Small Business Survey: American Rescue Plan Act Funding
Calling all Signal Hill business owners! Help us best support you. The City will be receiving American Rescue Plan Act funds from the federal government. A portion of these funds will be used to help our local businesses recover from the impacts of the COVID-19 pandemic.

Gubernatorial Recall Election: Tuesday, September 14
The Gubernatorial Recall Election is on Tuesday, September 14. You can vote either by mail or in-person.

All registered voters should receive Vote by Mail (VBM) ballots starting on Monday, August 16. If you choose to Vote by Mail, you may either mail your completed ballot (no postage required) or place it in a designated drop box. The City has a 24-hour Vote by Mail drop box outside of the Signal Hill Public Library, 1800 E. Hill Street. It will be available for use beginning on Monday, August 16 through Election Day, Tuesday, September 14 at 8 p.m. Find additional drop box locations here

There will be 10 consecutive days of early in-person voting beginning Saturday, September 4.
The City of Signal Hill is not hosting a Vote Center for this election. If you are interested in voting in-person, please visit LAVote.net to learn more and find an in-person voting location near you.
SB 1383: Important Changes to Waste Disposal and Collection
This fall, changes are coming to how we all dispose of and sort our waste. SB 1383, the Short-Lived Climate Pollutants Act, requires a 50% reduction in the level of statewide disposal of organic waste by 2020 and a 75% reduction by 2025. This is to combat climate change created by greenhouse gases.

To achieve this, all residents, businesses and multi-family dwellings will be required to implement a 3-container collection system for trash, organics and recycling. EDCO Disposal will provide all customers with a third "green" bin for organic/green waste in the near future. Residents of multi-family dwellings should contact their community manager for more information.

The following items are considered organic/green waste:
  • Food scraps
  • Dirty paper containers
  • Plants/yard waste
  • Untreated wood
  • Paper towels and tissues

Youth Programs: Registration Information
Limited slots are still available for the Afterschool Recreation Club! This program is for kids in Kindergarten - 5th grades, held Monday - Friday on school days at the Signal Hill Park Youth Center. Please register in-person at the Signal Hill Youth Center, 1780 E. Hill Street. Fees are due upon registration. See our program flyer (PDF) for more information, or call 562-989-7330.
Registration is now open for Youth Co-Ed Flag Football and Volleyball (PDF) for both boys and girls 5 – 14 years old. New athletes must provide proof of age at the time of registration. Masks Required Indoors and at Large Outdoor Events in L.A. County, Regardless of Vaccination Status
COVID-19 cases continue to rise in our area. The Delta variant of the COVID-19 virus is highly transmissible and is still spreading, especially among those who are not vaccinated. Getting vaccinated and wearing a mask are the best things we can collectively do to stop COVID-19.

Currently, everyone over the age of two who is medically able (regardless of vaccination status) must wear masks in all L.A. County public indoor settings, including restaurants, grocery stores, retail stores, indoor businesses, and other similar settings. Masks are also required regardless of vaccination status at large outdoor events with 10,000 people or more in L.A. County, including concerts and sporting events. Learn more on our website.
COVID-19 Vaccine Information
If you are already vaccinated, thank you! Please share your story with others to encourage them to receive the vaccine. The risk for COVID-19 exposure and infection will continue until more people are vaccinated. Please consider getting a COVID-19 vaccine if you haven't yet and are able to receive one. If you aren’t vaccinated, you remain at considerable risk to become sick with COVID-19.

All L.A. County residents and workers 12 years old and up are eligible to receive a free COVID-19 vaccine. There are plenty of opportunities in our area to get vaccinated, many do not require an appointment. Learn more on our website. Learn more about the vaccines from the CDC here.

Booster shots are currently being recommended for some fully vaccinated individuals who have specific conditions that may compromise their immune system. Learn more.

As of August 18, 2021:

  • City of Signal Hill COVID-19 Cases To-Date: 1,306 (+ 11.6 % since July 18)
  • L.A. County Cases To-Date: 1,359,672 (+ 5.6 % since July 18)
  • State of California Cases To-Date: 4,057,724

Signal Hill Residents (12 years and older) Vaccinated With At Least One Dose as of August 12, 2021: 7,275 (73.4%)

Water Conservation
Please continue to do your part to help save water. The City is currently under Level 1 Water Conservation restrictions.

We apologize for incorrect information in the July E-Newsletter. Under Level 1 Water Conservation measures, watering or irrigating is allowed Tuesday, Thursday and Saturday only. You can learn more about the City's Water Conservation ordinances here. Most of L.A. County is currently in D3: Extreme Drought, according to the U.S. Drought Monitor. Careful water management is essential to ensure a reliable minimum supply of water to meet current and future water supply needs. Get water-saving tips and information at SaveOurWater.com.
L.A. County Homeowners' Exemption: Don't Miss Out
You could be overpaying for property taxes if you own a home and it is your primary residence. The L.A. County Assessor's Office offers a Homeowners' Exemption that reduces your property's assessed value by $7,000, which would result in a $70 savings off your property tax bill. More than 36% of Signal Hill homeowners have not claimed this exemption. To learn more and apply for the Homeowners' Exemption, visit assessor.lacounty.gov.
Signal Hill Housing Element
The City is in the final stages of completing its 6th Cycle Housing Element, required by California law to plan for and address housing needs for the community for all income levels. Thank you to everyone who took the time to complete the Housing Element Survey. Your voice matters! The public is invited to join a Housing Element Public Workshop on September 21, 2021 at 7:00 p.m. as part of the regular virtual Planning Commission Meeting. (Agenda will be posted 72 hours prior.) Library Information
The Signal Hill Public Library is open for regular business hours:
  • Monday, Tuesday, and Thursday: 12 p.m. - 8 p.m.
  • Wednesday, Friday and Saturday: 10 a.m. - 5 p.m.
  • Sunday: Closed

Everyone must wear a mask while inside the library. The library continues to offer curbside services for books, DVDs, CDs, and audiobooks. Curbside hours are Tuesdays, Wednesdays and Thursdays, from 2 p.m. – 5 p.m. Patrons must reserve items for pickup in advance. City Hall and Community Services Department Remain Open
City Hall, the Community Services Department, and the City Yard continue to accept walk-in visitors. All visitors to City facilities must be in good health. All visitors over the age of two must wear a mask that covers both the nose and mouth before entering.

We also accept and encourage appointments. Customers with appointments will be prioritized. To make an appointment, please call 562-989-7300 and ask for the relevant department.
