Greetings,
I hope this newsletter finds you and your loved ones happy and healthy! We at the Health Planning Council of Northeast Florida are committed to the health and quality of life of our residents.
As you may know, we provide county health profiles each year as a service to our residents. Are you interested in finding out more about your county? Whether you are interested in population demographics, socioeconomic data, county health rankings, the number of people without health insurance, or hospital inpatient and emergency department statistics, you will find great and often surprising information. I often run into folks who ask what we do. Because we have a number of different programs, it can sometimes be a bit challenging to properly describe our organization in one sentence. We attempt to capture what we do by stating our mission: To improve health outcomes by serving as the source for health information, analysis and planning in northeast Florida. That being said, you might want to scroll down through the rest of this newsletter to find examples of the work we do….that tells it best! I think you will agree that we are working hard to help improve health outcomes in northeast Florida.

CDC OVERDOSE DATA TO ACTION GRANT AWARDED
HPCNEF is partnering with the Florida Department of Health in Duval County (DOH-Duval) on a three-year grant from the Centers for Disease Control (CDC). The purpose of the grant is twofold: to use data to better understand the opioid epidemic that is killing hundreds of Jacksonville residents each year, and to put that data into action for prevention. The primary role of HPCNEF is to manage the financial and grant administration aspects, including the management of subcontracts for services from community-based organizations. We are currently working with Gateway Community Services, Drug Free Duval, LSF Health Systems, and Premier Biotech to expand the reach of their services. The Overdose Data to Action Stakeholders Group will identify gaps in prevention using local data, and HPCNEF will be issuing requests for proposals to fill those gaps later this year. RURAL COMMUNITIES OPIOID RESPONSE PLANNING: NASSAU COUNTY
The Health Planning Council of Northeast Florida, in partnership with Starting Point Behavioral Healthcare, the St. John’s River Rural Health Network, the Florida Department of Health in Nassau County and the Nassau County Care Connect Consortia spearheaded a needs assessment to identify Nassau County’s strengths, opportunities, barriers, and gaps in the continuum of care associated with Opioid Use Disorder/Substance Use Disorder (OUD/SUD). The goal was to identify how the areas of OUD/SUD prevention, treatment, and recovery services can increase capacity, improve accessibility and effectiveness services while reducing barriers. The report is intended to provide a basis and direction for future actions related to opioid use and substance use disorder in Nassau County.

ACA NAVIGATOR PROGRAM
This is the seventh year of the ACA (Affordable Care Act) Open Enrollment, and the Health Planning Council of Northeast Florida's (HPCNEF) seventh year as an ACA grant recipient. Director Joyce Case leads the corps of four ACA Navigators. The grant is awarded by CMS (the Centers for Medicare & Medicaid Services) to assist individuals and small business owners in navigating the new healthcare laws and assist with healthcare insurance enrollments. Florida leads 2020 ACA enrollments nationwide at over 1.9 million.
HPCNEF received a December 2019 monthly report from ACA Navigator grant administrators at the University of South Florida (USF) stating that HPCNEF is already well on its way to meeting yearly goals.
During the four months from September 1 to December 31, 2019, the four HPCNEF ACA Navigators provided one-on-one assistance to 73% of the 2500 required consumers and enrolled 81% of the 300 consumers required by the program.
One of the most challenging new goals for the 2019/2020 grant period is meeting the five required Medicaid/CHIP education sessions. To date, HPCNEF has conducted one session (20%). The goal is to reach parents or guardians who are charged with the task of enrolling their children. About 339,000 or 7.6% of children in Florida are uninsured and would be eligible for Medicaid/CHIP according to an October 2019 report by Georgetown University. The FDOT Safe Routes to School program managed by HPCNEF facilitates events to promote pedestrian safety, healthy behaviors, and active lifestyles for students.
The cooler weather has been perfect for getting outside to enjoy walks & bike rides. Whether it is to school, parks or work for recreation, exercise or commuting, we hope you are safety taking advantage of our beautiful weather. Our Safe Routes to School program has been busy enjoying the cooler weather as well, while out teaching teachers, community members and students about pedestrian & bicycle safety. Thus far, during the current grant period (Aug 2019-June 2020) we have educated over 17,000 students on bicycle & walking safety in our 7 county region. In December we partnered with the James Boy Ministry and JP Hall Charities to donate and fit 500 helmets to the underserved areas in Clay County.
We will be kicking off the spring in March with Florida Bike Month and round out the school year with National Bike Month in May. We have big plans brewing for bike to school events. If your school or organization is interested hosting an event or partnering with us, please email Jackie Morrison at

Where to Get Help: Effective Treatments for Depression
It can be hard to admit you’re not OK and ask for help. But help and support are available all around you and can make a positive difference. Mood disorders affect 1 in 10 adults in the United States each year. Depression is the most common, impacting 6.8 percent of adults in any one year. Of these adults, only 57 percent receive the professional mental health care or other services that they need.

Adult Mental Health First Aid is a FREE

8-hour training course designed to give members of the public key skills to help someone who is developing or experiencing a mental health crisis. Since the program's inception, the Jacksonville Hospital Partnership's trainers have helped 8,793 citizens become more aware of mental illnesses as well as how to deescalate a mental crisis in progress.

NORTHEAST FLORIDA CANCER CONTROL COLLABORATIVE
The Northeast Florida Cancer Control Collaborative held its quarterly meeting in early December to plan and disseminate information on ways to prevent and detect cervical cancer early. HPV vaccination data has been provided to all counties in the NEFCCC region by HPCNEF for their use as an education and awareness tool on HPV related cancers.

BAKER COUNTY CHA/CHIP-
HPCNEF is collaborating with the Florida Department of Health in Baker County on their Community Health Improvement Plan (CHIP). Their kick off meeting was held on January 27, 2020 and they will continuing meeting through February 2020. They are working towards the creation of setting goals, objectives and strategies for the top community health issues identified during their countrywide (Community Health Assessment (CHA) last year. Their top health issues identified were 1) behavioral health including substance abuse and 2) chronic disease and health lifestyle.

FLORIDA DROPS IN ANNUAL HEALTHY STATES RANKING
Florida dropped by four spots in the new national health rankings of the healthiest states in 2019, according to United Health Foundation's annual report. The Sunshine State is now ranked as the 33rd healthiest state in the country.

LEGISLATIVE HEALTH UPDATES IN FLORIDA:
MEDICAID PROGRAM
The House Appropriations Committee on Wednesday approved a bill (HB 5201) that would make the change permanent. But the Senate wants to extend the change for one year, including it in a budget “implementing” bill (SPB 2502) for the 2020-2021 fiscal year.

CON PROGRAM
Certificate of need (CON) is a regulation that requires health care providers to gain permission from the state to increase capacity based on the need for new facilities or services they want to offer. After eliminating CON last year for hospitals. Florida lawmakers will consider making changes to the CON law for new intermediate care facilities for people with developmental disabilities.

ST. VINCENT'S MOBILE HEALTH OUTREACH MINISTRIES
St. Vincent's Mobile Health Outreach Ministry began in 1991 to provide acute and preventative medical care to the medically underserved in our area.
Free primary healthcare is provided to low income, uninsured adults and children in Northeast Florida. Services include primary care, management of chronic disease, medication assistance, laboratory testing, school & sports physicals and vaccinations. In addition, general dental care is available for low income, uninsured adults.

The United Way of Northeast Florida provides the 2-1-1 helpline, an easy to remember, three-digit telephone number that connects Northeast Florida callers to health, social and human services and more than 4,000 community programs. This community help resource is available 24 hours a day, 365 days a year and provides information to callers in Duval, St. Johns, Clay, Nassau, Baker, Putnam, Columbia, Suwannee and Hamilton counties.
