The nation commemorates the Tulsa race massacre which took place on May 31 and June 1, 1921. Mobs of White residents, many of them deputized and given weapons by city officials, attacked Black residents and businesses of the Greenwood District in Tulsa, Oklahoma, US. It was one of "the single worst incident(s) of racial violence in American history". Entrepreneurship Initiatives and State Small Business Credit Initiatives Updates
On May 14th LED executed a Webinar session with a focus on Louisiana Small Business and Entrepreneurship initiatives. Due to new opportunities made possible by the CARES Act and more recently the American Rescue Plan, LED is making plans to provide critical assistance to small businesses in Louisiana, facilitating the urgent deployment of capital and helping small business recovery.

As noted in the Webinar presentation, LED seeks to gather input for the detailed planning and execution of these important entrepreneurship and small business support activities.

Louisiana SBA presents Webinar: Disaster Response and Recovery Training- June 2
While he was in Tulsa, President Joe Biden announced steps to try and narrow the racial wealth gap. This happened after he met with survivors of the Tulsa Race Massacre.
In his plan, the president talked about increasing "federal purchasing power" to help grow small, disadvantaged businesses by 50%.
Eventually, that will turn into about $100 billion in the next five years.
The White House said it would include $10 billion in a community revitalization funds to support infrastructure projects, specially targeting underdeveloped communities.

Financial experts addressed topics such as how to claim the ERTC for 2021 and how it works alongside other SBA relief programs. You can view the recorded webinar here.
Community Navigator Pilot Program – The Small Business Administration has announced that it is accepting applications for the $100M Community Navigator Pilot Program. The program is open to applications from nonprofit organizations; state, local, and tribal governments; SBA resource partners; and other organizations. Selected partners will engage in targeted outreach for small businesses in underserved communities to help small businesses get the resources and support they need to recover from the pandemic. Orleans Parish COVID-19 Guidelines – The City of New Orleans has issued updated guidance in regards to COVID-19 guidelines. Amongst the changes, there will no longer be a limit on how late alcohol can be sold or on second lines and parades, gyms will be allowed to open at 100% capacity, and restaurants and bars will no longer have to maintain 6-foot table spacing or table number restrictions. Large indoor and outdoor events will be able to occur under one of the following options:
- 50% indoor capacity/75% outdoor capacity without masks and distancing, or
- 100% capacity with masks required, or
- 100% capacity without masks if individuals provide proof of vaccination or a negative COVID-19 test within 72 hours.

Louisiana COVID-19 Guidelines – Earlier this week, Governor John Bel Edwards announced that upon the conclusion of the current academic semester, masks will no longer be required in school settings. Each school district will have the ability to set their own requirements. Masks will still be required in health care facilities, public transportation and prisons per federal mandates.
