When the 19th Amendment was ratified on August 18, 1920, women in all three counties in the main expressed excitement and saw voting as a civic duty. Mary Titcomb, the Librarian at Washington County Free Library was reported to say "I do not regard it as a privilege at all," she said, "but only as an added responsibility. And of course I intend voting. I believe any thinking woman who neglects to vote is shirking her duty as a citizen." The local head of the Just Government League in Hagerstown ran to hang yellow flags around town, yellow being the color of the suffragists. A man in Hagerstown asked who had smallpox, on seeing the yellow flag.
