Welcome to 2021! I hope you all had a chance to rest up and recharge over the break, because things will be going full swing soon.

We may be physically distanced, but stakeholder engagement in your district or school's Local Control and Accountability Plan (LCAP) is still a necessary and critical piece. We have resources, information, and learning opportunities to help you connect with students, parents, and staff, and create your 2021-24 LCAP.

San Diego County Office of Education is committed to supporting local education agencies in developing and maximizing the impact of their plans. As we start the new year, we will have professional learning opportunities designed to support you through the condensed timeline for getting stakeholder feedback and completing the LCAP. 2021-24 LCAP Overview
The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) to share their stories of how, what, and why programs and services for students are selected to meet their local needs. The components of the LCAP for the 2021-22 LCAP year must be posted as one document assembled in the following order:
  • LCFF Budget Overview for Parents
  • Annual Update (with instructions)
  • Plan Summary
  • Stakeholder Engagement
  • Goals and Actions
  • Increased or Improved Services for Foster Youth, English Learners, and Low-Income Students
  • Expenditure Tables
  • Instructions
 
Learning Continuity and Attendance Plan

LCAP Stakeholder Engagement
Significant and purposeful engagement of parents, students, educators, and other stakeholders, including those representing the student groups identified by the Local Control Funding Formula (LCFF), is critical to the development of the LCAP and the budget process. Consistent with statute, such stakeholder engagement should support comprehensive strategic planning, accountability, and improvement across the state priorities and locally identified priorities (EC 52064(e)(1)). Stakeholder engagement is an ongoing, annual process.
 
Guidance from the 2018-19 Guide for Annual Audits of K-12 Local Education Agencies and State Compliance Reporting provides the legal requirements for stakeholder engagement in the LCAP development process.

For county offices of education and school districts only, the LEA:
  • Presents the LCAP to the parent advisory committee in accordance with Education Code (EC) section 52062(a)(1) or 52068(a)(1), as appropriate.
  • If applicable, presents the LCAP to the English Learner Parent Advisory Committee, in accordance with EC section 52062(a)(2) or 52068(a)(2), as appropriate.
  • Notifies members of the public of the opportunity to submit comments regarding specific actions and expenditures proposed to be included in the LCAP in accordance with EC section 52062(a)(3) or 52068(a)(3), as appropriate.
  • Holds at least one public hearing in accordance with EC section 52062(b)(1) or 52068(b)(1), as appropriate.
  • Adopts the LCAP in a public meeting in accordance with EC section 52062(b)(2) or 52068(b)(2), as appropriate.

LCAP planning includes the following stakeholder groups:
  • Parent Advisory Committee: As used in EC sections 52063 and 52069, shall be composed of a majority of parents, as defined in subdivision (e), of pupils, and include parents of pupils to whom one or more of the definitions in EC Section 42238.01 apply.
  • English Learner Parent Advisory Committee: As used in EC sections 52063 and 52069 for those school districts or schools and programs operated by county superintendents of schools whose enrollment includes at least 15 percent English learners and at least 50 pupils who are English learners, shall be composed of a majority of parents, as defined in subdivision (e), of pupils to whom the definition in EC Section 42238.01(c) applies.
  • Consult with pupils: As used in EC sections 52060, 52066, and 47606.5, means a process to enable pupils, including unduplicated pupils and other numerically significant pupil subgroups, to review and comment on the development of the LCAP. This process may include surveys of pupils, forums with pupils, pupil advisory committees, or meetings with pupil government bodies or other groups representing pupils.

Annual Update
The state superintendent, in consultation with the executive director of the state board, must revise the template for the Annual Update to the LCAP before Jan. 31, to reflect the inclusion of the Learning Continuity and Attendance Plan in the annual update to the LCAP for the 2021-22 school year.
 
The second drafts of the template and instructions are available now. Feedback on the template and instructions may be emailed to LCFF@cde.ca.gov throughout the revision process.

Local Indicators
Local indicators do not need to be uploaded for the 2020 California School Dashboard. The typical deadline for local indicator uploads would have been Nov. 1. Instead, the 2020-21 local indicators will be reported to the local board when the LCAP is presented, and will also be uploaded in fall 2020-21 for the 2021 dashboard. SDCOE Equity Conference: Equity is Love in Action
This week is the virtual 2021 Equity Conference on Jan. 19 to 22, where hundreds of educators, parents, students, and community members will come together to learn and grow. The event features different perspectives and voices across the American public school system with well-known author Dr. Monique Morris today followed by Dr. Margaret Wheatley and Elena Aguila later this week.

Putting It All Together Workshop
Our 2020-21 Putting It All Together professional learning series is designed to bring together district and charter school leaders to focus on just-in-time information and connect it to key actions and strategies for students' success and improvement in the LCP and LCAP development. NEW! Deeper Learning Series: Measuring and Monitoring Engagement
Join us for a three-part series that will focus on measuring, monitoring, and creating actionable LCAP goals for social-emotional and mental health for pupils and staff. Participants will focus on implementation by identifying discrete actions and developing an action plan for the 2021-22 school year. Resources will include a metrics toolkit, tools for data collection, and resources to support social and emotional learning (SEL) implementation.

Learning Continuity Plan and Data Collection
Visit the CDE COVID-19 Assessment FAQs webpage for frequently asked assessment questions related to COVID-19 and its impact on the following assessment programs:

  • English Language Proficiency Assessments for California (ELPAC)
  • Physical Fitness Test (PFT)
  • California High School Proficiency Examination (CHSPE)
  • High School Equivalency Tests (HiSET and GED)
Updates on the Alternate Assessments
  • Alternate ELPAC: The CDE is postponing the Alternate ELPAC Operational Field Test to the 2021-22 school year. LEAs will continue administering locally determined alternate assessments for 2020-21.
  • California Alternate Assessments (CAAs): Regarding the CAAs for English language arts/literacy (ELA), mathematics, and science, the CDE recommends in-person test administration, following state, county, and local health and safety requirements, for the provision of these tests. Remote administration is not recommended. LEAs should plan on administering these assessments when it is safe for both the student and test examiner to be together. The current Suggested Guidelines for Physically Distancing Test Administration web document will be updated to provide additional considerations for administration of the CAAs.
New for Spring Test Administration

In-Person and Remote Administration Options: The CAASPP Smarter Balanced Summative Assessments for ELA and mathematics, California Science Test (CAST), California Spanish Assessment (CSA), Summative ELPAC, and Initial ELPAC can now be administered in-person or remotely. An in-person test administration option—while adhering to state, county, and local health and safety requirements—is recommended. However, LEAs will have the option of assessing students in-person or remotely. Additional considerations for remote administration include the following:
  • Secure browsers will be required for all assessments, with the exception being those administered one-on-one. Detailed procedures for LEAs and parents/guardians will be provided.
  • There will be enhancements made to the test delivery system that provide in-system video monitoring, individual messaging, and one-on-one video calling features.
  • Potential options for the administration of the Summative ELPAC K–2 Writing domain are being pursued.

Available Now — What’s New Video: The Spring Assessment Update video is now available. This presentation is a high-level overview of the recent changes and decisions made to accommodate remote testing and is not intended to replace more detailed information that will be available on the spring administration websites.
SEL Support Header
As students and staff return to school this semester amid social and political turmoil, SEL continues to be an ongoing focus and need. CASEL recently released a brief that highlights how to support all stakeholders in the educational ecosystem, titled Refocus On the SEL Roadmap. This is an opportune time to review your SEL Roadmap, determine needs and strengths, and ensure alignment as you develop your new LCAP.
