NEW PARAMETERS FOR CONSTRUCTION
Stay Home, Stay Healthy Proclamation (20-25) 
RCAW Members & Stakeholders:

The last 48-hours have been difficult and we have been working hard with legal counsel to disseminate and navigate the Stay-at-Home order that was issued on March 23, 2020.

We were notified last night that Governor Inslee has published further construction guidance superseding that of his initial 3/23 order and has further delineated his "essential industries" list and he has deemed both commercial and residential construction a non-essential business and that does include roofing .
 
Section 3 (Point d) of  the Order   does allow businesses to secure their jobsites and equipment following the order taking effect at midnight last night:
 
“For purposes of this Proclamation,  minimum basic operations are the minimum activities necessary to maintain the value of the business’ inventory, preserve the condition of the business’ physical plant and equipment, ensure security,  process payroll and employee benefits, facilitate employees of the business being able to continue to work remotely from their residences, and related functions.”

Beginning at midnight, Wednesday, Mar. 25, 2020, when the order took effect, no construction will be allowed until at least April 8, 2020.

The only exceptions to the order allows for construction
in the following limited circumstances:

  • Construction related to essential activities as described in the order.
  • To further a public purpose related to a public entity or governmental function or facility, including but not limited to publicly financed low-income housing.
  • To prevent spoliation and avoid damage or unsafe conditions, and address emergency repairs at both non-essential businesses and residential structures. (i.e. emergency leaks and repairs).

The order could also be extended. 

Gov. Inslee is one of only two governors who have issued a statewide “Stay at Home” order that does not designate construction as “essential.”
