Tedros Adhanom Ghebreyesus underscored an emerging scientific consensus around a One Health holistic approach to pandemic prevention that involves more than just human health. “For many people, One Health may have once seemed simply a concept. It is no longer. …..We cannot protect human health without considering the impact of human activities that disrupt ecosystems, encroach on habitats, and further drive climate change,” he told a meeting of health officials this month. https://tinyurl.com/44e8ywve

This image looks like any COVID-19 vaccination site. But look again! This is a young VETERINARIAN administering vaccines to people in Uxbridge, Massachusetts. Dr. Charlie Cumming, 2019 Tufts Vet School Graduate, did an internship in zoological/ wildlife medicine and is now a postdoctoral master's student. His research identifies ecologic drivers (diet/foraging, reproductive, and migration traits) of influenza prevalence across wild bird species in to challenge and/or affirm the dogma that waterfowl and gulls are the primary reservoirs worth studying. As for volunteering to help with COVID-19 vaccination clinics, he said, "I just wanted to do what I could to help as a public health professional. I figured if I could vaccinate a rhino, I could probably help with humans." https://tinyurl.com/xav757mm

More for The World Organisation for Animal Health (OIE)
Balancing the One Health Tripartite (WHO/FAO/OIE) Equation

Authors: Kaplan B,   Seifman R  In: IMPAKTER

WHO - “We have all heard of the WHO, created in 1948 in its present form as a specialized agency of the United Nations, responsible for international public health…… its two-year budget for 2020-2021 is over $5.8 billion. WHO has a total staff….. of roughly 7,000 people.
FAO - FAO’s input is notable since this is a large United Nations technical agency with a substantial biennial budget (over $2.6 billion from assessed and voluntary contributions) and over 4,000 staff, tasked with a multifaceted mandate to lead international efforts to defeat hunger, improve nutrition, and food security, in short, .......
OIE - Founded in 1924 to fight animal diseases at the global level, OIE is an intergovernmental organization responsible for improving animal health worldwide. It is independent of the United Nations and has an annual assessed budget ….of approximately US $36 million ...… OIE staff is equally modest: approximately 120 people at its Paris headquarters and 15 staff in regional offices.
We need to make better use of the OIE to enable it to fulfill its defined animal health mission, including unique contributions to One Health interdisciplinary collaborations and developmental research.”

Author Scott Nolan In: JAVMA News

“The very real threat from these zoonotic diseases is practically shouting at us that a one-health approach is essential,” Bruce Kaplan

Veterinarians had already been through a coronavirus pandemic prior to the SARS-CoV-2 outbreak. Porcine epidemic diarrhea (PED) virus (another coronavirus) has plagued swine operations in Europe and Asia for three decades. In 2013, the virus arrived in the United States, infecting millions of immunologically naive pigs. By the time the PED outbreak was contained the following year, the virus had already spread to 29 U.S. states, killing an estimated 7 million pigs. ..........

During the early months of 2020, as another novel coronavirus was burning across the planet, veterin-arians weren’t consulted regarding their experiences with managing this particularly nasty family of viruses in animal populations. “No one from the human medicine side of things thought to reach out to ask, ‘How did you stop the PED epidemic? How useful were vaccines? What should we do to try to stop the spread of COVID?

There are a lot of lessons here.”

"We need to reassess what we value. The natural world is essential for our health and well-being, but we don’t value it properly. Instead, we exploit it until it bites us back. We must change our values if we want to prevent the next pandemic. ........ One Health at U.S. CDC during the time of COVID-19
Since the beginning of the pandemic, CDC has been leading efforts to improve our understanding of how SARS-CoV-2 affects animals and how the virus might spread between people and animals. See the CDC COVID-9 and Animals webpage.
CDC has also worked to improve coordination of federal, state, and other One Health partners.
  • CDC leads the One Health Federal Interagency COVID-19 Coordination (OH-FICC) Group, which brings together public health, animal health, and environmental health representatives from more than 20 federal agencies to collaborate and exchange information on the One Health aspects of COVID-19. The group researches and develops guidance on the connection between people and pets, wildlife, zoo animals, and livestock; animal diagnostics and testing; and environmental health issues relevant to COVID-19. See Toolkit for Managing Companion Animals with SARS-CoV-2
  • CDC leads the State-Federal One Health Partners Update Calls to bring local, state, tribal, and territorial agencies together with OH-FICC members to exchange information, share timely updates, and address partner needs on the One Health aspects of COVID-19. See August 2020 Partners Call Slides
  • CDC, USDA, state public health and animal health officials, and academic partners are working in some states to conduct active surveillance for SARS-CoV-2 in pets, including cats, dogs, and other small mammals, that had contact with a person with COVID-19. Researchers test these animals for infection and to see whether they develop antibodies to the virus; they also perform genomic sequencing.
  • CDC deployed One Health teams to multiple states to support state and local departments of health and agriculture, federal partners, and others in conducting on-farm investigations into SARS-CoV-2 in people, mink, and other animals (domestic and wildlife). The teams collected samples from animals on the farms and from people working on the farms and in surrounding communities. CDC and USDA are testing and analyzing these samples to better understand how SARS-CoV-2 can spread among mink, other animals, and people, as well as genetic variations of the virus. These investigations are ongoing.

Why and how One Health supports sustainable food systems and development
The International Livestock Research Institute (ILRI), one of 15 Consortium of International Agricultural Research Centers (CGIAR), has released a series of 7 One Health Briefs (and videos) summarizing why and how One Health supports sustainable development. The interventions emphasize the need to move to actions that are adaptive and flexible in local contexts. Some common actions include:
  • Foster enabling environments for cross-sectoral partnerships and collaboration
  • Mainstream One Health at policy and regulatory levels
  • Take risk-based mitigation measures rather than imposing blanket bans or harsh regulations
  • Employ market-based mechanisms using (e.g. consumer demand, certification) for change
  • Apply approaches that work across sectors and recognize that work from all sectors needed
  • Better understand how human social behaviour impacts the emergence and spread of disease
  • Take a gender lens to One Health to account for the perspectives and needs of both women and men
  • Use community-based approaches that focus on leveraging local knowledge and supporting local communities to become active managers of responses
  • Build the capacity of informal traders and sellers, academics and government officials to be able to undertake One Health actions

Created in 2015, the international One Health Platform was an independent, international non-profit organization that worked to foster science for the greater good serving as a scientific reference center and a network of One Health researchers and stakeholders. In 2011 (Australia), 2013 (Thailand), 2015 (Netherlands), 2016  (Australia), 2018 (Canada), and 2020 (Virtual) its organizers led World One Health Congresses. In 2022 the 7th World One Health Congress will be led in Singapore by a selected Congress Planning Team. The OHP created and led One Health Outlook, an open access journal published by BMC, and several international working groups such as the Bio Threats Scanning Group, the International One Health Coalition, a Government Group and VaxVox. In 2016 the OHP was a founding partner [with the One Health Commission (OHC) and the One Health Initiative (OHI)] of global One Health Day celebrated annually on November 3. Special UNEP Report released July 6, 2020
Produced by the International Livestock Research Institute (ILRI) and the UN Environment Programme (UNEP), this report highlights the environmental side of the zoonotic dimension of the COVID-19 pandemic. Examining the root causes of this pandemic and other zoonoses, it fills a critical knowledge gap and provides policymakers with a better understanding of the context and nature of potential future zoonotic disease outbreaks. See the final of 10 Key Messages of the Report:
  • ONE HEALTH: This report confirms and builds on the conclusions of the FAO-OIE-WHO Tripartite Alliance and many other expert groups that a One Health approach is the optimal method for preventing as well as responding to zoonotic disease outbreaks and pandemics. Adopting a One Health approach, which unites medical, veterinary and environmental expertise, will help governments, businesses and civil society achieve enduring health for people, animals and environments alike. https://tinyurl.com/4xnb7h9h

Administered over a 2-day participatory workshop, the USAID One Health Assessment for Planning and Performance (OH-APP) is a monitoring framework for multi-sectoral coordination mechanisms (MCM) to annually self-assess a country’s organizational capacity and performance to inform planning and development assistance. It complements the WHO Joint External Evaluation by providing more specific indicators to measure the maturity of a One Health MCM capable of coordinating multi-stakeholder collaboration for pre-paredness and response to public health threats. An MCM, sometimes referred to as a National One Health Platform, refers to a formalized body that uses a One Health approach to strengthen collaboration, communication, and coordination across the sectors responsible for addressing zoonotic diseases and other health concerns at the human-animal-environment interface. Another way human behaviors are impacting antimicrobial resistance.

It’s estimated that an average-sized wastewater treatment plant serving roughly 400,000 residents will discharge up to 2,000,000 microplastic particles into the environment each day. Yet, researchers are still learning the environmental and human health impact of these ultra-fine plastic particles, less than 5 millimeters in length, found in everything from cosmetics, toothpaste and clothing microfibers, to our food, air and drinking water. https://tinyurl.com/terya3wz

In Under a White Sky, Elizabeth Kolbert takes a hard look at the new world we are creating. Along the way, she meets biologists who are trying to preserve the world’s rarest fish, which lives in a single tiny pool in the middle of the Mojave; engineers who are turning carbon emissions to stone in Iceland; Australian researchers who are trying to develop a “super coral” that can survive on a hotter globe; and physicists who are contemplating shooting tiny diamonds into the stratosphere to cool the earth. https://tinyurl.com/4v8rmbzu

The “big five” infectious diseases (malaria, dengue, yellow fever, chikungunya, Zika) and their response to climate change is of huge global concern. Climate change can affect different actors along the infectious disease chain including pathogens, vectors and hosts. In order to efficiently control potential outbreaks we need accurate predictions, which represents a major challenge in risk management planning. https://tinyurl.com/te6ht3h5
