FEDERAL COVID-19 STIMULUS INCLUDES ARTS, ARTISTS & NONPROFIT ARTS ORGANIZATIONS
The $2.2 Trillion Stimulus Package approved today includes 4 areas of support for the arts & nonprofit organizations: an infusion of direct new supplemental emergency funding via the National Endowment for the Arts & other culture agencies; the lifting of caps on charitable donation deductions; opening up eligibility to nonprofits for Small Business Administration forgivable loans; expanded unemployment benefits--including to independent contractors.  
 
"These have the potential to help arts organizations stay in business after having to cancel performances--in many cases the remainder of their seasons and their annual festivals--on which they rely for much if not most of their income," commented ArtsOC President & CEO Rick Stein. "Artists have been hard-hit by these cancellations and many work as independent contractors, so the extension of unemployment insurance benefits to cover them is of critical importance to our creative sector. SBA loans have not generally been available to the nonprofit sector, yet arts organizations are mostly small nonprofit businesses that contribute greatly to the local economy and need access to such financing. Finally, the devastating impact upon charitable giving of the 2017 Tax Law, which capped itemized deductions, is addressed in the Stimulus Package, at least for 2020--we continue to push for legislation that will make this permanent. A huge shout-out to our national arts advocacy organization, Americans for the Arts, for leading this effort and for collaborating with other nonprofit coalitions to soften the severity of COVID-19's financial impact upon our sector. Arts organizations around Orange County and around the nation are already conducting emergency fundraising campaigns to stay in business during what we all hope will be a short-term crisis, and these new resources could make the difference in the survival of many of them."   
 
Here are the details:
 
Federal Arts Funding (Note: This is a supplement to their annual appropriations)
*              $75 million for the National Endowment for the Arts
*              $75 million for the National Endowment for the Humanities
*              Special note: Congress accepted our ask to waive matching grant requirements and to waive the requirement for grants to be project-specific. All these new fast-track grants will be for general operating support with no match.
*              $75 million for the Corporation for Public Broadcasting
*              $50 million for the Institute of Library and Museum Sciences
*              $25 million for the Kennedy Center
*              $7.5 million for the Smithsonian
 
Community Development Block Grants, Small Business Administration, and Unemployment Insurance
*              $5 billion for Community Development Block Grants to cities and counties. Arts groups should work directly with their mayors and local economic development offices for grant support.
*              $350 billion for Small Business Administration (SBA) emergency loans of up to $10 million for small businesses-including nonprofits (with less than 500 employees), sole proprietors, independent contractors, and self-employed individuals (like individual artists)-to cover payroll costs, mortgage/rent costs, utilities, and other operations. These loans can be forgiven if used for those purposes. This new eligibility has been a key element of the CREATE Act we've been pursuing;
*              $10 billion for Emergency Economic Injury Disaster Loans (EIDL) for loans up to $10,000 for small businesses and nonprofits to be used for providing paid sick leave for employees, maintaining payroll, mortgage/rent payments, and other operating costs;
*              Expanded Unemployment Insurance (UI) that includes coverage for furloughed workers, freelancers, and "gig economy" workers. The bill also increases UI payments by $600/week for four months, in addition to what one claims under a state unemployment program.    
 
Charitable Giving Tax Deduction
*              An "above-the-line" or universal charitable giving incentive for contributions made in 2020 of up to $300. This provision will now allow all non-itemizer taxpayers (close to 90% of all taxpayers) to deduct charitable contributions from their tax return, an incentive previously unavailable to them. Additionally, the stimulus legislation lifts the existing cap on annual contributions for itemizers from 60 percent of adjusted gross income (AGI) to 100 percent of AGI for contributions made in 2020.

Events include exhibition tours & art collections, concerts and recitals, workshops and instructional videos being offered by Orange County arts organizations and schools. Any OC arts organization can post their virtual events to SparkOC free, and ArtsOC will include a curated list of highlights along with a link to the full listing in its weekly email blasts. ArtsOC will also share a selection of virtual experiences from significant institutions around the world that are being offered.

FOR CALIFORNIA ARTS COUNCIL GRANTEES IMPACTED BY COVID-19
The California Arts Council (CAC) has received inquiries from grantees and members of the arts community at large regarding COVID-19. The CAC recognizes that some of its grantees and contractors will have to postpone, modify, or cancel their planned activities supported by CAC funds due to state and local public health guidelines. If you are a grantee and your organization is impacted, please complete this form detailing your specific circumstance and request. The CAC is prepared to find solutions on a case-by-case basis. We ask for your patience in receiving individual responses.

CAL HUMANITIES APPLICANTS & GRANTEES:
Cal Humanties is committed to flexibility for grantees who need to reschedule events due to public health concerns. Grantees should make event decisions that meet the needs of their audiences, staff, and board. In the event of postponement or cancellation, we request that project directors notify us as quickly as possible so that we may update our records and calendar. We understand that program cancellations may delay interim and final reports. Therefore, we will consider extending grant periods by up to six months.
