Annual Election Meeting - Wednesday, April 15th at 5:30 p.m.
As a reminder, the Annual Board of Directors Election remains scheduled for April 15, 2020 at 5:30 p.m. (polls will close at 6:00 p.m.).
Please be sure to return your ballot by mail no later than Friday, April 10th to ensure the ballot is delivered to the Inspector of Election prior to election day. The ballots were mailed in an over-sized envelope. Please be sure to read the set of instructions on how to vote. It is very important that the outer return envelope be signed by the Owner, as this is how the Inspector of Election will validate one vote per home owned.
The Annual Election will be held virtually (without members present). In response to COVID-19, the Inspector of Election will be set up within their Irvine office. To provide viewing access to the vote tabulation process, please use the link below. For any last minute voting on election night, Homeowners will have an opportunity to drop off their ballot at a curbside lockbox between 4:30 p.m. and 6:00 p.m., which will then be transported to the Inspector of Election's office. Given the current COVID-19 health crisis and the Governor's "shelter in place" order,
we would like to encourage all homeowners to please return their ballot by mail (postage has already been paid).

The Bluffs - COVID-19 Updates

Update on Common Area Facilities in The Bluffs
PLEASE TAKE NOTICE
that as of March 4, 2020, Governor Newsom declared a State of Emergency in California, and a National State of Emergency was declared as well, with respect to risks associated with the Coronavirus (“COVID-19”). Further, effective March 20, 2020, California Governor Newsom issued an Executive Order also requiring such recreational pool facilities, among other facilities, to close until further notice.
Therefore, pursuant to Civil Code section 4360(d), the Board determined to immediately implement an emergency rule CLOSING the Association’s pool facilities until further notice. Also, the Association’s office facilities are CLOSED to in-person visitors. The office staff remains available during business hours of 8 am to 5 pm Monday through Friday by calling 949-759-1200 or by email at info@bluffshoa.com.
Staff will continue to make site visits, as necessary, to conduct Association business. All staff members are attempting to observe Social Distancing. If you see staff out and about, please feel free to say hello (from a distance greater than six (6) feet away).

Parking Enforcement within The Bluffs - Temporarily Relaxed
The Board of Directors has voted to temporarily relax the Parking Permit & Guest Parking program. This only covers driveways and off-street guest parking. All fire lane and overnight street parking rules remain in effect and subject to immediate tow. In addition, if you share a driveway with another home, please be sure that you do not block access. Vehicles blocking access to another resident’s garage or driveway are subject to tow. The temporary relaxation of parking enforcement will be reviewed by the Board of Directors at the April 22, 2020 board meeting.

New Social Distancing Signage
Signage has been installed in key locations within the community, including all park benches, as a friendly reminder of social distancing guidelines, as well as no touching, no crowds, washing hands and the Safer at Home guidance.
We are all in this together. Please do your part to limit the spread of COVID-19.

No Trespassing Signage
Along with signs reminding residents to practice social distancing, additional signage has been placed at the end of the fire road reminding all that The Bluffs is private property and only residents of The Bluffs Homeowners' Community Association may access the grounds.

What is the City doing about people who aren’t following the six-foot-separation directive?
The City of Newport Beach's response is in line with what neighboring cities are doing and, more importantly, it is in line with Governor Newsom’s expectations. He has not called for enforcement of the social distancing directive. Rather, he is asking Californian’s to self-regulate, use common sense and change our behaviors to conform with the Stay at Home order and social distancing directive.
To reinforce the importance of social distancing, the City is closely monitoring high-visibility and popular areas like the boardwalk and beaches and increased the presence of Newport Beach Police Department personnel. Officers are explaining the Governor's Executive Order and encouraging the public and businesses to follow it.
The City placed more signage in and around the community’s most popular recreational spaces this week to reinforce the importance of social distancing and they're also increasing the messages distributed through their website and social media channels.

The Importance of Social Distancing

Limiting face-to-face contact with others is the best way to reduce the spread of COVID-19.
What is social distancing?
Social distancing, also called “physical distancing,” means keeping space between yourself and other people outside of your home. To practice social or physical distancing:
- Stay at least 6 feet (2 meters) from other people
- Do not gather in groups
- Stay out of crowded places and avoid mass gatherings
In addition to
everyday steps to prevent COVID-19
, keeping space between you and others is one of the best tools we have to avoid being exposed to this virus and slowing its spread locally and across the country and world.
When COVID-19 is spreading in your area, everyone should limit close contact with individuals outside your household in indoor and outdoor spaces. Since people can spread the virus before they know they are sick, it is important to stay away from others when possible, even if you have no symptoms. Social distancing is especially important for
people who are at higher risk of getting very sick
.
Why practice social distancing?
COVID-19 spreads mainly among people who are in close contact (within about 6 feet) for a prolonged period. Spread happens when an infected person coughs, sneezes, or talks, and droplets from their mouth or nose are launched into the air and land in the mouths or noses of people nearby. The droplets can also be inhaled into the lungs. Recent studies indicate that people who are infected but do not have symptoms likely also play a role in the spread of COVID-19.
It may be possible that a person can get COVID-19 by touching a surface or object that has the virus on it and then touching their own mouth, nose, or eyes. However, this is not thought to be the main way the virus spreads. COVID-19 can live for hours or days on a surface, depending on factors such as sun light and humidity. Social distancing helps limit contact with infected people and contaminated surfaces.
Although the risk of severe illness may be different for everyone, anyone can get and spread COVID-19. Everyone has a role to play in slowing the spread and protecting themselves, their family, and their community.
Tips for social distancing
- Follow guidance from authorities where you live.
- If you need to shop for food or medicine at the grocery store or pharmacy, stay at least 6 feet away from others.
- Use mail-order for medications, if possible.
- Consider a grocery delivery service.
- Cover your mouth and nose with a cloth face cover when around others, including when you have to go out in public, for example to the grocery store.
- Stay at least 6 feet between yourself and others, even when you wear a face covering.
- Avoid large and small gatherings in private places and public spaces, such a friend’s house, parks, restaurants, shops, or any other place. This advice applies to people of any age, including teens and younger adults. Children should not have in-person play dates while school is out. To help maintain social connections while social distancing, learn tips to keep children healthy while school’s out.
- Work from home when possible.
- If possible, avoid using any kind of public transportation, ride sharing, or taxis.
- If you are a student or parent, talk to your school about options for digital/distance learning.

Cloth Face Covers in Public Now Advised
|
|
Public health authorities are now recommending that everyone wear a face covering when going out in public.
The
Centers for Disease Control and Prevention
is asking everyone over the age of 2 to wear a cloth face covering that covers your mouth and nose. The cloth face covering is meant to protect others in case you are infected. Please use a cloth face covering and not a mask meant for healthcare workers.
Health officials emphasize that face coverings are not substitutes for physical distancing (keeping at least six feet away from others) and regular hand washing.
While face coverings are not mandatory in Orange County, the City of Newport Beach is strongly advising all residents to take this additional precaution to protect their community and limit the spread of COVID-19.

Avenida Campo Street Repairs
Repairs to a leaking mainline beneath the street entrance to Avenida Campo have been completed and full access to the street has been restored.

Vista Entrada Street Repairs
The City of Newport Beach is making repairs to a pot hole near the fire hydrant across from Enero. The portion of the street under repairs has been covered with a steel plate.
