a home at Pine Tree?

No, all applicants MUST meet affordable housing income guidelines.


5. As a homeowner, what are my responsibilities?

Homeowners are responsible for:

  • their utilities, electric, natural gas, and telephone/television/internet.
  • Cable and satellite TV are both available.
  • Homeowners are also responsible for the maintenance of their own site as well as the maintenance of their homes.

Feds Approve Innovative NJ FamilyCare Projects on Housing, Behavioral & Physical Health, & Other Needs

The Centers for Medicare and Medicaid Services (CMS) has approved innovative NJ FamilyCare projects designed to address priorities such as housing, integrating behavioral and physical health services, and new and creative approaches to providing care.


CMS signed off on the projects by approving NJ FamilyCare’s Comprehensive 1115 Demonstration renewal. The 1115 demonstration provides the state with federal authority to operate large parts of the NJ FamilyCare program. The approval is in effect from April 1 through June 30, 2028.


The plan includes new programs such as:

  • A multifaceted, integrated housing strategy for Medicaid beneficiaries that incorporates coverage for additional targeted services, and coordination across state and community resources involved in the provision of health and housing services. This includes:
  • A Community Health Worker Pilot that will focus on overcoming health disparities within local communities by providing care coordination services and directly providing preventive or related services;
  • 12 months of continuous eligibility to adults whose Medicaid eligibility is based on Modified Adjusted Gross Income;
  • New incentives for Medicaid behavioral health providers to implement new HIT functionality, to support integrated and high quality care;
  • A new Autism Adjunct Services Pilot to support and provide children living with autism rehabilitative and therapeutic services; and
  • Increased coverage of nutrition services, including a medically indicated meal pilot for individuals at risk of gestational diabetes.

Turning Resources into Action: Increasing

Integrated Housing Options for People with I/DD

Safe, accessible, and affordable integrated housing options for people with intellectual and developmental disabilities (I/DD) are extremely limited. As a result, almost 70% of adults with I/DD live with their families, and most who live outside the family home live in group settings.


To improve and expand community living options for people with I/DD, ACL is hosting a three-part webinar series that explores the housing needs of people with I/DD, barriers they face in securing housing (including limited inventory), and innovative strategies, resources, partners, and funding streams to help create more integrated housing options for people with I/DD. Turning Resources into Action is the second webinar in this series.


The series centers the perspectives and experiences of individuals with I/DD. It is intended for state and local disability, aging, health and housing agencies; housing providers; disability and aging advocates; and researchers, as well as people with I/DD and their families.


Turning Resources into Action will feature speakers from the U.S. Department of Housing and Urban Development (HUD) and the Centers for Medicare & Medicaid Services, who will share information about federal resources and funding that can be used to support integrated housing options for people with I/DD. In addition, the Arizona Division of Developmental Disabilities (DDD) will talk about how they braided these resources to create community living options for people with I/DD, and Vicktor Gray, a person with I/DD who receives services from Arizona DDD, will share how he has benefitted.  


During the webinar, you will learn about:

  • Housing voucher programs
  • HUD Continuums of Care
  • Programs to develop affordable and accessible housing
  • Programs to help people move from institutions like nursing homes into homes in the community
  • Strategies that states are using to advance integrated community living for people with I/DD

Person-Centered Life Planning:

Securing the Future for People with Disabilities

The purpose of this workshop is to educate families who have a loved one with a significant disability about the importance of planning for the individual’s future support. Planned Lifetime Assistance Network of NJ (PLAN/NJ), a SHA Member, will guide families in this legal and estate planning and life-long support process to answer the question, “Who will care for my loved one when I am gone?”


Description: This session will address future planning issues such as independent living supports; estate planning, legal and financial protections. Topics include how to implement a future life plan for people with disabilities, Guardianship and Supported Decision Making, Special Needs Trusts, and ABLE accounts. Handouts will be provided to families to highlight the topics of the session.

New Jersey Opioid Recovery and Remediation Fund

Advisory Council Listening Sessions

In addition to the input already received through the online portal, the New Jersey Opioid Recovery and Remediation Fund Advisory Council is holding listening sessions to gather public input on distributing opioid settlement funds.

 

New Jersey will receive at least $641 million over 18 years as part of a federal opioid settlement. The state will receive half of the funding, and the other half will be provided to participating county and local governments.
