Current regulations do not allow for flying over moving vehicles or people not associated with the mapping mission.
This restriction has made it difficult to fly mapping missions that abut up against active roadways and parking lots with people walking from their parked vehicles to and from of a building.
NEW FAA regulations will become effective 60 days after the official federal publication which should be sometime in January 2021 which will allow you to transit over moving vehicles as long as you don't stop and hover over them.

What this means is that flight lines will be able cross active roadways to get better image coverage along flight lines.
We are still be liable for any damage that may occur should your drone fall out of the sky and cause damage to moving vehicles or people that maybe walking in the area. Liability insurance is highly recommended.
Risk assessment still needs to be made to minimize the risk should a drone failure occur.
