2020 TIME CAPSULE

In order to capture memories from 2020, we have decided to create a time capsule. We would like to include memories from our community, residents of all ages, as well members of our business and faith community. We're hoping to collect a great assortment of letters (ane a few small memorable items) by February 15, 2021. We hope to bury the time capsule in late February. LOCAL COVID-19 VACCINE INFORMATION

SAINT ALPHONSUS MEDICAL CENTER NAMPA

Saint Alphonsus has given more than 16,000 COVID-19 vaccinations. We are closely following our local Health Departments' recommendations as to the priority populations. We continue to increase our capacity to vaccinate as we receive supplies, although supplies have been inconsistent. We are so honored to be part of this distribution effort in our community, fighting this pandemic. With increases in vaccine supplies and continued adherence to facial coverings, distancing and hand hygiene we are making great strides against this illness.

ST. LUKE'S HEALTH SYSTEM

St. Luke's Health System

I am pleased to report that the St. Luke’s Health System has seen an overall decrease in COVID-related hospitalizations. Hospital capacity is good and elective surgeries/procedures are back to normal operations.

I am proud to report that St. Luke’s has administered more than 15,000 doses of vaccine to our employees, with more than 9,700 already having completed the vaccine series of two shots. 

St. Luke’s Health System also provided vaccinations to our community members in accordance with the state regulations and approved tiers. To date, we have administered the initial dose to more than 9,300 community members consisting of teachers, first responders and non-employed healthcare providers.

I thank our community for its ongoing support of our healthcare workers. In addition, I encourage our community members to get vaccinated when their turn arrives and to continue following the established recommendations of hand hygiene, social distancing and wearing masks. Let’s continue to fight the battle against the spread of this disease.
STATE OF IDAHO VACCINE WEBSITE
As more information on the COVID-19 vaccine becomes available, we will be sharing it with our community. The Department of Health and Welfare has published an estimated timeline and continue to update FAQs on their website.
CITY OF NAMPA OFFICES REOPENING UPDATE
While continuing to provide remote services throughout recent months, in response to the decreasing COVID-19 cases, the City of Nampa would like to announce the following updates:

  • Nampa City Hall will open to the public beginning Monday, February 1. The Clerk’s office, located within Nampa City Hall at 411 3rd St. S., will continue processing passports by appointment only at cityofnampa.us/passports; processing passports by appointment will continue into the foreseeable future. The Clerk’s office will assist customers with license and permit applications in person, by visiting https://cityofnampa.us/143/City-Clerk or calling (208) 468-5415.

  • Nampa’s utility billing office (401 3rd St S.) will resume normal office hours of Monday through Friday, 8:30 a.m. to 5 p.m. beginning Monday, February 1. Customers are encouraged to make payments using touchless options: online, over the phone (208-468-5711), through the mail or at our drop box located in our parking lot near 4th Street. Customers can also email questions to utility@cityofnampa.us. The Nampa Shares & Cares program is available to help customers who need utility billing assistance and meet income limits, and more information can be found at https://cityofnampa.us/1267/Nampa-Shares-Cares.

  • Nampa’s Development Services Building (500 12th Ave. S.) is anticipated to reopen to the public Tuesday, February 16. All services remain available via appointment and online through individual departments.

DOWNTOWN NAMPA SIDEWALK EXPANSION
The project is almost complete and has widened sidewalks in front of businesses to allow for outdoor dining and revitalization of downtown. The project has replaced a section of existing water main, concrete sidewalk and streetscape improvements are being installed like new trees and brick pavers.

(Published in Idaho Press) Cheers to Jeff and Matt from the Nampa road department. On Jan. 20 we were getting out of the car and starting to carry about a dozen bags of groceries into the house. A city truck pulled up and two guys got out. Seeing us, both on walkers, they offered to help carry the bags in for us. Thanks, guys!!

PUBLIC WORKS PROJECT HIGHLIGHTS

HOLLY & COLORADO
The intersection of Holly and Colorado near the NNU campus recently received several improvements including a signal.
COMPLETED:
MIDDLETON ROAD REBUILD
Construction on Middleton Road, between West Sheridan Avenue and
Roosevelt Avenue rebuilt 1.5-miles of Middleton Road.
COMPLETED:
ZONE F WATERLINE REPLACEMENT
The project constructed new 8” and 12” domestic mainline within asset management zone f near the NNU Campus and alleys between 12th Avenue South & 11th Avenue South.
RAIN GARDEN - COMING THIS YEAR TO LAKEVIEW PARK
The project will construct a new shelter and exhibits to increase community awareness regarding stormwater discharge and the environmental impacts associated with it. Divisions assisting with construction and planning include Environmental Compliance, Streets, Parks and Engineering. 
OTHER HIGHLIGHTS OF MENTION
Zone F Sewer Rehab FY20 Phase 2 // Project will rehabilitate the existing sewer mainline, in asset management zone f, by installing a cured-in-place pipe (CIPP) inside the existing sewer main. This trenchless method reduces costs, as the need for excavation is eliminated, while extending the life of the sewer collections system. 

Grant Applications // Engineering and Public Works staff submitted grant applications for funding for potential projects. The City will submit four different grant programs with numerous applications. The City has been awarded over $25 Million in state and federal transportation grant dollars in the past several years. 

Project Staff Additions // Two Engineer in Training positions have been filled. New hires are Jason Mumford and Daniel Trent
MAJOR ENGINEERING EVENTS
COMING UP
 
Startups in April for three new regional pressure irrigation pump stations located at:  Southern Ridge Subdivision,  Hartland Subdivision and  Sunnyvale Subdivision.
 
Idaho Center Blvd & Cherry Lane Intersection-Irrigation Improvements Phase 1: Project will extend the existing culverts located north of the intersection along the Miller Lateral and the Purdam Drain south of the intersection. The first phase is needed to construct a future roundabout at the intersection. (Project Manager: Clemente Salinas)
 
Birch Redundant Force Main: Project will install a new 20” pressure sewer mainline from the Birch Lift Station to a new tie in location on an existing 42” gravity mainline north of the Northside Interchange.

Aerial Sewer Replacements FY21: Sewer mainline replacements at aerial crossings over the Elijah Drain and Indian Creek.
 
Orchard & Elijah Drain Culvert Replacement: Project will replace an existing 72” culvert with an 84” culvert at the Elijah Drain and Orchard Avenue intersection.
 
Purdam Trunk Sewer Extension: Project will install a new 24” sewer mainline and reconstruct Ustick Road. The project limits will extend just east of Franklin Boulevard along Ustick Road.

Lone Star Rd & Middleton Rd Intersection: Construction of the intersection improvements has begun. The Wilson Drain has been diverted through the intersection and the intersection has been re-opened. Culverts will be extended at the Wilson Drain and Middleton Road and Lone Star Road.

NAMPA FIRE DEPARTMENT RECENT MAJOR ACCOMPLISHMENTS

  • Replacement of E-4 and L-5, both apparatus now serving the community.
  • Implemented the Nampa Fire Department Officer Development Program and Leadership training.
  • NFD deployed to three western region wildfires.

COVID Response:
  • Over 10,000 hours of command team dedicated time to COVID efforts and support.
  • Approx. 5500 hours of extra decontamination efforts due to COVID.
  • Implemented Life Safety Inspection Vault (LIV). Working to improve the safety of our businesses and community through compliance.
  • Chief Carpenter supported the City as the Emergency Manger
  • Staff and their families have maintained wellness throughout the pandemic.
  • Nampa Fire Department has been an integral pillar in the partnerships with Southwest District Health, the Canyon County Emergency Manager, and many other community organizations and efforts.
  • Vaccine efforts are currently being employed and supported by the Nampa Fire Department.

Nampa Fire Department Consolidation // NFD command staff worked with City and Fire District elected officials to accomplish a collaborative annexation to establish sustainable opportunities for continued customer service and safety in our growing community.
NAMPA POLICE DEPARTMENT
Nampa PD partnered with Idaho State Police, Meridian PD and Boise PD on a DUI enforcement in November to help keep the Treasure Valley safe. They met with an Idaho Family who lost their father/husband to a drunk driver. Hearing their story of loss is a grim reminder to please designate a sober driver. 
RAIL SAFETY REMINDER // The Nampa Police Department teamed up with Idaho State Police, Meridian Police Department, Union Pacific Railroad and Boise Valley Railroad for #OperationLifesaver. Each time this type of enforcement occurs, the hope is to help educate drivers about railroad safety.

PARKS DEPARTMENT
  • Completion of Midway Park Phase 1B (restroom, shelter, walking pathway, electrical)
  • Continued work on Orah Brandt Park Phase 2 (set precast restroom, concrete work, grading)

RECREATION DEPARTMENT
  • The Winter/Spring Activity Guide was mailed out to Nampa Residents in December
  • The Nampa Christmas Lights Tour took on a different look this year. Instead of transporting participants around on busses, the Nampa Recreation Department provided a map of our city highlighting some of the best light displays. Over 200 maps were handed out to families through the Christmas season.
  • Our training staff has implemented virtual personal training for those ready to start or update their fitness journey. Twenty (20) virtual training appointments have been conducted thus far.
  • The Nampa Rec Center has continued to be open and serve our community (Between October-December there were 75,698 admittances).
OVER $4,000 RAISED!
The Nampa Recreation Center Scholarship Fund through the Texas Roadhouse Benefit Lunch and online auction raised over $4,000! Thank you to our supportive community!
Nampa Family Justice Center (NFJC) celebrated 15 years of serving our community recently. NFJC has had over 36,400 adults and 14,800 children walk through the doors for intakes and ongoing services.

Last year, Corwin Ford donated $10,000 to the Nampa Family Justice Center!

In December, the community came together and warmed our hearts by providing generous amounts of Christmas gifts to NFJC families.

We opened our permanent holds pickup window on October 19!
 
The Nampa Public Library began offering curbside pickup of holds during the pandemic, and we are pleased to report that, due to its popularity, we opened a permanent option to pick up holds at the window on 3rd St. S. The holds window was officially opened on Monday, October 19 at 11 a.m. with Mayor Debbie Kling checking out the first item at the window.
 
The addition of this permanent window, conveniently located next to the outdoor book return, was originally designed as a way for the library to provide contactless pickup for patrons during the COVID-19 crisis, and we are thankful this will be a permanent option for our community long into the future. We ask patrons call 208-468-5812 before coming to the window for pickup.
 
Nampa Public Library service hours are:
  • Monday-Thursday, 9am-6pm
  • Friday & Saturday, 9am-5pm
 
Nampa Library Director Claire Connley said, “We are thrilled to be able to offer this new service to our patrons. It will be valuable to many in our community who make use of it.” 

ECONOMIC & COMMUNITY DEVELOPMENT
This summer the Governor’s Coronavirus Financial Advisory Committee (CFAC) allocated funds to help local businesses and organizations affected by COVID-19 pandemic, enabling cities and counties to provide aid within their community. The City of Nampa created the Small Business Grant program for businesses and organizations with 500 employees or less with a maximum award of $15,000.

The Small Business Grant program was designed to reimburse businesses for their COVID-19 related expenses. Some options of eligible expenses would be: personal protective equipment, social distancing measures, increased inventory or shipping costs, changing their business model to include online options, etc.
 
The City began accepting applications on September 9th and received 42 completed applications through the application deadline on October 30th. Of the 42 completed applications, 28 signed award agreements and 26 submitted costs for reimbursement. Making a total of just over $195,000 granted to small businesses in Nampa.
Additionally, the Boys and Girls Club of Nampa was allocated $200,000 through the Small Business Grant to help meet the needs of children affected by COVID-19 related school closures. Programming and staff positions were created to allow children to participate in online learning in a safe and supervised environment. The funds were used to provide full-day education services and expand before and after school programs at the main campus as well as offer programs at partner school sites. Funds helped cover costs of increased staffing, purchase computers, cleaning services, increase internet and networking services and purchase sanitation equipment.
 
The Small Business Grant was able to help many businesses in the City of Nampa in a very short time period. Most businesses have seen large negative impacts on their business and this grant program was able to help support them in a difficult time. This grant created opportunities for businesses to be reimbursed for expenses that would have only been a sunk cost or affected their bottom line. 
RAKE UP NAMPA
By spreading the raking out over a two-week window, Rake Up Nampa was able to serve 109 homeowners this year, with 62 teams and over 4,000 bags of leaves. We anticipate returning to a one-day format and bringing the kickoff event back next year.

COMMUNITY DEVELOPMENT BLOCK GRANT
Since 2009, the City of Nampa, Community Development Division has been helping homeowners obtain critical repair to their homes through the Home Loan Repair Program. To date, our program has been able to help 50 families keep their homes safe, sanitary and heated. On 12/21/2020, the Home Repair Program was approved and moved to become a 5-year Forgivable Loan Program. This allows the homeowners to have the home repair loan forgiven in its entirety after maintaining their home as their primary residence for a period of 5 years. This change allows for the program to continue to help as many Nampa City Residents as possible. The Home Repair Program was also expanded to include repairs to manufactured homes. The Community Development Division looks forward to helping more families in 2021!
The Community Development Block Grant (CDBG) Entitlement program was established in 1974 and helps cities in the Treasure Valley develop viable communities by creating suitable living environments, expanding economic opportunities, and providing decent housing for low to moderate income individuals. In an attempt to better understand the current or potential barriers to safe affordable housing, we are asking Nampa residents to take a few moments and complete this anonymous survey.

29 Final Plats with a total of 1,444 dwelling units​
​Note: Most of the dwelling units sited above are single-family homes. A multi-family development often does not require the subdivision process.​
