Racial and ethnic inequities in access and quality of health care affect outcomes and increase the cost of care, especially among racial and ethnic minorities with behavioral health conditions.

New York and Massachusetts are using innovative regulatory levers, such as revising training and certification requirements and reforming their payment and delivery systems, to improve behavioral health care for their racial and ethnic minority populations.
